మన భవిష్యత్తు తరాల కోసం చేపడుతున్న మూసీ పునరుజ్జీవం ప్రాజెక్టు విషయంలో ఎవరికీ అన్యాయం జరగనివ్వమని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు చాలా స్పష్టంగా చెప్పారు. “ఈ ప్రాజెక్టు ఎవరికీ వ్యతిరేకం కాదు. ఏ పేదవాడికి అన్యాయం జరగదు. ఎవరి ఆస్తులను గుంజుకోవడం లేదు. మన అందరి భవిష్యత్తు కోసం చేపట్టిన ప్రాజెక్టు. హైదరాబాద్ను గొప్ప అభివృద్ధి చెందిన నగరంగా నిలబెట్టాలన్న ఆశయం. అందరూ సహకరిస్తేనే సాధ్యమవుతుంది. ముందుకు వెళ్లడానికి సూచనలు ఇవ్వండి” అని ముఖ్యమంత్రి గారు కోరారు.
మూసీ నది పునరుజ్జీవం ఫేజ్ -1 పై ప్రభుత్వం ఏర్పాటు చేసిన సదస్సులో ముఖ్యమంత్రి గారు ప్రసంగించారు. మూసీ చారిత్రక పరిణామాలు, ప్రాజెక్టు లక్ష్యాలు, దాని ఆవశ్యకతను వివరిస్తూ, ప్రాజెక్టును ముందుకు తీసుకెళ్లడంలో ప్రజాప్రతినిధులు, నిపుణులు, నిష్ణాతులు, పౌరులు తమ సూచనలు ఇవ్వాలని విజ్ఞప్తి చేశారు.

“ఈ ప్రాజెక్టు వల్ల ఎవరికీ అన్యాయం జరగదు. నిర్వాసితులకు నష్టపరిహారం ఇవ్వడంపై సలహాలు, సూచనలు ఇవ్వండి. మూసీ ప్రతిపాదిత ప్రాజెక్టు వెంట మొత్తంగా 10 వేల పేద కుటుంబాలున్నాయి. ఇప్పటికే డేటా సేకరించాం. వారందరికీ డబుల్ బెడ్రూమ్ ఇళ్లను సిద్ధం చేశాం.
అయితే, దూరప్రాంతాలకు వెళ్లడం వల్ల చిన్న చిన్న పనులు చేసుకునే వారు ఉపాధి కోల్పోతామని అంటున్నారు. అందుకని సమీప ప్రాంతాల్లోనే ఇళ్లు కట్టించే ఏర్పాటు చేస్తున్నాం. ఎవరికీ నష్టం చేయం. వారితో నాకు శత్రుత్వం ఏముంటుంది. పేదల్లో దుఃఖాన్ని దూరం చేసే ప్రయత్నం చేస్తున్నాం. నా ఆలోచనలన్నీ పేదల వెంటే ఉన్నాయి.
ఏ పేదవాడికి అన్యాయం చేయం. ఏ పేదవాడిని నిరాశ్రయులుగా చేయబోం. పేదలకు నష్టం కలిగించడానికి, కొంతమంది రియల్ ఎస్టేట్ సంస్థల ఆర్థిక ప్రయోజనాల కోసమో పనిచేయడం లేదు. ఈ రాష్ట్రాన్ని, నగరాన్ని గొప్ప అభివృద్ధి చెందిన నగరంగా నిలబెట్టాలని అనుకుంటున్నాం. ఇందులో మనమంతా భాగస్వాములం.
చరిత్రను ఒకసారి గమనిస్తే, నది పరీవాహక ప్రాంతాల్లోనే నాగరికత విలసిల్లింది. నదులు, సముద్రం, నీటి ప్రవాహాలు ఉన్న ప్రాంతాలే అధికంగా అభివృద్ధి చెందాయి. థేమ్స్, హడ్సన్ నదులు, సింగపూర్, సియోల్, దుబాయ్, అహ్మదాబాద్ సబర్మతీ రివర్ ఫ్రంట్ వంటి ప్రాజెక్టులు… ఎన్నింటినో గమనించిన తర్వాత తెలంగాణ కూడా ఆర్థిక ప్రగతిని సాధించాలని, అభివృద్ధి నిరోధకులుగా ఉంటే భావి తరాలు క్షమించవని మూసీ రివర్ ఫ్రంట్ కార్యక్రమాన్ని చేపట్టాం.
1908లో మూసీకి ఉప్పెన వచ్చి వేలాది మంది మరణించిన సందర్భంలో ఆనాటి నిజాం వరద నివారణ, జంట నగర ప్రజల దాహార్తిని తీర్చడానికి వందేళ్ల కిందట ఒక గొప్ప విజన్తో ఉస్మాన్సాగర్, హిమాయత్సాగర్లను నిర్మించిన చరిత్రను విస్మరించరాదు.
ఎంతో దూరదృష్టితో వందేళ్ల కిందట గొప్ప గొప్ప ప్రాజెక్టులు, వారసత్వ సంపదను సృష్టించి మేటి నగరంగా అందించారు. అలాంటి నగరాన్ని ఇలాగే వదిలేద్దామా? ప్రపంచంలో వస్తున్న మార్పులు, పర్యావరణంలో వస్తున్న మార్పులకు అనుగుణంగా ముందుకు వెళదామా? మన రాజకీయ అవకాశాల కోసం చరిత్రను కాలగర్భంలో కలిపేద్దామా?
రాజకీయ ప్రయోజనం కోసం తప్పుడు ప్రచారం చేయొద్దు. ప్రాజెక్టుకు సహకరించకపోయినా పర్లేదు. కానీ అడ్డురాకండి. మూసీ పునరుద్ధరణ ప్రాజెక్టుపై శాసనసభలో కూడా చర్చకు పెడతాం. అందరూ తమ అభిప్రాయాలు చెప్పాలి. అందరి సలహాలు స్వీకరిస్తాం. ప్రాజెక్టు కోసం ఎంతో కసరత్తు చేశాం. గ్లోబల్ టెండర్లు పిలిచి కన్సల్టెంట్లను నియమించాం.
హైదరాబాద్ నగర జనాభా 1.34 కోట్లుంటే, మరో 25 ఏళ్లలో 2.5 కోట్లకు చేరనుంది. ప్రజలకు మౌలిక సదుపాయాలు కల్పించాల్సిన బాధ్యత ప్రభుత్వంపైన ఉంది. ఒక బాధ్యతాయుతమైన పదవిలో ఉన్నప్పుడు భావి తరాలకు అవసరమైన నిర్ణయాలు తీసుకోవద్దా?
మూసీ వెంట నివాసం ఏర్పాటు చేసుకున్న వారి గురించి సానుభూతితో మాట్లాడుతున్నాం. మూసీ కిందనున్న నల్గొండ ప్రజల గురించి కూడా ఆలోచన చేయాలి. విపరీతమైన వ్యర్థాలు, పారిశ్రామిక కాలుష్యం, కళేబరాలతో కాలకూట విషంతో నల్గొండ ప్రజల జీవితాలు అతలాకుతలమవుతున్నాయి.
మూసీ రివర్ ఫ్రంట్ ప్రాజెక్టుపై కొందరు ఉద్దేశపూర్వకంగా, మరికొందరు సంపూర్ణ సమాచారం లేకపోవడం వల్ల ఒక రకమైన ఆందోళన తలెత్తింది. ప్రజలు ఒక బాధ్యతతో, విశ్వాసంతో నమ్మి అధికారం అప్పగించినప్పుడు, కాపలాదారుడిగా ఉంటాం. మా ఆలోచన ఎవరికో నష్టం కలిగించాలని కాదు. ఎవరైనా కావాలని, కోరుకుని మూసీ వెంట జీవించాలని అనుకుంటారా? నిలువ నీడ లేని వాళ్లే మూసీ పరీవాహక ప్రాంతంలో నివసిస్తున్నారు.
ఈ ప్రాజెక్టు గురించి రకరకాలుగా మాట్లాడుతున్నారు. మూసీకి అటో కిమీ, ఇటో కిమీ కూల్చేస్తాడని ఇష్టానుసారం మాట్లాడుతున్నారు. ఈ ప్రాజెక్టులో మానవీయ కోణాన్ని ఎక్కడా విస్మరించలేదు. మూసీ వెంట దుర్భరమైన జీవితాన్ని గడుపుతున్న పేదవారితో చెలగాటమాడకండి.
గాంధీ విగ్రహం కోసం 5 వేల కోట్లు ఖర్చు చేస్తున్నారని తప్పుడు ప్రచారం చేస్తున్నారు. గాంధీ విగ్రహం కోసం దాదాపు 75 కోట్లకు మించి ఖర్చు చేయడం లేదు. మొత్తం ప్రాజెక్టు 6500 నుంచి 7 వేల కోట్లకు మించి లేదు.
ఏఐ వంటి సాంకేతిక విప్లవాన్ని ఎలాగూ ఆపలేం. ఏఐ వల్ల వైట్ కాలర్ ఉద్యోగాలు ప్రమాదంలో పడుతున్నప్పుడు, బ్లూ కాలర్ ఉద్యోగాలు సృష్టించొద్దా? మూసీ ఒక పర్యటక కేంద్రంగా, నైట్ ఎకానమీ అభివృద్ధి కోసం చేయొద్దా?
నేను కర్మ సిద్ధాంతాన్ని నమ్ముతా. మనం చేసిన మంచి, చెడు ఇక్కడే ఉంటాయి. భగవంతుడు నాకిచ్చిన అవకాశానికి సార్థకత చేకూరాలని కోరుకుంటున్నా. ప్రకృతికన్నా మనం గొప్పవాళ్లం కాదు.
ఇది కోట్లాది మంది నగర ప్రజల భవిష్యత్తు. దీన్ని కాపాడుకుందామా? కాలానికి వదిలేద్దామా? ఏం కావాలో సలహాలు ఇవ్వండి. వెబ్సైట్లో కూడా మీ అభిప్రాయాలను తెలియజేయండి. మంచిని తప్పకుండా స్వీకరిస్తాం. కుట్ర సిద్ధాంతానికి ముగింపు పలకండి. నేను మీలో ఒకడిని. అందరం కలిసి ప్రాజెక్టును ముందుకు తీసుకెళ్దాం. ప్రపంచంలో పోటీపడే విధంగా హైదరాబాద్ను ఒక అద్భుతమైన నగరంగా తీర్చిదిద్దుకుందాం…” అని ముఖ్యమంత్రి గారు భావోద్వేగంతో చెప్పారు.
తొలుత ఈ సమావేశంలో మూసీ నది పూర్వోత్తరాలు, ప్రస్తుత స్థితిగతులు, నగర ప్రజల భవితవ్యం, నది పునరుజ్జీవం ఆవశ్యకత, అవసరం, ప్రపంచవ్యాప్తంగా రివర్ఫ్రంట్ల ప్రాముఖ్యత, మూసీ రివర్ఫ్రంట్లోని ప్రధాన అంశాలతో పాటు River Musi Rejuvenation Phase-1 సమగ్ర స్వరూపాన్ని మూసీ రివర్ఫ్రంట్ డెవలప్మెంట్ కార్పొరేషన్ ఎండీ ఈవీ నర్సింహారెడ్డి గారు పవర్ పాయింట్ ప్రజెంటేషన్ ద్వారా వివరించారు.
Hon’ble Chief Minister Sri A. Revanth Reddy has categorically stated that no injustice will be done to anyone during the implementation of the Musi Rejuvenation Project, which is being undertaken for the sake of future generations. “This project is not against anyone. No poor person will be harmed. We are not grabbing anyone’s assets. This is a project for our collective future. Our goal is to establish Hyderabad as a great, developed city. This is only possible if everyone cooperates. I invite suggestions to move forward,” the Chief Minister urged.
The Chief Minister addressed a conference organized by the government on Musi River Rejuvenation Phase-1. Explaining the historical evolution of the Musi, the project’s objectives, and its necessity, he appealed to public representatives, experts, specialists, and citizens to provide their suggestions for steering the project forward.
Speaking at the meeting attended by Legislative Council Chairman Gutha Sukhender Reddy, Assembly Speaker Gaddam Prasad Kumar, Deputy Chief Minister Mallu Bhatti Vikramarka, along with State Ministers, public representatives, officials, and experts, the Chief Minister said:
“Injustice will not be done to anyone due to this project. Please provide advice and suggestions on providing compensation to the displaced. There are a total of 10,000 poor families along the proposed project route. We have already collected the data. Double-bedroom houses have been readied for all of them.
However, some people who do small jobs are worried about losing their livelihood by moving to distant areas. Therefore, we are making arrangements to build houses for them in nearby areas. We will not cause loss to anyone; I have no enmity with them. We are making an effort to wipe away the tears of the poor. All my thoughts are with the poor.
We will not do injustice to any poor person. We will not leave any poor person homeless. We are not working to harm the poor or for the financial benefit of a few real estate companies. We want to establish this state and city as a great developed entity. We are all stakeholders in this.
If we observe history, civilizations flourished only along riverbanks. Areas with rivers, seas, and water currents have developed the most. After observing projects like the Thames, Hudson, Singapore, Seoul, Dubai, and Ahmedabad’s Sabarmati Riverfront, we took up the Musi Riverfront program because Telangana must achieve economic progress; future generations will not forgive us if we remain obstacles to development.
In 1908, when the Musi flooded and thousands died, the then Nizam built Osman Sagar and Himayat Sagar a hundred years ago with a great vision to prevent floods and quench the thirst of the twin cities. That history must not be ignored.
A hundred years ago, people created great projects and heritage assets with immense foresight to give us a premier city. Should we leave such a city as it is? Should we move forward in accordance with the changes appening in the world and the environment? Should we bury history for our political opportunities?
Do not spread false propaganda for political gain. It is fine even if you do not cooperate with the project, but do not obstruct it. We will also put the Musi Rejuvenation Project up for discussion in the Assembly. Everyone should voice their opinions. We will accept everyone’s advice. We have done a lot of groundwork for the project. We have called for global tenders and appointed consultants.
While the population of Hyderabad city is 1.34 crore now, it will reach 2.5 crore in another 25 years. The government has the responsibility to provide infrastructure to the people. When in a responsible position, shouldn’t we take decisions necessary for future generations?
We are speaking with sympathy about those who have set up residences along the Musi. We must also think about the people of Nalgonda who live downstream. The lives of Nalgonda people are being devastated by excessive waste, industrial pollution, and toxins.
A certain kind of anxiety has arisen regarding the Musi Riverfront project—some of it deliberate, and some due to a lack of complete information. When the people have entrusted us with power with responsibility and faith, we will act as guardians. Our thought is not to cause loss to anyone. Would anyone intentionally choose to live along the Musi? Only those without a roof over their heads live in the Musi catchment area.
People are talking about this project in various ways. Some are baselessly claiming that everything within a kilometer on either side of the Musi will be demolished. We have not ignored the humanitarian angle anywhere in this project. Do not play with the lives of the poor who are leading miserable lives along the Musi.
False propaganda is being spread that 5,000 crore rupees are being spent on a Gandhi statue. Not more than 75 crore rupees is being spent on the Gandhi statue. The total project cost does not exceed 6,500 to 7,000 crore rupees.
We cannot stop the technological revolution like AI anyway. When white-collar jobs are at risk due to AI, shouldn’t we create blue-collar jobs? Shouldn’t we develop Musi as a tourist center and for a night economy?
I believe in the philosophy of Karma. The good and bad we do stay here. I want the opportunity God has given me to be meaningful. We are not greater than nature.
This is the future of millions of city residents. Shall we protect it? Shall we leave it to time? Give suggestions on what is needed. Share your opinions on the website as well. We will certainly accept the good. Put an end to conspiracy theories. I am one among you. Let us all move the project forward together. Let’s shape Hyderabad into a wonderful city that competes with the world,” the Chief Minister said emotionally.
Earlier in the meeting, Musi Riverfront Development Corporation MD, Mr. EV Narsimha Reddy, explained the history and current status of the Musi River, the future of the city residents, the necessity and need for river rejuvenation, the importance of riverfronts worldwide, and the comprehensive structure of River Musi Rejuvenation Phase-1 through a power-point presentation.
