విద్యా రంగం అభివృద్ధికి తెలంగాణ ప్రభుత్వం తీసుకుంటున్న చర్యలకు మద్దతుగా నిలవాలని కేంద్ర ఆర్థిక శాఖ మంత్రి శ్రీమతి నిర్మలా సీతారామన్ గారికి ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు విజ్ఞప్తి చేశారు. తెలంగాణలో అత్యధిక సంఖ్యలో ఉన్న బీసీ, ఎస్సీ, ఎస్టీ, మైనారిటీ వర్గాల పిల్లలకు నాణ్యమైన విద్యను అందించేందుకు ప్రభుత్వం తీసుకుంటున్న చర్యలను కేంద్ర మంత్రి గారికి వివరించారు.
ముఖ్యమంత్రి గారు న్యూఢిల్లీలో కేంద్ర మంత్రి నిర్మలా సీతారామన్ గారితో పార్లమెంట్లోని వారి ఛాంబర్లో సమావేశమయ్యారు. తెలంగాణ వ్యాప్తంగా 105 శాసనసభ నియోజకవర్గాల్లో నిర్మిస్తున్న యంగ్ ఇండియా ఇంటిగ్రేటెడ్ రెసిడెన్షియల్ స్కూళ్ల (YIIRS) ప్రాధాన్యతను ఈ సందర్భంగా ముఖ్యమంత్రి గారు వివరించారు.
5 నుంచి 12 తరగతుల వరకు ఉండే ఒక్కో ఇంటిగ్రేటెడ్ రెసిడెన్షియల్ ( YIIRS)లో 2,560 మంది విద్యార్థులు ఉంటారని, మొత్తంగా 105 పాఠశాలతో 2.70 లక్షల మంది విద్యార్థులకు ప్రత్యక్షంగా నాణ్యమైన విద్యాబోధన లభిస్తుందని వివరించారు. YIIRSలు సమీప ప్రభుత్వ పాఠశాలలకు విద్యా హబ్లుగా ఉండడంతో పరోక్షంగా లక్షలాది మంది విద్యార్థులకు ప్రయోజనం కలుగుతుందని తెలియజేశారు.
అత్యాధునిక వసతులు, లేబొరేటరీలు, స్టేడియాలతో నిర్మించే ఈ 105 యంగ్ ఇండియా ఇంటిగ్రేటెడ్ రెసిడెన్షియల్ స్కూళ్ల నిర్మాణానికి రూ.21 వేల కోట్ల వ్యయమవుతుందని తెలిపారు. అలాగే, రాష్ట్రంలోని జూనియర్, డిగ్రీ, సాంకేతిక కళాశాలలు, ఇతర ఉన్నత విద్యా సంస్థల్లో ఆధునిక ల్యాబ్లు, ఇతర మౌలిక వసతుల కల్పనకు మరో రూ.9 వేల కోట్లు వెచ్చించనున్నట్లు చెప్పారు.
మొత్తంగా రాష్ట్రంలో విద్యా రంగం సమగ్రాభివృద్ధికి తమ ప్రభుత్వం రూ.30 వేల కోట్లు వెచ్చించినున్నట్లు ముఖ్యమంత్రి గారు కేంద్ర మంత్రి గారికి తెలిపారు. ఈ నిధుల సమీకరణకు ప్రత్యేక ప్రయోజన సంస్థ (SPC) ఏర్పాటు చేయనున్నామని, తద్వారా సేకరించే రుణాలకు ఎఫ్ఆర్బీఎం పరిమితి నుంచి మినహాయించాలని ముఖ్యమంత్రి గారు కోరారు. విద్యా రంగంపై ప్రభుత్వం చేస్తున్న వ్యయాన్ని మానవ వనరుల అభివృద్ధికి చేస్తున్న పెట్టుబడిగా భావించాలని కోరారు.
యంగ్ ఇండియా ఇంటిగ్రేటెడ్ రెసిడెన్షియల్ స్కూళ్ల ఏర్పాటు, తెలంగాణలో విద్యా రంగం అభివృద్ధిపై ముఖ్యమంత్రి గారు చూపుతున్న చొరవను ఈ సందర్భంగా కేంద్ర మంత్రి నిర్మలా సీతారామన్ గారు ప్రశంసించారు. YIIRS మోడల్ బాగుందన్న కేంద్ర మంత్రి గారు SPC కి సంబంధించిన వివరాలను అందజేయాలని సూచించారు.
సమావేశంలో ముఖ్యమంత్రి గారితో పాటు ఎంపీలు మందాడి అనిల్ కుమార్ గారు, డాక్టర్ మల్లు రవి గారు, సురేశ్ షెట్కార్ గారు, చామల కిరణ్ కుమార్ రెడ్డి గారు ఉన్నారు.
Hon’ble Chief Minister Sri A. Revanth Reddy appealed to Hon’ble Union Finance Minister Smt. Nirmala Sitharaman to support the measures being undertaken by the Telangana government for the development of the education sector. He briefed the Union Minister on initiatives to provide quality education to children from Backward Classes, Scheduled Castes, Scheduled Tribes, and minority communities, who constitute a significant portion of the state’s population.
The Chief Minister met Union Minister Nirmala Sitharaman in her chamber at the Parliament in New Delhi and explained the significance of the Young India Integrated Residential Schools (YIIRS) being established across 105 assembly constituencies in Telangana.
Each YIIRS, catering to students from classes 5 to 12, will accommodate 2,560 students, enabling a total of 2.70 lakh students to directly benefit from quality education through these 105 schools. As the YIIRS will function as educational hubs for nearby government schools, lakhs of students will indirectly benefit as well.
The construction of these 105 YIIRS, equipped with modern facilities, laboratories, and stadiums, is estimated to cost ₹21,000 crore. An additional ₹9,000 crore will be allocated for modern labs and infrastructure in junior, degree, technical colleges, and other higher education institutions in the state.
The Chief Minister informed the Union Minister that the government’s total investment for the comprehensive development of the education sector will amount to ₹30,000 crore. He requested the establishment of a Special Purpose Vehicle (SPV) for mobilizing these funds and sought exemption of loans raised through the SPV from the FRBM (Fiscal Responsibility and Budget Management) limits. He emphasized that government expenditure on education should be considered an investment in human resource development.
Union Finance Minister Nirmala Sitharaman appreciated the initiative in establishing the YIIRS and the efforts towards the development of Telangana’s education sector. She acknowledged the YIIRS model as effective and suggested that details regarding the SPV be shared.
The meeting was attended by Members of Parliament Mandadi Anil Kumar, Dr. Mallu Ravi, Suresh Shetkar, and Chamala Kiran Kumar Reddy, along with the Chief Minister.
