కృత్రిమ మేధస్సు (Artificial Intelligence) యావత్ ప్రపంచాన్ని తీవ్ర ప్రభావం చేస్తున్న నేపథ్యంలో జాతీయ స్థాయిలో జీఎస్టీ కౌన్సిల్, నీతి ఆయోగ్ తరహాలో “ఏఐ కౌన్సిల్”ను ఏర్పాటు చేయాలని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు ప్రధానమంత్రి గారిని కోరారు. అలాగే జాతీయ భద్రత, జాతీయ ప్రయోజనాలకు విఘాతం కలగకుండా ఉండేందుకు చట్టపరమైన రక్షణ చర్యలు రూపొందించే ప్రత్యేక “ఏఐ మంత్రిత్వ శాఖ”ను ఏర్పాటు చేయాలని సూచించారు.
న్యూఢిల్లీలోని భారత్ మండపంలో జరిగిన ఇండియా-ఏఐ ఇంపాక్ట్ సమ్మిట్-2026లో ముఖ్యమంత్రి గారు కీలకోపన్యాసం చేశారు. భారత ప్రభుత్వం సహకారంతో దేశానికి ఒక “ఏఐ స్టార్టప్ విలేజ్”ను ఏర్పాటు చేయడానికి తెలంగాణ సిద్ధంగా ఉందని ప్రకటించారు.
ఏఐలో శరవేగంగా వస్తున్న మార్పుల నేపథ్యంలో కేంద్రం, రాష్ట్రాలు కలిసి నిరంతరం అభివృద్ధిని పర్యవేక్షించే “జాతీయ ఏఐ వార్రూమ్” ఏర్పాటు చేయాల్సిన అవసరం ఉందని వివరించారు. కేంద్రం అనుమతిస్తే అందుకు హైదరాబాద్ కేంద్రంగా వార్రూమ్ ఏర్పాటు చేస్తామన్నారు.
ఏఐ పురోగతిలో తెలంగాణతో భాగస్వామ్యం కావాలని సదస్సు ద్వారా ప్రపంచ నాయకులు, సాంకేతిక నిపుణులకు ముఖ్యమంత్రి గారు ఆహ్వానం పలికారు. సామాజిక న్యాయ సాధనకు, పేదరిక నిర్మూలనకు ఏఐను శక్తివంతమైన సాధనంగా వినియోగించాల్సిన అవసరాన్ని ప్రధానంగా నొక్కిచెప్పారు.
వేగంగా మారుతున్న సాంకేతిక యుగంలో ఏఐకి సంబంధించి ప్రతి ఏటా ఒక్కసారి జరిగే చర్చలు సరిపోవని పేర్కొంటూ, దేశంలోని వివిధ నగరాలలో సంవత్సరానికి రెండుసార్లు ఏఐ సమ్మిట్లు నిర్వహించాలని ముఖ్యమంత్రి గారు ప్రతిపాదించారు.
GPU చిప్ తయారీ, గ్రీన్ ఎనర్జీ, డేటా స్టోరేజీ, కోర్ ల్యాంగ్వేజెస్ ఆధారిత సేవల వరకు ఏఐ చైన్ మొత్తం మీద భారతదేశం నాయకత్వం వహించాల్సిన అవసరం ఉందని చెప్పారు. అందుకు భారత్కు స్పష్టమైన రోడ్మ్యాప్ అవసరమని పేర్కొన్నారు.
స్టార్టప్లకు మద్దతుగా నిలవడానికి, భారత యువత ప్రపంచ స్థాయి యూనికార్న్ సంస్థలుగా ఎదిగేందుకు ఏఐ రంగంలో ఏమాత్రం జాప్యం చేయకుండా పెద్ద ఎత్తున పెట్టుబడులు పెట్టాల్సిన అవసరం ఉందని తెలిపారు. ఏఐ కారణంగా ఉద్యోగాలు పోకుండా, వారికి మరిన్ని అవకాశాలు సృష్టించేలా సమగ్ర రీ-స్కిల్లింగ్ వ్యూహాలు అమలు చేయాలన్నారు.
గత యంత్రాలు మానవ శారీరక శక్తి ఆధారంగా పనిచేయగా, ఆధునిక GPU చిప్లతో నడిచే ఏఐ వ్యవస్థలు విశ్లేషించడం, నిర్ణయించడం, సృష్టించడం, స్వతహాగా చర్యలు చేపట్టడం వంటి మేధో సామర్థ్యాలను కలిగి ఉండటం ముఖ్యంగా రోబోటిక్స్ను ఉదహరిస్తూ ఇదొక కీలక మార్పు అని అన్నారు.
కొన్ని దేశాల్లో ప్రపంచ ఏఐ పోటీ ఇప్పటికే ప్రారంభమైందని ముఖ్యమంత్రి గారు హెచ్చరించారు. సేవల రంగంలో దేశం పురోగతి సాధించినప్పటికీ, ప్రపంచ స్థాయి ప్లాట్ఫార్మ్ల సృష్టికర్తగా నిలబడలేకపోయామన్నారు. ప్లాట్ఫార్మ్లకు సేవలందించే దేశంగా మాత్రమే నిలిచామని పేర్కొన్నారు. గూగుల్ సెర్చ్, మ్యాప్స్, మెటా సంస్థలైన ఫేస్బుక్, ఇన్స్టాగ్రామ్, ఎక్స్, యూట్యూబ్, వాట్సాప్ వంటి విస్తృతంగా వినియోగించే సేవలు భారతదేశంలో సృష్టించబడలేదని గుర్తుచేశారు.
భారత్ ఏఐ విప్లవాన్ని అందిపుచ్చుకోవాలని రేవంత్ రెడ్డి గారు పునరుద్ఘాటించారు. దృఢమైన విధానాలు, బలమైన సంస్థలు, వ్యూహాత్మక పెట్టుబడుల ద్వారా భారతదేశం కేవలం నామమాత్రపు పాత్రలో కాకుండా కృత్రిమ మేధస్సు రంగంలో ప్రపంచ నాయకుడిగా అవతరించగలదని విశ్వాసం వ్యక్తం చేశారు.
In the backdrop of rapid and transformative advancements in Artificial Intelligence, Hon’ble Chief Minister Shri A. Revanth Reddy urged the Hon’ble Prime Minister to establish an India AI Council on the lines of the GST Council and NITI Aayog as a supreme national body to guide AI governance. He also called for a dedicated AI Ministry to frame robust legal safeguards against misuse, particularly in matters of national security and national interest, while ensuring AI is harnessed as a powerful instrument for social justice and poverty eradication.
Delivering the keynote address at the India-AI Impact Summit 2026 at Hall–B, Bharat Mandapam, New Delhi, the Chief Minister invited global leaders and technology experts to partner with Telangana across all domains of AI development and announced the State’s readiness to establish an AI Startup Village for the nation with the support of the Government of India.
Noting that annual deliberations are inadequate in a fast-evolving technological era, he proposed biannual AI Summits hosted by different Indian cities and called for the creation of a National AI Fund to support start-ups and enable India’s youth to build globally competitive unicorn enterprises.
Outlining five strategic priorities, he emphasized that India must secure leadership across the entire AI value chain — from chip manufacturing, green energy and data storage to platforms, core languages, applications, and services — supported by a clear roadmap, particularly in the top three layers. He proposed the establishment of a national AI War Room involving both the Centre and the States to continuously monitor developments, offering Hyderabad as the host city.
He further called for a world-class, adequately funded AI University with campuses across India dedicated to original research, along with urgent domestic manufacturing of GPU chips and integration into the AI supply chain, including access to rare minerals. He stressed comprehensive reskilling strategies to ensure AI creates more jobs than it displaces.
Placing AI in historical perspective, the Chief Minister observed that transformative inventions — from fire, the wheel, and agriculture to democracy, constitutional governance, electricity, aviation, vaccinations, and the internet — have shaped human civilization. While earlier machines amplified physical strength, AI marks a defining shift as systems powered by advanced GPU chips now possess cognitive capabilities to analyse, decide, create, and act with increasing autonomy, especially when combined with robotics.
Cautioning that a global AI race is already underway, led by a handful of nations and corporations, he noted that India missed the Industrial and Manufacturing Revolutions and largely remained a service provider during the Services Revolution, despite widespread use of global platforms such as Google Search and Maps, Meta platforms including Facebook and Instagram, X, YouTube, and WhatsApp.
He concluded that India must not miss the AI revolution. Through decisive policy action, strong institutions, and strategic investments, the nation can emerge not merely as a participant, but as a global leader in Artificial Intelligence.
