మిషన్ మోడ్లో పనిచేస్తూ రాష్ట్రంలో ధాన్యం సేకరణ, మొక్కజొన్న కొనుగోళ్ల ప్రక్రియను వేగవంతంగా పూర్తి చేయాలని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు జిల్లా కలెక్టర్లను ఆదేశించారు. కొనుగోలు కేంద్రాల్లో రైతులకు ఎలాంటి ఇబ్బందులు తలెత్తకుండా చర్యలు తీసుకోవాలని చెప్పారు. కలెక్టర్లు ప్రత్యక్షంగా పర్యవేక్షిస్తేనే సమస్యలు తలెత్తవని, ఏ సమస్య వచ్చినా కలెక్టర్లు బాధ్యత వహించాలని స్పష్టం చేశారు.
రాష్ట్రంలో ధాన్యం సేకరణ ప్రక్రియ, పురోగతిపై ముఖ్యమంత్రి గారు క్యాంపు కార్యాలయంలో వివిధ జిల్లాల కలెక్టర్లతో వీడియో కాన్ఫరెన్స్ ద్వారా సమీక్షించారు. వివిధ జిల్లాల్లో ధాన్యం సేకరణ, మొక్కజొన్న కొనుగోళ్ల విషయంలో తలెత్తిన ఇబ్బందులు, సమస్యలపై కలెక్టర్లను వివరాలు అడిగి తెలుసుకున్నారు.
ధాన్యం కొనుగోళ్ల విషయంలో ఈ సందర్భంగా ముఖ్యమంత్రి గారు కలెక్టర్లకు స్పష్టమైన ఆదేశాలు జారీ చేశారు. కొనుగోళ్లపై ప్రభుత్వ ప్రధాన కార్యదర్శి గారికి ఎప్పటికప్పుడు నివేదికలు పంపించాలని కలెక్టర్లను ఆదేశించారు.
“కొనుగోలు కేంద్రాల్లో అధికారులు ఎప్పటికప్పుడు క్షేత్రస్థాయిలో పరిస్థితులను పరిశీలించాలి. గన్నీ బ్యాగులు, హమాలీల కొరత లేకుండా చర్యలు తీసుకోవాలి. కొనుగోలు చేసిన ధాన్యాన్ని ఎప్పటికప్పుడు గోడౌన్లకు తరలించాలి.
ధాన్యం లోడ్ తరలించేందుకు ఒప్పందం మేరకు సరిపడా లారీలను అందుబాటులో ఉంచని కాంట్రాక్టర్లను ఉపేక్షించరాదు. అవసరమైతే అలాంటి వారిపై క్రిమినల్ కేసులకూ వెనకాడొద్దు.
ధాన్యం లోడింగ్ విషయంలో జాప్యం జరగకుండా స్థానికంగా ఉన్న హమాలీలను గుర్తించి వారితో పని చేయించుకోవాలి. ధాన్యం లోడ్ చేసిన వెంటనే రైతులకు రశీదు అందేలా చర్యలు తీసుకోవాలి. అలా చేయడం వల్ల తాలు, తరుగు పేరుతో అక్రమాలు జరగకుండా చూడొచ్చు” అని చెప్పారు.
లారీల కొరత ఉంటే దగ్గరగా ఉన్న ప్రాంతాల్లో ట్రాక్టర్లు, ఇతర వాహనాలను వినియోగించాలని, ధాన్యం తరలించడానికి అవసరమైన వాహనాలను అందుబాటులో ఉండేలా చూడాలని ఈ సందర్భంగా రవాణా శాఖ కమిషనర్ను ఆదేశించారు.
“పలు ప్రాంతాల్లో గోదాముల సమస్య ఉన్నట్లు తెలుస్తోంది. అలాంటి ప్రాంతాల్లో అవసరాన్నిబట్టి తాత్కాలిక ఏర్పాట్లు చేసుకోవాలి. గోడౌన్స్ సమస్య ఉన్న ప్రాంతాల్లో అవసరాన్ని బట్టి తాత్కాలిక ఏర్పాట్లు చేసుకోవాలి. అవసరమైన చోట రైతుబజార్లు, ఫంక్షన్ హాళ్లను అందుబాటులోకి తీసుకుని ధాన్యాన్ని తరలించాలి. వెసులుబాటు ఆధారంగా అక్కడినుంచి గోడౌన్లకు తరలించేలా ప్రణాళికలుండాలి” అని సూచించారు.
ప్రాంతాల వారిగా సమస్య తీవ్రతను గుర్తించి జిల్లా కలెక్టర్లు సరైన చర్యలు తీసుకోవాలని, ప్రతి అధికారి జవాబుదారితనంతో వ్యవహరించాల్సిందేనని స్పష్టం చేశారు. నిర్లక్ష్యం వహించే అధికారులు, కలెక్టర్లపై చర్యలకు ప్రభుత్వం వెనకాడదని హెచ్చరించారు.
మొక్కజొన్న పంట ఎక్కువగా వచ్చే జిల్లాల కలెక్టర్లు కొనుగోళ్ల విషయంలో అప్రమత్తంగా ఉండాలి. ఎక్కడా రైతులకు ఇబ్బందులు కలగొద్దు. అవసరమైన చోట పోలీస్ సహాయం తీసుకుని కలెక్టర్లు ధాన్యం సేకరణ సాఫీగా జరిగేలా చూడాలని ఆదేశించారు.
అకాల వర్షాల సమయంలో రైతులకు నష్టం జరగకుండా శాశ్వత పరిష్కారం దిశగా ప్రణాళికలు సిద్ధం చేసుకోవాలి. ఇలాంటి సమయాల్లో ధాన్యం తడవకుండా అవసరమైన టార్పాలిన్లను రైతులకు అందుబాటులో ఉంచాలి.
వాతావరణ శాఖ సూచనల ఆధారంగా ఎప్పటికప్పుడు రైతులను అప్రమత్తం చేసేందుకు మండల స్థాయిలో ఒక ప్రత్యేక అధికారిని నియమించాలి. వాతావరణ సూచనలను రైతులకు చేరవేసేందుకు ఒక ప్రత్యేక వ్యవస్థను ఏర్పాటు చేసుకోవాలి.
ప్రతీ ఐకేపీ సెంటర్కు ఒక అధికారిని నియమించాలి. ప్రతి రైస్మిల్లు వద్ద ఒక బాధ్యతాయుతమైన అధికారిని నియమించి పర్యవేక్షించాలి” అని ముఖ్యమంత్రి గారు ఆదేశించారు.

Working in a mission mode to expedite agricultural procurement, Hon’ble Chief Minister A. Revanth Reddy has directed District Collectors to complete the grain and maize collection process across the state immediately. He emphasized that strict measures must be implemented at all centers to ensure farmers do not face any hardships. The Chief Minister clarified that direct supervision by Collectors is essential to prevent operational lapses, and they will be held personally accountable for any issues that arise.
During a video conference held at the camp office, the Chief Minister reviewed the progress of grain procurement with various District Collectors. He inquired about specific challenges and bottlenecks encountered in different districts regarding the purchase of grain and maize.
Clear instructions were issued to the Collectors regarding the grain procurement process. The Chief Minister ordered them to provide regular, up-to-date reports to the Chief Secretary to maintain transparency and monitor progress effectively.
Officials must constantly monitor field-level conditions at all procurement centers. The Chief Minister stressed that there should be absolutely no shortage of gunny bags or manual laborers to ensure the process remains uninterrupted.
Once the grain is purchased, it must be transported to godowns immediately without any delay. This prompt movement is critical to maintaining the efficiency of the entire supply chain and preventing logistics bottlenecks.
Contractors who fail to provide a sufficient number of trucks as per their agreements will not be tolerated. The Chief Minister warned that criminal cases should be filed against such negligent contractors if necessary to ensure compliance.
To avoid delays in loading, local laborers should be identified and mobilized for the work. Collectors must ensure that farmers receive their receipts immediately after the grain is loaded, which will help prevent irregularities related to waste or weight reductions.
Addressing the shortage of trucks, the Transport Commissioner was directed to arrange for tractors or other alternative vehicles in nearby areas. It is essential to ensure that a steady flow of transport is available for moving the grain.
Recognizing that storage is an issue in several regions, the Chief Minister suggested making temporary arrangements. Where godowns are unavailable, facilities like Rythu Bazars and function halls should be utilized to store the grain temporarily before moving it to permanent warehouses.
District Collectors were told to identify the severity of problems in their respective regions and take appropriate action. He emphasized that every official must function with a high degree of accountability throughout this process.
The government will not hesitate to take disciplinary action against officials or Collectors who show negligence in their duties. The Chief Minister reinforced that the welfare of the farmers remains the top priority.
Collectors in districts with high maize production must remain particularly vigilant. They have been authorized to seek police assistance if required to ensure that the procurement process remains smooth and free of disruptions for the farmers.
Plans must be developed for a permanent solution to protect farmers’ crops during unseasonal rains. In the meantime, tarpaulins must be made readily available to farmers to prevent the grain from getting soaked or damaged by sudden weather changes.
To keep farmers informed, a special officer should be appointed at the mandal level to monitor weather forecasts. A dedicated communication system must be established to relay these updates to farmers in real-time.
Every IKP center and every rice mill must have a responsible officer assigned to oversee operations. This granular level of supervision is intended to streamline the entire procurement and milling process.
The video conference was attended by Deputy Chief Minister Mallu Bhatti Vikramarka, Ministers Uttam Kumar Reddy, Tummala Nageswara Rao, Komatireddy Venkat Reddy, Jupally Krishna Rao, Danasari Anasuya Seethakka, Vakiti Srihari, Adluri Laxman Kumar, MP Vem Narender Reddy, Chief Secretary K. Ramakrishna Rao, and other senior officials.
