రాష్ట్రమంతా ఎల్ఈడీ వీధి దీపాలపై పక్కాగా పర్యవేక్షణ ఉండాలని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు అధికారులను ఆదేశించారు. అన్ని గ్రామాల్లో వీధి దీపాల ఏర్పాటు, వాటి నిర్వహణ బాధ్యతలను సర్పంచులకే అప్పగించాలని చెప్పారు. గ్రామాల్లో అవసరమైనన్ని కొత్త ఎల్ఈడీ లైట్లను అమర్చటంతో పాటు వాటిని సమర్థంగా నిర్వహించే అధికారం గ్రామ పంచాయతీల పరిధిలోనే ఉండాలని స్పష్టం చేశారు.
పంచాయతీ రాజ్, మున్సిపల్, జీహెచ్ఎంసీ విభాగాలకు సంబంధించి ఇంటిగ్రేటేడ్ కమాండ్ కంట్రోల్ సెంటర్లో ముఖ్యమంత్రి గారు ఉన్నతస్థాయి సమీక్ష నిర్వహించారు. వీధి దీపాలకు సంబంధించి గ్రామాల్లో ఇప్పటికే అందుబాటులో ఉన్న LED లైట్లు వెలుగుతున్నాయా లేదా, కొత్తగా ఎన్ని అవసరం ఉన్నాయో పక్కాగా అంచనా వేయాలని, ప్రతి పోల్ లెక్కించేలా సర్వే చేయాలని పంచాయతీ రాజ్ శాఖ అధికారులను ఆదేశించారు.
రాత్రి పూట ఎల్ఈడీ లైట్లు పని చేయటంతో పాటు పగటిపూట దుర్వినియోగం కాకుండా పర్యవేక్షణ ఉండాలని, అన్ని గ్రామాల ఎల్ఈడీ డ్యాష్బోర్డు మండల స్థాయిలో ఎంపీడీవో పర్యవేక్షణలో ఉండాలని చెప్పారు. జిల్లాలో అడిషనల్ కలెక్టర్కు ఈ బాధ్యతలు అప్పగించాలన్నారు.
రాష్ట్రంలోని అన్ని గ్రామాల పరిధిలో 16.16 లక్షల ఎల్ఈడీ లైట్లున్నాయని, వరంగల్, నల్గొండ, జనగాం, నారాయణపేట జిల్లాల్లో ఎల్ఈడీ లైట్ల కాంట్రాక్టు ఏజెన్సీ ఆధ్వర్యంలో ఉందని అధికారులు ముఖ్యమంత్రి గారికి వివరించారు. అన్ని గ్రామాల్లో సర్పంచులకే వీటిని అప్పగిస్తే.. లైట్ల నిర్వహణ, విద్యుత్తు దుర్వినియోగం కాకుండా అడ్డుకట్ట పడుతుందనే అభిప్రాయాలు వ్యక్తమయ్యాయి.
రాష్ట్రంలో అన్ని ఎల్ఈడీ లైట్లను హైదరాబాద్లోని కమాండ్ కంట్రోల్ సెంటర్తో అనుసంధానం చేయాలని ముఖ్యమంత్రి గారు ఆదేశించారు. జీహెచ్ఎంసీ పరిధిలో ఉన్న 5.50 లక్షల ఎల్ఈడీ లైట్లు ఉన్నాయని, అవుటర్ రింగ్ రోడ్డు లోపల ఉన్న కోర్ అర్బన్ సిటీని కూడా కలిపితే మొత్తం 7.50 లక్షల లైట్లు అవసరమవుతాయని మున్సిపల్ శాఖ నివేదించింది.
కోర్ అర్బన్ సిటీ పరిధిలో జీహెచ్ఎంసీతో పాటు కొత్తగా చేరిన కార్పొరేషన్లు, మున్సిపాలిటీలు, గ్రామాలన్నింటిని పరిగణనలోకి తీసుకొని ఎల్ఈడీ లైట్ల అవసరాన్ని అంచనా వేయాలని చెప్పారు. కొత్తగా ఎల్ఈడీ లైట్ల ఏర్పాటు, నిర్వహణకు టెండర్లు పిలవాలని అధికారులను ఆదేశించారు.
ఎల్ఈడీ లైట్ల తయారీలో పేరొందిన కంపెనీలను ఆహ్వానించాలని, ఏడేండ్ల పాటు నిర్వహణ బాధ్యతలు కంపెనీలకు అప్పగించాలని, నిర్వహణ పక్కగా ఉండేందుకు వీలుగా టెండర్ నిబంధనలను రూపొందించాలని చెప్పారు.
ఎల్ఈడీ లైట్లతో పాటు కంట్రోల్ బాక్స్ల ఏర్పాటు, వాటి పనితీరును నిరంతరం పర్యవేక్షించడానికి ప్రత్యేకంగా వ్యవస్థ ఉండాలన్నారు. హైదరాబాద్ ఐఐటీ లాంటి సంస్థలతో థర్డ్ పార్టీ ఆడిట్ చేయించాలని సూచించారు. జీహెచ్ఎంసీ పరిధిలో వీధి దీపాలకు ప్రతి నెలా రూ. 8 కోట్ల కరెంటు బిల్లు అవుతున్నందున, సోలార్ పవర్ వినియోగించే అంశాన్ని, అందుకు అవసరమైన సాధ్యాసాధ్యాలను పరిశీలించాలని ముఖ్యమంత్రి గారు సూచించారు.
ఈ సమావేశంలో సీఎం సలహాదారు వేం నరేందర్ రెడ్డి గారితో పాటు పంచాయితీ రాజ్, మున్సిపల్ శాఖలు, జీహెచ్ఎంసీ ఉన్నతాధికారులు పాల్గొన్నారు.
Hon’ble Chief Minister Shri A. Revanth Reddy directed officials to ensure strict supervision of LED street lights across the state. He said the responsibility for installation and maintenance of street lights in villages should rest with the Sarpanches. He emphasized that Gram Panchayats should have full authority to install as many new LED lights as required and to manage them effectively.
The Chief Minister conducted a high-level review at the Integrated Command Control Center on issues relating to the Panchayat Raj, Municipal, and GHMC departments. He instructed the Panchayat Raj department to verify whether existing LED lights in villages are functioning and to conduct a comprehensive pole-wise survey.
He directed that monitoring systems be strengthened to ensure lights operate during the night and are not misused during the day. He further stated that LED dashboards of all villages should be under the supervision of the MPDO at the mandal level, while district-level responsibilities should be entrusted to the Additional Collectors.
Officials informed the Chief Minister that there are currently 16.16 lakh LED lights across villages in the state. In Warangal, Nalgonda, Jangaon, and Narayanpet districts, LED lighting is managed by contract agencies. It was noted that entrusting these responsibilities to Sarpanches would improve maintenance and prevent misuse of electricity.
The Chief Minister instructed that all LED lights in the state be integrated with the Command Control Center in Hyderabad. The Municipal Department reported that 5.50 lakh LED lights are functioning under GHMC limits, and if the core urban city within the Outer Ring Road is included, the requirement would rise to 7.50 lakh lights.
He said that the LED lighting needs of newly added corporations, municipalities, and villages within the core urban city should be assessed. He directed officials to invite tenders for the installation and maintenance of new LED lights.
The Chief Minister emphasized that reputed companies specializing in LED manufacturing should be invited to participate in the tenders. He said maintenance responsibilities should be entrusted to these companies for seven years, and tender conditions should be designed to ensure efficient and independent maintenance.
He also stressed the need to install control boxes along with LED lights and establish a system for continuous monitoring of their performance. He suggested that third-party audits be conducted with reputed institutions such as IIT Hyderabad.
Pointing out that GHMC incurs a monthly electricity bill of Rs. 8 crore for street lighting, the Chief Minister advised officials to explore the feasibility of using solar power.
CM’s Advisor Shri Vem Narender Reddy, along with senior officials from Panchayat Raj, Municipal departments, and GHMC, participated in the meeting.
