బహుజనులు సమాజంలో ఎదగాలన్నా, నిలదొక్కుకోవాలన్నా చదువు ఒక్కటే మార్గమని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు ఉద్గాటించారు. బహుజనులు ఉన్నత చదువులు చదవాలన్న లక్ష్యంతోనే ఎస్సీ, ఎస్టీ, బీసీ, మైనారిటీ పిల్లల కోసం రాష్ట్ర వ్యాప్తంగా యంగ్ ఇండియా ఇంటిగ్రేటెడ్ రెసిడెన్షియల్ స్కూల్స్ ఏర్పాటు చేస్తున్నామని చెప్పారు.

బడుగు, బలహీన వర్గాల పక్షాన నిలబడ్డ సర్దార్ సర్వాయి పాపన్న గౌడ్ గారి విగ్రహం తెలంగాణ సమాజానికి ఆదర్శంగా నిలబడాలని, అందుకే గుండెకాయ లాంటి సచివాలయం ఎదురుగా ట్యాంక్బండ్ పైన ఏర్పాటు చేస్తున్నాం. సర్దార్ పాపన్న గౌడ్ నిర్మించిన ఖిలాషాపూర్ కోటను చారిత్రక క్షేత్రంగా, పర్యాటక ప్రాంతంగా అభివృద్ధి చేస్తున్నాం.
వందేళ్లుగా ఎదురుచూస్తున్న బడుగు, బలహీన వర్గాలకు ఇచ్చిన మాట ప్రకారం, ఏ రాష్ట్రంలో జరగని కుల గణనను తెలంగాణలో పూర్తి చేసి బలహీన వర్గాలకు 42 శాతం రిజర్వేషన్లు ఇవ్వాలని సంకల్పించాం. నూటికి నూరు శాతం చిత్తశుద్ధితో పకడ్బందీగా జనాభాను లెక్కించి సమగ్ర సమాచారం సేకరించాం.
తొండి వాదనలతో ప్రభుత్వం తీసిన లెక్కలను వక్రీకరిస్తే మళ్లీ రాబోవు వందేళ్ల వరకు బహుజనులకు న్యాయం జరగదు. క్షుణ్ణంగా ప్రతి అంశాన్ని పరిగణలోకి తీసుకుని అత్యంత పకడ్బందీగా సమాచారాన్ని సేకరించి క్రోడీకరించాం.
ఆ వివరాల ఆధారంగానే బీసీలకు స్థానిక సంస్థల్లో 42 శాతం, విద్య ఉద్యోగావకాశాల్లో 42 శాతం రిజర్వేషన్లు కల్పిస్తూ మంత్రిమండలి తీర్మానించి శాసనసభలో సమగ్ర చర్చ చేసి ఆమోదించిన రెండు బిల్లులను గవర్నర్ గారికి పంపించాం. అలాగే స్థానిక సంస్థల్లో మొత్తం రిజర్వేషన్లు 50 శాతం దాటడానికి వీలులేకుండా గత ప్రభుత్వం చేసిన పంచాయతీ రాజ్ చట్టం అడ్డంకిగా మారడంతో ఆ గరిష్ట పరిమితిని తొలగిస్తూ ఆర్డినెన్స్ జారీ చేశాం.
ఆ మూడింటినీ గవర్నర్ గారు రాష్ట్రపతి గారికి పంపించారు. వాటిని ఆమోదించాల్సిన అవసరం ఉంది. గడిచిన అయిదు నెలలుగా పెండింగ్లో పెట్టారు. వాటిని ఆమోదించాలని కేంద్రంపై ఒత్తిడి చేయడానికి యావత్ మంత్రిమండలి, ఎంపీలు, ఎమ్మెల్సీలు, ఎమ్మెల్యేలు, ప్రజా సంఘాల ప్రతినిధులందరం ఢిల్లీలో ఆందోళన చేశాం.
కుల గణన లెక్కల్లో ఎక్కడా ఒక్క తప్పు లేదు. ప్రతి 150 ఇండ్లకు ఒక ఎన్యుమరేటర్ చొప్పున 95 వేల మంది ఎన్యుమరేటర్లు 60 రోజుల పాటు ఇంటింటికీ తిరిగి సమాచారాన్ని సేకరించారు. ఆ సమాచారాన్ని సంపూర్ణంగా కంప్యూటర్ లో క్రోడీకరించాం.
దేశంలో మత ప్రాతిపదికన రిజర్వేషన్లకు చట్టంలోనే తావు లేదు. తెలంగాణ పంపించిన రెండు బిల్లులు, ఆర్డినన్స్లో అందుకు సంబంధించి ఒక ముక్కలేదు. వెనుకబాటు తనం ఆధారంగానే రిజర్వేషన్లు కల్పించాం.
సమస్యలన్నీ ఒక్కొక్కటిగా అధిగమిస్తూ ముందుకు పోవాలి. ప్రస్తుత పరిస్థితుల్లో బహుజనులు చదువుకోవడం ద్వారానే తలరాత మార్చుకోగలరు. బడుగు, బలహీన వర్గాలకు రాజ్యాధికారం కావాలంటే అందరూ చదువుకోవాలి. అప్పుడే రాష్ట్రం అభివృద్ధి జరిగి ఆర్థిక వ్యవస్థ నిలదొక్కుకుంటుంది..” అని ముఖ్యమంత్రి గారు ఉద్ఘాటించారు.

Hon’ble Chief Minister Shri A. Revanth Reddy said that education is the only way for the masses to grow, progress, and survive with dignity in society. With the aim of ensuring that every child from marginalized communities has access to higher education, the government is establishing Young India Integrated Residential Schools across the state for SC, ST, BC, and minority students.
The Chief Minister participated in the 375th birth anniversary celebrations of Sri Sri Sri Sardar Sarvai Papanna Goud Maharaj at Ravindra Bharathi, Hyderabad, where he paid floral tributes to the portrait of the great Bahujan emperor. The event was attended by Deputy Chief Minister Mallu Bhatti Vikramarka, Ministers, Advisors, and several public representatives.
The Chief Minister stated that the statue of Sardar Sarvai Papanna Goud, who dedicated his life to the poor and weaker sections, will stand as an inspiration for Telangana society. For this purpose, the statue is being installed on Tank Bund, opposite the Secretariat, as a symbolic centerpiece of Telangana. He also announced that the historic Khilashapur Fort built by Papanna Goud will be developed as a heritage monument and a prominent tourist destination.
Reaffirming his government’s commitment to social justice, the Chief Minister said that, as promised to the backward and weaker sections who have waited for more than a hundred years, the Telangana government has successfully completed the caste census with 100 percent sincerity and comprehensive data collection, paving the way for 42 percent reservation to the weaker sections. He noted that such a historic step has not been taken in any other state.
He cautioned that if these calculations are misrepresented with frivolous arguments, justice to the masses will once again be denied for another hundred years. He stressed that every detail was carefully verified and compiled with the utmost accuracy.
Based on the census data, two bills were passed by the Cabinet and the Legislative Assembly after extensive discussions, along with an ordinance amending the Panchayat Raj Act to remove the 50 percent cap on reservations in local bodies. All three were sent by the Governor to the President for approval, where they have been pending for the past five months. To pressurize the Centre to clear them, the entire Cabinet, MPs, MLCs, MLAs, and public organization representatives staged a protest in Delhi.
The Chief Minister asserted that there is not a single mistake in the caste census process. More than 95,000 enumerators, one for every 150 households, conducted a door-to-door survey for 60 days, and the information was systematically recorded and encoded with complete transparency.
He clarified that religion-based reservations have no place in the law. The bills and ordinance sent by Telangana clearly provide reservations only on the basis of social and economic backwardness, not religion.
The Chief Minister emphasized that Telangana must overcome challenges step by step and move forward with determination. “In today’s times, only education can change the destiny of the poor and weaker sections. If the marginalized aspire to attain state power, everyone must study. Only then will Telangana progress, and only then will our economy stabilize,” he said.
