కాళేశ్వరం ఎత్తిపోతల ప్రాజెక్టును పునరుద్ధరించాలని సంకల్పించిన నేపథ్యంలో ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు కుంగిపోయిన మేడిగడ్డ బ్యారేజీ ప్రాంతాన్ని సందర్శించి పరిశీలించారు. మంత్రులు, నీటి పారుదల శాఖ ఉన్నతాధికారులతో కలిసి మేడిగడ్డ డ్యామ్ సైట్ను చేరుకున్న ముఖ్యమంత్రి గారు పునరుద్ధరణ చేపట్టడానికి సంబంధించి జరుగుతున్న జియోఫిజికల్, జియోటెక్నికల్ పరీక్షలను పరిశీలించారు.
నేషనల్ డ్యామ్ సేఫ్టీ అథారిటీ (NDSA)తో పాటు ఇతర సంస్థల సూచనల ప్రకారం మేడిగడ్డను పునరుద్ధరించడానికి చేపట్టాల్సిన పనులపై జరుగుతున్న పరీక్షలను ఒక్కొక్కటిగా పరిశీలించారు.
మంత్రులు ఉత్తమ్ కుమార్ రెడ్డి గారు, దుద్దిళ్ల శ్రీధర్ బాబు గారు, పొన్నం ప్రభాకర్ గారు, పొంగులేటి శ్రీనివాస రెడ్డి గారు, వివేక్ వెంకటస్వామి గారు, అడ్లూరి లక్ష్మణ్ కుమార్ గారు, నేషనల్ డ్యామ్ సేఫ్టీ అథారిటీ చైర్మన్ అనిల్ జైన్ గారితో పాటు నీటి పారుదల శాఖ ఉన్నతాధికారులు ముఖ్యమంత్రి గారు వెంట ఉన్నారు.
బ్యారేజీ కుంగిన ప్రాంతంలో పరిస్థితులను నీటి పారుదల శాఖ అధికారులు సమగ్రంగా వివరించారు. పునరుద్ధరణకు నిర్వహిస్తున్న వివిధ పరీక్షల విధానాలను తెలిపారు. ఈ సందర్భంగా ముఖ్యమంత్రి గారు పలు అంశాలపై వివరాలను అధికారులను అడిగి తెలుసుకున్నారు.
ముఖ్యంగా మేడిగడ్డ బ్యారేజీ వద్ద పియర్స్ 20, 21, 22 వద్ద బోర్ రిగ్స్ ద్వారా జియోటెక్నికల్, జియోఫిజికల్, జీపీఆర్, శాంపిల్స్ సేకరణ పనులను పరిశీలించారు. పునరుద్ధరణ పనులు చేపడుతున్న నేపథ్యంలో 520 బోర్ రిగ్స్ ద్వారా శాంపిల్స్ సేకరించి సెంట్రల్ వాటర్ అండ్ రీసెర్చ్ స్టేషన్ (CWPRS) కు పంపనున్నారు. అక్కడ ల్యాబ్లో పరీక్షల అనంతరం దెబ్బతిన్న బ్యారేజీకి సంబంధించి పూర్తి అవగాహన రానుంది.
డ్రోన్ బేస్డ్ GPR టెస్ట్కు సంబంధించి అధికారులు ముఖ్యమంత్రి నేతృత్వంలోని ప్రతినిధి బృందానికి అధికారులు వివరించారు. ఈ పరీక్షల ద్వారా 20 నుంచి 30 మీటర్ల లోతు వరకు పియర్స్ వద్ద నేల స్వభావానికి సంబంధించి ఫలితాలను తెలుసుకోవచ్చని అధికారులు తెలిపారు. బ్యారేజీ వద్ద సీలెంట్ పైల్స్కు సంబంధించి సమాంతర క్రాస్హోల్ సీస్మిక్ టెస్ట్ వివరాలను తెలిపారు.
ప్రాజెక్టు పునరుద్ధరణకు సంబంధించి బ్యారేజీ వద్ద సాగుతున్న వివిధ పరీక్షలను పరిశీలించిన అనంతరం మంత్రులు, ఉన్నతాధికారులతో ముఖ్యమంత్రి సమీక్షించి పలు సూచనలు చేశారు.
కాళేశ్వరం ఎత్తిపోతల పథకంలోని మేడిగడ్డ, అన్నారం, సుందిళ్ల బ్యారేజీ లోపాలను సరిచేసి పునరుద్ధరించడంలో ఎలా ముందుకెళ్లాలో ఒక స్పష్టత వచ్చిందని, పునరుద్ధరణలో భాగస్వామ్యమయ్యే సంస్థలు, అధికారులు, నిపుణులు సమస్యను అర్థం చేసుకుంటే సగం పరిష్కారం లభించినట్టేనని చెప్పారు.
ప్రస్తుతం కొనసాగుతున్న పరీక్షల ద్వారా సమస్యను పూర్తిగా అర్థం చేసుకున్న తర్వాత అధికారులు పనులు మొదలు పెట్టాలని చెప్పారు. సేకరించిన శాంపిల్స్ ద్వారా వచ్చే ఫలితాలకు అనుగుణంగా పనులు చేపట్టాలని సూచించారు.
NDSA మార్గదర్శకాలకు అనుగుణంగానే ముందుకు వెళ్లాలని, ప్రతి విషయంలో వారి అనుమతి తీసుకుని ముందుకు వెళ్లాలని ముఖ్యమంత్రి గారు స్పష్టం చేశారు. ఈ సమావేశంలో నీటి పారుదల శాఖ అధికారులతో పాటు వివిధ కేంద్ర ప్రభుత్వ ఏజెన్సీల ప్రతినిధులు, నిర్మాణ సంస్థల ప్రతినిధులు, ఇతర అధికారులు పాల్గొన్నారు.
In line with the government’s commitment to restore the Kaleshwaram Lift Irrigation Project, Hon’ble Chief Minister Sri A. Revanth Reddy visited and inspected the subsided Medigadda Barrage site in Jayashankar Bhupalpally district. He was accompanied by Ministers and senior officials of the Irrigation Department. During the visit, the Chief Minister closely observed the ongoing geophysical and geotechnical investigations being carried out as part of the restoration preparations.
He personally reviewed the various tests being conducted to assess and support the restoration works in accordance with the recommendations of the National Dam Safety Authority (NDSA) and other expert agencies.
The Chief Minister was accompanied by Ministers Uttam Kumar Reddy, Duddilla Sridhar Babu, Ponnam Prabhakar, Ponguleti Srinivas Reddy, Vivek Venkatswamy, and Adluri Laxman Kumar, along with NDSA Chairman Anil Jain and senior officials from the Irrigation Department.
Officials briefed the delegation on the condition of the barrage at the subsidence-affected area and explained the methodologies being used in the ongoing testing process. The Chief Minister sought detailed clarifications on several technical aspects during the interaction.
He specifically inspected geotechnical, geophysical, and GPR testing activities, along with sample collection using bore rigs at Piers 20, 21, and 22 of the Medigadda Barrage. As part of the restoration studies, samples collected through 520 bore points will be sent to the Central Water and Power Research Station (CWPRS) for detailed laboratory analysis, which is expected to provide a comprehensive understanding of the damage.
Officials also explained the drone-based GPR surveys being conducted to assess soil conditions up to a depth of 20 to 30 meters near the piers, as well as the Parallel Cross-hole Seismic Tests being carried out on sealant piles at the barrage.
After reviewing the ongoing investigations, the Chief Minister held a review meeting with Ministers and senior officials and issued several key directions.
Chief Minister noted that a clear approach has emerged for rectifying the defects and restoring the Medigadda, Annaram, and Sundilla barrages of the Kaleshwaram Lift Irrigation Scheme. He emphasized that understanding the nature of the problem correctly is crucial and forms a major step toward finding a solution.
The Chief Minister directed officials to commence restoration works only after a complete technical understanding is achieved through the ongoing tests, and instructed that execution should strictly follow the findings of the sample analyses.
Chief Minister Revanth Reddy further clarified that all restoration works must strictly adhere to the guidelines of the NDSA, and that approvals should be obtained at every stage before proceeding. Officials from the Irrigation Department, Central agencies, construction firms, and other concerned departments participated in the review meeting.
