మిల్లర్లు బకాయిపడిన ధాన్యం విలువకు సంబంధించిన మొత్తాన్ని వసూలు చేయాల్సిందేనని ముఖ్యమంత్రి శ్రీ ఎ.రేవంత్ రెడ్డి గారు అధికారులను ఆదేశించారు. వ్యాపార దృక్పథంతో మిల్లులు నడిపే వారితో సానుకూలంగా ఉంటామని, ఉద్దేశపూర్వకంగా ఎగవేతలకు ప్రయత్నించే వారితో కఠినంగా వ్యవహరిస్తామని హెచ్చరించారు.
ముఖ్యమంత్రి గారు పౌరసరఫరాల శాఖపై ఆ శాఖ మంత్రి ఉత్తమ్ కుమార్రెడ్డి గారితో కలిసి ఎంసీఆర్హెచ్ఆర్డీలో సమీక్ష నిర్వహించారు. గత ప్రభుత్వం వేల కోట్ల రూపాయల బకాయిలకు అవకాశం ఇచ్చి, తిరిగి ఆ తప్పిదాన్ని ప్రస్తుత ప్రభుత్వానికి అంటగట్టే ప్రయత్నం చేస్తోందని మండిపడ్డారు.
ఇప్పటికే బకాయిల వసూలులో కొంత పురోగతి ఉందని, అయితే ప్రతి ధాన్యం గింజకు సంబంధించి బకాయిని వసూలు చేయాల్సిందేనని స్పష్టం చేశారు. బకాయిల వసూలుకు సంబంధించి విధివిధానాలను రూపొందించాలని ముఖ్యమంత్రి గారు అధికారులను ఆదేశించారు.
విధివిధానాల రూపకల్పన పూర్తయిన తర్వాత ఆ నివేదికను మంత్రివర్గ ఉప సంఘానికి సమర్పించాలని సూచించారు. మంత్రివర్గ ఉప సంఘం పరిశీలన అనంతరం ప్రభుత్వం తగు నిర్ణయం తీసుకుంటుందని తెలిపారు. మొండి బకాయిదారులుగా మారిన మిల్లర్లకు కేటాయించే ధాన్యాన్ని మహిళా సంఘాలకు కేటాయించి మిల్లింగ్ బాధ్యతలను మహిళా సంఘాలకు అప్పగిస్తామని చెప్పారు.
ప్రతి సీజన్లో ధాన్యం నిల్వకు ఇబ్బందులు ఎదురవుతున్న నేపథ్యంలో ఇప్పటి నుంచే తగు కార్యాచరణ రూపొందించాలని ముఖ్యమంత్రి గారు అధికారులకు సూచించారు. ధాన్యం భారీగా వచ్చే నల్గొండ, సూర్యాపేట, నిజామాబాద్, పెద్దపల్లి, కామారెడ్డి జిల్లాల్లో సైలో బ్యాగ్ ల ఏర్పాటుకు పైలెట్ ప్రాజెక్టు కింద చేపట్టాలని ఆదేశించారు.
స్వయం సహాయక సంఘాల (SHG) ఆధ్వర్యంలో సైలో బ్యాగ్ నిర్మాణాలకు నియోజకవర్గానికి 50 నుంచి 100 ఎకరాల భూమిని కేటాయిస్తామని ముఖ్యమంత్రి గారు తెలియజేశారు. వీటి నిర్మాణానికి సంబంధించి రెవెన్యూ, పౌరసరఫరాలు, మహిళా సంక్షేమ శాఖల మంత్రులతో సమావేశం ఏర్పాటు చేస్తామని చెప్పారు.
వీబీ జీ రామ్ జీ లో ప్లాట్పాంల నిర్మాణానికి అవకాశం ఉన్నందున, విశాలమైన ప్లాట్పాంలు నిర్మించి జర్మన్ టెంట్లతో ధాన్యం నిల్వకు ఉన్న అవకాశాలను పరిశీలించాలని సూచించారు. మండల, గ్రామ స్థాయిలో ఉన్న ప్రైవేటు గోదాములు, ధాన్యం నిల్వకు ఉపయోగపడే కల్యాణ మండపాలు, పాత థియేటర్లు, ఇతర షెడ్లను ముందుగానే గుర్తించి ధాన్యం నిల్వకు లీజుకు తీసుకోవాలని సూచించారు.
ఈ సమీక్షలో సీఎం ప్రిన్సిపల్ సెక్రటరీ వి.శేషాద్రి గారు, పౌరసరఫరాల సంస్థ కమిషనర్ స్టీఫెన్ రవీంద్ర గారు, సౌత్ ఇండియా రైస్మిల్లర్స్ అసోసియేషన్ ప్రెసిడెంట్ తూడి దేవేందర్ రెడ్డి గారితో పాటు పలువురు అధికారులు పాల్గొన్నారు.
Ensuring full recovery of paddy dues from rice millers, the Government will be supportive of those running mills responsibly and firm with those attempting deliberate defaults, said Hon’ble Chief Minister Sri A. Revanth Reddy.
Reviewing the Civil Supplies Department with Minister N. Uttam Kumar Reddy at MCR HRD, the Chief Minister expressed strong displeasure that the previous government had allowed arrears amounting to thousands of crores of rupees to accumulate and was now attempting to pin the blame on the current administration. He directed officials to frame recovery guidelines and submit them to the Cabinet Sub-Committee.
Paddy allotted to chronic defaulter millers may be diverted to women SHGs for milling. To address storage challenges, a silo-bag pilot will be taken up in Nalgonda, Suryapet, Nizamabad, Peddapalli and Kamareddy, with 50–100 acres per constituency for SHG-led facilities.
He also called for a meeting of the Revenue, Civil Supplies and Women & Child Welfare Ministers, and directed officials to explore large platforms with German tents under VB-G RAM-G. Private warehouses, function halls, old theatres and sheds should be identified and leased in advance for paddy storage.
CM Principal Secretary V. Seshadri, Civil Supplies Commissioner Stephen Ravindra, South India Rice Millers Association President Thoodi Devender Reddy and other officials participated.
