Department Profile
The main function of the Finance Department is management of State Finances.
The Department is headed by the Principal Finance Secretary and he is assisted the
following Officers.
1. Special Secretary to Government (Non-Cadre)
2. One Advisor
3. Two Additional Secretary to Government (Non-Cadre)
4. Two Joint Secretary to Government (Non-Cadre)
5. Eight Deputy Secretary to Government (Non-Cadre)
6. Sixteen Assistant Secretaries to Government
7. One Assistant Director (IT)
The above Officers are further assisted by the Sections.
The work at the gross root level in Finance Department is being carried out in
Sections. The details of various sections of the Finance Department and the Subjects
dealt by them are given below.
Integrated Financial Management Information System (IFMIS)
For the effective use of Information Technology in various operations and functions
of the department, and to ensure efficiency, transparency, and the elimination of delays
in the management of public finances, the “Integrated Financial Management Information
System (IFMIS)” is being implemented to bring an integrated approach for the real-time
management of State finances.
Department HODs
Director of Insurance
Telangana Government Life Insurance Department is implementing T.G.L.I Scheme and
Telangana State Employees Group Insurance Scheme to the State Government employees as a
social welfare measure on mandatory basis. Subscriptions are being collected from the
employees under both schemes are invested in the public account of the State Government and
earns interest on the fund balances at the rate allowed by GoI from time to time.
Director of State Audit
The main function of this Department is to conduct the audit on the Accounts of Local
Bodies Viz., Endowment Institution and Zilla Grandhalaya Samsthas, Societies, Aided Institutions,
Corporations and other Autonomous Institutions and Authorization of Pensionary benefits to
Class-IV and other Low paid Government Employees.
Director of Treasuries and Accounts
The Directorate of Treasuries and Accounts is mainly concerned with the administration
of Treasuries and Accounts Branches and other units, and it also initiates action in regard to the
amendments to the Rules in the Treasury, Financial and Accounts Codes wherever required and
also exercises Treasury Control over expenditure with reference to the budget provision of all
departments and the maintenance of GPF of the Class. IV Employees and CPS of all Employees
appointed on or after 2004.
Pay and Accounts Officer
The Pay and Accounts Office mainly deals with the Pre-Audit functions pertaining to the
State Government transactions arising in Twin Cities of Hyderabad and Secunderabad. In addition
to this, regulation of Pay and allowances of A.I.S. Officers including maintenance of Service
Registers and verification of pension papers are being dealt neither be this office. This conducts
100% check on all the claims presented with reference to the codal provisions and Government
Orders issued from time to time.
Director of Works Accounts
The Directorate of works Accounts conducting the pre-check and arrange work payments
of all the Department and Corporations in addition to the total expenditure of Irrigation &
Command Area Development Department.
State Finance Commission
The Finance Commission Shall review the financial position of the PRI’s & ULB’s and make
recommendations to the Government as to,
(a) The Principles which should govern:
(i) The distribution between the State and the said PRI’s & ULB’s of the net proceeds
of the taxes, duties, tolls and fees leviable by the State, which may be divided
between them and the allocation between the said PRI’s & ULB’s at all levels of
their respective shares of such proceeds.
(ii) The determination of the taxes, duties, tolls and fees which may be assigned to
or apportioned by the said PRI’s & ULB’s
(iii) The Grant-in-aid to said PRI’s & ULB’s from the consolidated fund of the State.
(b) The measures needed to improve the financial position of the said PRI’s & ULB’s.
Any other matter referred to the Financial Commission by the Governor in the
interests of sound finance of the Local Bodies.
Note: As per the AP Reorganization Act, 2014, certain institutions serve both the States of Telangana and Andhra Pradesh till they are bifurcated. The below listed organizations and institutions should be seen in that light.
