తెలంగాణలోని యువతీ యువకులు తమ భవిష్యత్తును తీర్చిదిద్దుకోవడానికి ప్రభుత్వం అన్ని రకాల అవకాశాలు కల్పిస్తుందని, ఆ అవకాశాలను సద్వినియోగం చేసుకుని భవిష్యత్తుకు ప్రణాళికలు వేసుకోవాలని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు పిలుపునిచ్చారు. నైపుణ్యత కలిగిన యువతకు ఉద్యోగ, ఉపాధి అవకాశాల కల్పనతో పాటు విదేశాల్లో ఉద్యోగావకాశాలను అందిపుచ్చుకోవడానికి సహాయకారిగా ప్రభుత్వంలో ప్రత్యేకంగా ఒక విభాగాన్ని ఏర్పాటు చేస్తామని ప్రకటించారు.
రాష్ట్రంలోని ఐటీఐలను అత్యాధునిక సాంకేతిక పరిజ్ఞానంతో అడ్వాన్స్డ్ టెక్నాలజీ సెంటర్లుగా (ATCs) మార్చిన నేపథ్యంలో మల్లేపల్లి ఐటీఐ కేంద్రంలో ఏర్పాటు చేసిన కార్యక్రమం నుంచి ముఖ్యమంత్రి గారు రాష్ట్ర వ్యాప్తంగా 65 ఏటీసీలను విర్చువల్గా ప్రారంభించారు.
మంత్రులు దుద్దిళ్ల శ్రీధర్ బాబు గారు, పొన్నం ప్రభాకర్ గారు, పొంగులేటి శ్రీనివాస రెడ్డి గారు, సలహాదారు వేం నరేందర్ రెడ్డి గారితో పాటు ఇతర ప్రజాప్రతినిధులతో కలిసి ముఖ్యమంత్రి గారు అధునాతన సాంకేతిక పరిజ్ఞానంతో రూపుదిద్దుకున్న మల్లేపల్లి ఏటీసీని పరిశీలించారు.
అనంతరం అక్కడ జరిగిన సభలో ముఖ్యమంత్రి గారు మాట్లాడుతూ, నైపుణ్యం పెంచుకోవడానికి ప్రభుత్వం అన్ని అవకాశాలను కల్పిస్తుందని, వాటిని సద్వినియోగం చేసుకుని మంచి భవిష్యత్తు కోసం ప్రణాళికలు వేసుకోవాలని యువతకు పిలుపునిచ్చారు.
“ఏటీసీల్లో చదువుకునే ప్రతి విద్యార్థికి ప్రతి నెలా 2000 రూపాయల స్టయిఫండ్ ఇస్తాం. వచ్చే విద్యా సంవత్సరం నుంచి ఈ స్టయిఫండ్ ఇవ్వాల్సిన బాధ్యత ప్రభుత్వానిది. ఇది ఖర్చు కాదు. భవిష్యత్తుకు పెట్టుబడి. పని చేయాలన్న సంకల్పం కావాలి. కష్టపడి పనిచేయాలి. మీకు ఉద్యోగావకాశాలు, పాస్పోర్టు తదితర సర్వీసును అందించడానికి ప్రభుత్వంలో ప్రత్యేకంగా ఒక విభాగాన్ని ఏర్పాటు చేస్తాం. మీ భవిష్యత్తుకు పునాదులు వేస్తాం.
ఏటీసీల్లో శిక్షణ పొందిన తమ్ముళ్లు, చెల్లెళ్లు తెలంగాణ పునర్నిర్మాణంలో భాగస్వాములు కావాలి. 2047 నాటికి తెలంగాణ 3 ట్రిలియన్ డాలర్ల ఆర్థిక శక్తిగా ఎదగడంలో మీ వంతు కృషి చేయాలి. అభివృద్ధిని సాధించాలన్న సంకల్పంతోనే యువతలో సాంకేతిక నైపుణ్యాన్ని నేర్పించాలని ప్రభుత్వం లక్ష్యంగా నిర్దేశించుకుంది.
రాష్ట్రంలో 1956 లో ప్రారంభమైన ఐటీఐలు, క్రమేణా 65 ఐటీఐలకు పెరిగినప్పటికీ గత ప్రభుత్వాలు వీటిని పట్టించుకోలేదు. మారిన కాలానికి ఈ కేంద్రాలు ఏమాత్రం సంబంధం లేకుండా పాతకాలపు ఒరవడిలో నడిచాయి.
వాటిని సమూలంగా మార్చి ఆధునిక పరిస్థితులకు అనుగుణంగా నూతన సాంకేతిక పరిజ్ఞానంతో నైపుణ్యం కలిగిన శిక్షణ అందించాలన్న లక్ష్యంతో గత ఏడాది ఇదే ప్రాంగణంలో ఏటీసీలకు పునాదులు వేసుకున్నాం.
టాటా టెక్నాలజీస్ సహకారంతో రాష్ట్రంలో 65 ఐటీఐలను ఏటీసీలుగా మార్చడానికి ప్రభుత్వం కేవలం 300 కోట్లు ఖర్చు చేస్తే టాటా సంస్థ 2100 కోట్లు ఖర్చు చేసి ఆధునిక ఏటీసీలను తీర్చిదిద్దారు. మన వద్ద డబ్బుకన్నా ఆలోచన, చిత్తశుద్ది ఉండాలి. చిత్తశుద్ధి, సంకల్పం ఉంటే సాధ్యం కానిదంటూ ఏమీ లేదు.
ప్రస్తుతం 65 ఏటీసీలకు అదనంగా వచ్చే విద్యా సంవత్సరం నుంచి రాష్ట్రంలో మరో 51 ఏటీసీలను ప్రారంభిస్తాం. ఈ 116 ఏటీసీలు యువతకు ఉద్యోగ, ఉపాధి అవకాశాలు కల్పించడమే లక్ష్యంగా పనిచేస్తాయి. ఒకప్పుడు ఐటీఐల్లో చదువుకున్న వారికి ఆర్టీసీలో అప్రెంటిస్ చేయడానికి అవకాశం ఉండేది. ఇప్పుడు కూడా మంత్రి పొన్నం ప్రభాకర్ అప్రెంటిషిప్ ఇప్పించే ఏర్పాట్లు చేయాలి.
రాష్ట్రంలో ప్రతి ఏటా 1 లక్షా 10 వేల మంది విద్యార్థులు ఇంజనీరింగ్ పట్టా పొందుతున్నప్పటికీ నైపుణ్యం లేని కారణంగా చాలా మందికి ఉద్యోగావకాశాలు రావడం లేదు. నైపుణ్యం లేనిదే ప్రైవేటు కార్పొరేట్ రంగంలో ఉద్యోగాలు ఇచ్చే పరిస్థితి లేదు. అందుకే స్కిల్స్ పెంచాలన్న అంశంపై ప్రభుత్వం దృష్టి సారించింది. యంగ్ ఇండియా స్కిల్స్ యూనివర్సిటీ, స్పోర్ట్స్ యూనివర్సిటీ లాంటివి ప్రారంభించామంటే మట్టిలో మాణిక్యాలను వెలికి తీయాలన్నదే మా సంకల్పం.
చేతుల్లో డిగ్రీలు ఉన్నా స్కిల్స్ లేకపోతే ప్రయోజనం లేదు. నైపుణ్యత కలిగిన వారికి దక్షిణ కొరియా, జర్మనీ, జపాన్, రష్యా లాంటి దేశాల్లో అనేక ఉద్యోగావకాశాలు ఉన్నాయి. కేవలం ఐటీ చదివితేనే ఉద్యోగాలొస్తాయన్న అపోహల్లో బతుకుతున్నాం. అది తప్పు. ఏటీసీల్లో చదువుతున్న యువత నైపుణ్యత సాధించడంపై ఫోకస్ పెట్టాలి.
చదువు ఒక్కటే సమాజంలో అసమానతలు రూపుమాపుతుంది. మీకు గౌరవం దక్కుతుంది. చదువు, సాంకేతిక నైపుణ్యం ఒక్కటే మీ తలరాతను మార్చుతుంది. ఈ ప్రభుత్వం మీకు అవకాశాలు, వసతులను ఏర్పాటు చేస్తుంది. చదువుకుని రాణించండి. చదువు లేకపోతే, నైపుణ్యం లేకపోతే ఎందుకూ కొరకాకుండా పోతారు.. అని ఉద్బోధించారు.
ఈ కార్యక్రమంలో ఎంపీలు అనిల్ కుమార్ యాదవ్ గారు, డాక్టర్ మల్లు రవి గారు, ఎమ్మెల్సీ, ఎమ్మెల్యేలు, నగర మేయర్ గద్వాల్ విజయలక్ష్మి గారితో పాటు ఉన్నతాధికారులు, టాటా టెక్నాలజీస్ (Tata Technologies) ప్రతినిధులు, ఏటీసీ విద్యార్థులు హాజరయ్యారు.
రాష్ట్ర వ్యాప్తంగా వివిధ ఏటీసీల నుంచి స్థానికంగా ప్రజాప్రతినిధులు, విద్యార్థులు వీడియో కాన్ఫరెన్సింగ్ విధానంలో ఈ ప్రారంభోత్సవంలో పాల్గొన్నారు. విదేశీ పర్యటనలో ఉన్న మంత్రి గడ్డం వివేక్ వెంకటస్వామి గారు వీడియో కాన్ఫరెన్స్ ద్వారా తన సందేశాన్ని వినిపించారు.
Hon’ble Chief Minister Shri A. Revanth Reddy has called upon the youth of Telangana to take advantage of these opportunities and make plans for the future. He announced that a special department will be set up in the government to help the youth develop skills, access employment opportunities, and secure jobs abroad.
In the context of converting the ITIs in the state into Advanced Technology Centers (ATCs) with state-of-the-art technology, the Chief Minister virtually inaugurated 65 ATCs across the state from a program organized at the Mallepalli ITI Center.
The Chief Minister, along with Ministers Duddilla Sridhar Babu, Ponnam Prabhakar, Ponguleti Srinivasa Reddy, Advisor Vem Narender Reddy, and other public representatives, inspected the Mallepalli ATC, which has been equipped with advanced technology.
Speaking at a meeting held there, the Chief Minister said that the government will provide all opportunities to enhance skills and called on the youth to utilize them and plan for a better future.
“We will give a stipend of Rs 2,000 every month to every student studying in ATCs. It is the responsibility of the government to provide this stipend from the next academic year. This is not an expense; it is an investment for the future. You need determination and hard work. We will set up a special department in the government to provide assistance with jobs, passports, and other services. We will lay the foundation for your future.”
The Chief Minister emphasized that the brothers and sisters trained in ATCs should be partners in the reconstruction of Telangana. “You should do your best to make Telangana a $3 trillion economic power by 2047. The government aims to teach technical skills to the youth with a determination to achieve development.”
Although ITIs started in 1956 and gradually increased to 65 centers, previous governments did not modernize them. These centers operated in outdated formats, disconnected from current technological and industrial needs.
Last year, the government laid the foundation for ATCs at the same premises to transform ITIs into modern training centers with new technology.
With the support of Tata Technologies, the government invested Rs 300 crore to convert 65 ITIs into ATCs, while Tata Technologies contributed Rs 2,100 crore to develop the modern ATCs. The Chief Minister stressed that determination and sincerity are as important as money; nothing is impossible with both.
In addition to the current 65 ATCs, 51 more will be established next academic year. Together, these 116 ATCs will focus on providing skills and employment opportunities to youth. Apprenticeship opportunities, such as those previously available in RTC, will continue, and arrangements will be made to support them.
Although over 1.1 lakh students graduate with engineering degrees every year in Telangana, many are unable to secure jobs due to a lack of skills. Without skills, employment in the private sector is limited. This is why the government is focusing on skill development initiatives, including programs like Young India Skills University and Sports University.
Even with degrees, skills are essential. Skilled youth have opportunities in countries like South Korea, Germany, Japan, and Russia. The misconception that IT degrees alone guarantee jobs is incorrect; ATC students should focus on acquiring practical skills.
Education and technical skills are key to eliminating inequalities and shaping one’s future. The government provides opportunities and facilities for youth to excel. Without education and skills, one risks being left behind.
The program was attended by MPs Anil Kumar Yadav, Dr. Mallu Ravi, MLCs, MLAs, City Mayor Gadwal Vijayalakshmi, senior officials, Tata Technologies representatives, and ATC students.
Local public representatives and students from ATCs across the state participated via video conferencing. Minister Gaddam Vivek Venkataswamy, who is on a foreign tour, delivered his message through video conferencing.
