గోదావరి, కృష్ణా జలాల్లో తెలంగాణ ప్రయోజనాలను కాపాడటంలో ప్రభుత్వం బాధ్యతగా రాజకీయ, న్యాయ పోరాటం చేస్తుందని ముఖ్యమంత్రి శ్రీ ఎ రేవంత్ రెడ్డి గారు చెప్పారు. గోదావరి నుంచి రాయలసీమకు నీటిని తరలించాలని ఆంధ్రప్రదేశ్ అక్రమంగా చేపడుతున్న బనకచర్ల ప్రాజెక్టును అడ్డుకోవడానికి ప్రధానమంత్రి గారితో సహా అందరినీ కలుస్తామని అన్నారు. నీటి వాటాపై తెలంగాణ హక్కులు, ప్రయోజనాల కోసం ఎంతవరకైనా పోరాటం సాగిస్తామని స్పష్టం చేశారు.
కృష్ణా, గోదావరి జలాలపై హక్కులు, తెలంగాణ ప్రయోజనాలకు నష్టం కలిగించేలా ఆంధ్రప్రదేశ్ రాష్ట్రం చేపడుతున్న బనకచర్ల లింక్ ప్రాజెక్టు, దాని పర్యవసనాలు, తదుపరి కార్యాచరణపై ప్రభుత్వం డాక్టర్ బీఆర్ అంబేద్కర్ రాష్ట్ర సచివాలయంలో నీటి పారుదల శాఖ మంత్రి ఉత్తమ్ కుమార్ రెడ్డి గారు రాష్ట్రానికి చెందిన అఖిల పక్ష ఎంపీల సమావేశం నిర్వహించారు.
ఈ సమావేశంలో ఎంపీలు రాష్ట్ర కాంగ్రెస్ ఎంపీలు రేణుకా చౌదరి గారు, అనిల్ కుమార్ యాదవ్ గారు, మల్లు రవి గారు, సురేష్ షెట్కర్ గారు, చామల కిరణ్ కుమార్ రెడ్డి గారు, పోరిక బలరాం నాయక్ గారు, కుందూరు జయవీర్ రెడ్డి గారు, రామసహాయం రఘురామి రెడ్డి గారు, ఎంఐఎం ఎంపీ అసదుద్దీన్ ఓవైసీ గారు, బీజేపీ ఎంపీలు డీకే అరుణ గారు, రఘునందన్ రావు గారు, బీఆర్ఎస్ ఎంపీ వద్దిరాజు రవిచంద్ర గారు హాజరయ్యారు.
గోదావరి, కృష్ణా జలాల వినియోగం, పోలవరం – బొల్లెపల్లి రిజర్వాయర్ నుంచి ప్రతిపాదిత బనకచర్ల (Banakacharla) రెగ్యులేటర్ వరకు నీటిని తరలించే ప్రాజెక్టు వివరాలను ఇంజనీరింగ్ నిపుణులు సమావేశంలో పవర్ పాయింట్ ప్రజెంటేషన్ ఇచ్చారు. అనంతరం ముఖ్యమంత్రి గారు బనకచర్ల విషయంలో ప్రభుత్వం ఇప్పటివరకు తీసుకున్న చర్యలు, ముందుముందు అనుసరించబోయే వైఖరిని సమావేశంలో స్పష్టంగా వివరించారు.
గోదావరి జలాలను పోలవరం నుంచి బనకచర్ల ద్వారా తరలించడానికి కడుతున్న ప్రాజెక్టు విషయంలో కేంద్ర జలశక్తి మంత్రి గారిని కలిసి ఇప్పటికే అభ్యంతరం తెలియజేశాం. ప్రధానమంత్రి గారిని కూడా కలుస్తాం. ప్రాజెక్టుకు వివిధ సంస్థలు నిధులు సమకూర్చే అవకాశాలు ఉంటాయన్న ఉద్దేశంతో కేంద్ర ఆర్థిక శాఖ మంత్రి గారిని, అలాగే ప్రాజెక్టుకు అనుమతించరాదని పర్యావరణ శాఖ మంత్రి గారిని.. ఇలా సంబంధించిన శాఖలన్నింటినీ కలిసి అభ్యంతరాలను తెలియజేశాం.
తెలంగాణ ప్రయోజనాలను కాపడటంలో ప్రభుత్వం బాధ్యతతో అన్ని రకాల ప్రయత్నాలు చేస్తుంది. ఒక పద్ధతిలో ముందుకు వెళుతున్నాం. రాష్ట్ర ప్రయోజనాలకు సంబంధించిన ఈ విషయంలో అన్ని పార్టీలూ సహకరించాలి. రేపు ఢిల్లీలో కేంద్ర జల శక్తి మంత్రి సీఆర్ పాటిల్ గారిని కలిసి తెలంగాణకు జరగబోయే నష్టంపై మరోసారి వివరిస్తాం.
రాజకీయాలకు అతీతంగా కేంద్ర ప్రభుత్వంపై ఒత్తిడి తేవాల్సిన అవసరం ఉంది. అన్ని వ్యవస్థల వద్దకు వెళుతున్నాం. న్యాయం కోసం ఎవరినైనా కలుస్తాం. రివర్ మేనేజ్మెంట్ బోర్డు, పర్యావరణ, జలశక్తి వంటి వ్యవస్థలన్నింటితోనూ సమన్వయం చేసుకుంటూ రాష్ట్ర ప్రయోజనాలు కాపాడటానికి అన్ని రకాల ప్రయత్నాలు చేస్తాం. అప్పటికీ న్యాయం దక్కకపోతే కోర్టును ఆశ్రయిస్తాం.
పోలవరం నుంచి బొల్లపల్లి రిజర్వాయర్ వరకు మొత్తంగా 300 టీఎంసీ తరలించుకుపోవడానికి ప్రణాళికలు వేశారు. గోదావరి జలాల్లో తెలంగాణకు 968 టీఎంసీ, కృష్ణా జలాల్లో 558 టీఎంసీలపై చట్టబద్ధమైన హక్కులు కల్పించాలి. వరద నీటిని వినియోగిస్తామన్న వాదన.. తెలంగాణ హక్కులను కాలరాసినట్టే. గోదావరి, కృష్ణా జలాల్లో తెలంగాణకు చట్టబద్ధమైన హక్కులు కల్పించిన తర్వాత ఆంధ్రప్రదేశ్ కట్టుకునే ప్రాజెక్టులపై ఎలాంటి అభ్యంతరం ఉండదు.
బనకచర్ల ప్రాజెక్టు వివాదం ఆకస్మికంగా తెరమీదకు వచ్చింది కాదు. 2016 లో కేంద్ర జలశక్తి మంత్రి గారి సమక్షంలో జరిగిన సమావేశంలో ఆనాటి తెలంగాణ ముఖ్యమంత్రి గారు గోదావరి జలాల్లో 3 వేల టీఎంసీలు వృధాగా సముద్రంలో కలుస్తున్నాయని చెప్పారు.
2019 లో ఆంధ్రప్రదేశ్, తెలంగాణ సీఎంల మధ్య పలు దఫాలుగా జరిగిన సమావేశాల్లో గోదావరి జలాలను రాయలసీమకు తరలించడానికి అభ్యంతరం లేదని చెప్పడం.. ఇప్పుడు తెలంగాణకు గుదిబండలా మారింది. ఇరు రాష్ట్రాల సీఎంలు తీసుకున్న నిర్ణయాల పరిణామ క్రమంలోనే బనకచర్లకు బీజం పడింది.. అని కూలంకుషంగా ముఖ్యమంత్రి గారు సమావేశంలో వివరించారు.
అనంతరం ముఖ్యమంత్రి గారు మీడియా సమావేశంలో మాట్లాడుతూ, “అన్ని పార్టీల ఎంపీలతో నిర్వహించిన ఈ సమావేశం రాజకీయాలకు తావులేదు. తెలంగాణకు జరుగుతున్న అన్యాయాన్ని అడ్డుకోవడానికి భవిష్యత్తులో ఎలా ముందుకు వెళ్లాలో చర్చించాం. సహకరించాలని అన్ని పార్టీలను కోరాం..” అని చెప్పారు.
Hon’ble Chief Minister Sri A. Revanth Reddy affirmed that the Telangana Government will wage an uncompromising fight to safeguard the state’s rightful share of water. He stated that the state will pursue both political and legal avenues to oppose the Banakacherla project being undertaken by Andhra Pradesh. The Chief Minister also mentioned that he will meet Union Jal Shakti Minister Shri C.R. Patil in Delhi to once again present Telangana’s concerns and the potential damage to the state’s interests. He was speaking at the All-Party MPs’ Meeting held at the Dr. BR Ambedkar Telangana State Secretariat.
A high-level meeting of all-party MPs from Telangana was convened at the Dr. B.R. Ambedkar Telangana State Secretariat to deliberate on the implications of the proposed Banakacherla Link Project. The Chief Minister discussed the project’s potential impact on Telangana’s water rights, its legal and environmental consequences, and outlined the government’s strategy for the way forward.
Telangana Congress MPs Renuka Chowdhury, Anil Kumar Yadav, Mallu Ravi, Suresh Shetkar, Chamala Kiran Kumar Reddy, Porika Balaram Naik, Kunduru Jayaveer Reddy, and Ramasahayam Raghurami Reddy attended the meeting. MIM MP Asaduddin Owaisi, BJP MPs DK Aruna and Raghunandan Rao, and BRS MP Vaddiraju Ravichandra were also present.
Engineering experts presented a detailed PowerPoint presentation on the proposed diversion of water from the Polavaram–Bollepalli reservoir to the Banakacherla regulator. Following this, the Chief Minister elaborated on the actions taken by the Telangana Government thus far and the future course of action.
“We have already raised strong objections with the Union Minister of Jal Shakti. We will also meet the Prime Minister. Representations have been made to the Union Finance Minister regarding funding concerns, and to the Environment Minister urging denial of permissions. Every relevant authority has been approached,” the Chief Minister stated.
He emphasized that the Government of Telangana will make every responsible effort to protect the state’s water interests. “This is an issue beyond party lines. All political parties must stand united. We will meet Union Jal Shakti Minister Sri C.R. Patil in Delhi once again tomorrow to explain the harm this project poses to Telangana,” he added.
The Chief Minister called for pressure to be exerted on the Central Government, cutting across political differences. “We are engaging with every institutional body—River Management Boards, Ministry of Environment, Jal Shakti—and if needed, we will also seek judicial recourse.”
He noted that Andhra Pradesh has prepared plans to divert up to 300 TMC of water from Polavaram to the Bollapalli reservoir. “Telangana must be accorded its rightful legal share of 968 TMC in Godavari and 558 TMC in Krishna waters. The justification that only surplus floodwaters will be used is unacceptable and undermines Telangana’s lawful rights. Once our rights are secured, we will have no objection to Andhra Pradesh’s projects,” he clarified.
The Chief Minister explained that the Banakacherla issue did not emerge overnight. “In a 2016 meeting with the Union Jal Shakti Minister, the then Telangana Chief Minister remarked that 3,000 TMC of Godavari water was flowing into the sea. In 2019, both state CMs informally agreed to divert Godavari water to Rayalaseema. That series of events has now resulted in a threat to Telangana’s water rights.”
Concluding the session, the Chief Minister addressed the media and said, “This was a non-political meeting with MPs across parties to unite and devise a strategy to stop the injustice being done to Telangana. We urge cooperation from all parties.”
