నిరుపేద కుటుంబాలకు చెందిన పిల్లలకు నాణ్యమైన విద్యను అందించాలన్న లక్ష్యంతో విద్యా శాఖలో తీసుకుంటున్న నిర్ణయాలు వెనుకడుగు వేయకుండా అమలు చేయాల్సిన బాధ్యత అందరిపైన ఉందని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి రెడ్డి గారు చెప్పారు.
“పాఠశాలలు దేశ భవిష్యత్తు నిర్మాణ వేదికలు. ఆ వేదికలను పునరుద్ధరించే ప్రక్రియకు శ్రీకారం చుట్టాం. ప్రభుత్వ పాఠశాలల్లో చదువుకునే పిల్లలను అనాధలుగా చూడదలుచుకోలేదు. తల్లిదండ్రులు ఎంత జాగ్రత్తతో చూసుకుంటారో అదే రీతిలో ప్రభుత్వ పాఠశాలల్లో చదివే పిల్లలను చూసుకోవాలన్నదే మా సంకల్పం” అని స్పష్టం చేశారు.
‘ప్రజాపాలన – ప్రగతి ప్రణాళిక’ కార్యక్రమంలో భాగంగా విద్యా శాఖ ఆధ్వర్యంలో ఎల్బీ స్టేడియంలో నిర్వహించిన విద్యా వారోత్సవాల కార్యక్రమంలో ముఖ్యమంత్రి గారు పాల్గొన్నారు. ఈ సందర్భంగా విద్యా శాఖ ఏర్పాటు చేసిన వివిధ స్టాళ్లను పరిశీలించారు. కోర్ అర్బన్ ఏరియా CURE లో 1011 కోట్ల రూపాయలతో నిర్మించే యంగ్ ఇండియా ఇంటిగ్రేటెడ్ రెసిడెన్షియల్ స్కూళ్లకు శంకుస్థాపన చేశారు.
కార్యక్రమంలో మంత్రులు దుద్దిళ్ల శ్రీధర్ బాబు గారు, పొన్నం ప్రభాకర్ గారు, పొంగులేటి శ్రీనివాస రెడ్డి గారు, గడ్డం వివేక్ వెంకటస్వామి గారు, మహమ్మద్ అజారుద్దీన్ గారు, సలహాదారులు కేశవరావు గారు, హనుమంతరావు గారితో పాటు ఇతర ప్రజాప్రతినిధులు, వివిధ యూనివర్సిటీల వైస్ చాన్సలర్లు, అధికారులు పాల్గొన్నారు.
ఈ సందర్భంగా ముఖ్యమంత్రి గారు మాట్లాడుతూ, “ప్రపంచ వ్యాప్తంగా విద్యా రంగంలో మార్పులు చోటుచేసుకుంటున్నాయి. సిలబస్ మారుతోంది. ఏఐ వచ్చింది. నేషనల్ ఎడ్యుకేషన్ పాలసీ మారింది. తెలంగాణలో కూడా నూతన విద్యా విధానం అమలు చేయాలని, అదికూడా దేశంలోనే అత్యుత్తమంగా ఉండాలన్న ఆలోచనల మేరకు నర్సరీ నుంచి 12 వ తరగతి వరకుండే విద్యా విధానం అమలు చేస్తున్నాం” అని విడమరిచి చెప్పారు.
“పాఠశాలల్లో మౌలిక సదుపాయాలే కాకుండా నిరుపేద కుటుంబాల పిల్లలకు ఎలాంటి ఇబ్బందులు రాకుండా పాఠశాలల్లో బలవర్ధకమైన ఆహారం అందించాలని నిర్ణయించాం. ప్రభుత్వ పాఠశాల అంటే అమ్మ ఒడిలాంటిది. వారికి ఎలాంటి ఇబ్బందులు రాకూడదు. వచ్చే విద్యా సంవత్సరం నుంచి అమలు చేయబోతున్నాం.
విద్యార్థుల కోసం పెట్టే ఖర్చు భవిష్యత్తరాలకు పెట్టుబడిగా భావిస్తున్నాం. భావి తరాలు ప్రభుత్వ పాఠశాలల్లోనే తయారు కావాలి. అందుకు ఉపాధ్యాయులు, అధ్యాపకులు సహకరించాలి. ప్రభుత్వ బడుల్లో చదువుతున్న లక్షలాది మంది విద్యార్థుల భవిష్యత్తు ఉపాధ్యాయుల చేతుల్లో ఉంది” అని చెప్పారు.
“విద్యా రంగంలో దేశంలోనే తెలంగాణ అగ్రస్థానంలో ఉండాలన్నది నా ఆకాంక్ష. విద్యా రంగానికి ఏమాత్రం నిధుల కొరత రాకూడదని బడ్జెట్లో 8.22 శాతం నిధులను కేటాయించాం. ఇంకా కేటాయించాల్సిన అవసరం ఉంది. అయితే రాష్ట్రంలో సంక్షేమ, అభివృద్ధి కార్యక్రమాల దృష్ట్యా ఒక్కసారిగా కాకుండా ఏటేటా పెంచుకుంటూ 15 శాతం వరకు కేటాయింపులు జరుపుతాం” అని తెలిపారు.
10వ తరగతి పాసైన తర్వాత ఇంటర్మీడియట్ కు వచ్చే సరికి డ్రాపౌట్స్ ఎక్కువగా ఉంటున్నాయని గుర్తించి నర్సరీ నుంచి 12వ తరగతి వరకు కొనసాగే విద్యా విధానం అమలు చేయబోతున్నాం. మొదటగా హైదరాబాద్ కోర్ అర్బన్ ఏరియాలో ఈ విధానాన్ని ప్రారంభిస్తున్నాం.
1.34 కోట్ల జనాభా కలిగిన కోర్ అర్బన్ ఏరియాకు ఉద్యోగ, ఉపాధి అవకాశాల కోసం వస్తున్న నిరుపేద కుటుంబాల పిల్లలకు మెరుగైన విద్యావకాశాలు కల్పించాలని 1700 కోట్ల రూపాలతో అభివృద్ధి ప్రణాళికలు సిద్ధం చేశాం. పేదలకు నాణ్యమైన విద్యను అందించడం ప్రభుత్వ గురుతర బాధ్యతగా ఈ కార్యక్రమాలు చేపట్టాం.
దేశ భవిష్యత్తు తరగతి గదుల్లోనే ఉంది. అందుకే నాణ్యమైన విద్యను అందించడానికి ప్రణాళికలు సిద్ధం చేశాం. కొందరు ఉపాధ్యాయులను విదేశాల్లో విద్యా విధానం అధ్యయనం చేయడానికి పంపించాం. జపాన్, సింగపూర్, వియత్నాం ఇతర దేశాల్లో విద్యా విధానాలను అధ్యయనం చేయడానికి ఏటా అత్యుత్తమ నైపుణ్యం కనబరుస్తున్న 500 మంది టీచర్లను ఎంపిక చేసి అధ్యయనం కోసం విదేశాలకు పంపించే కార్యక్రమం చేపట్టాలి.
విద్యార్థుల్లో అత్యుత్తమ నైపుణ్యం గుర్తించే ఉపాధ్యాయులను ప్రభుత్వం అభినందిస్తుంది. ఉత్తమ ఫలితాలు సాధిస్తూ తెలంగాణ పునర్నిర్మాణంలో భాగస్వామం తీసుకుంటున్న ఉపాధ్యాయులను సత్కరిస్తామని చెప్పారు.
“విద్యా రంగంలో తీసుకొస్తున్న మార్పులు టీచర్ల కోసమో నాయకుల కోసమో కాదు. అత్యంత నిరుపేద కుటుంబాల పిల్లల కోసం, వారి సంక్షేమం కోసం చేపట్టాం. ఈ విషయంలో ఉపాధ్యాయ సంఘాలు, పిల్లల తల్లిదండ్రులతో మాట్లాడుతాం” అని ముఖ్యమంత్రి గారు అన్నారు
“ఈ విద్యా సంవత్సరం నుంచి విద్యార్థులకు అందించబోయే వస్తువుల కోసం వెయ్యి కోట్లు వెచ్చిస్తున్నాం. వాటిల్లో నాణ్యత లోపిస్తే బాధ్యుల పట్ల కఠినంగా వ్యవహరిస్తాం. బడి ప్రారంభమైన రోజునే పిల్లలకు ఒక జత డ్రెస్ అందించి నెల రోజుల్లో మరో జత అందించాలి.
సంస్కరణలు అమలు చేసే క్రమంలో కొన్ని ఒడిదుడుకులు ఉంటాయి. నిరుపేద కుటుంబాల పిల్లల ప్రయోజనం చేకూరే విధంగా ఉండాలన్నది మా ఆలోచన. ప్రైవేటుకు ధీటుగా నర్సరీ నుంచి 12వ తరగతి వరకు అత్యుత్తమ విద్యను అందించాలన్నది మా లక్ష్యం” అని స్పష్టం చేశారు.
“రాష్ట్రంలోని ప్రభుత్వ బడుల్లో చదువుకుంటున్న 19 లక్షల విద్యార్థుల భవిష్యత్తు, వారి కుటుంబాల భవిష్యత్తు ఉపాధ్యాయుల చేతుల్లో ఉంది. ఉపాధ్యాయులకు ఇది బరువు కాదు. బాధ్యత. ఉద్యోగం కాదు భావోద్వేగం. తెలంగాణ పునర్నిర్మాణంలో భాగస్వామ్యం కావాలి. తెలంగాణ విద్యా విధానాన్ని అభివృద్ధి వైపు నడిపిద్దాం.
నిరుపేదలకు మంచి నాణ్యమైన విద్యను అందించాలన్నదే నా ఆలోచన. నా కల” అని ముఖ్యమంత్రి గారు చెప్పారు.
ఈ కార్యక్రమంలో ప్రభుత్వ పాఠశాలలు, కాలేజీల్లో అత్యుత్తమ ప్రతిభ కనబరిచిన విద్యార్థినీ విద్యార్థులకు, ఉపాధ్యాయులకు ఒక్కొక్కరికి లక్ష రూపాయల చొప్పున ప్రోత్సాహక చెక్కును ముఖ్యమంత్రి గారి చేతుల మీదుగా అందించారు.
The responsibility to implement decisions taken by the Education Department without hesitation, aimed at providing quality education to children from underprivileged families, lies with everyone, said Hon’ble Chief Minister Shri A. Revanth Reddy.
“Schools are the platforms for building the nation’s future. We have initiated the process of rejuvenating these platforms. I do not wish to see children studying in government schools being treated like orphans. Our resolve is to ensure that students in government schools are cared for with the same dedication and concern that parents show their children,” the Chief Minister clarified.
As part of the ‘Praja Palana – Pragathi Pranali’ program, the Chief Minister participated in the Education Week (Vidya Varotsavalu) organized by the Education Department at LB Stadium. During the event, he inspected various stalls set up by the department and laid the foundation stone for the Young India Integrated Residential Schools, to be built with an investment of 1,011 crore rupees in the Core Urban Area (CURE).
The event was attended by Ministers Duddilla Sridhar Babu, Ponnam Prabhakar, Ponguleti Srinivas Reddy, Gaddam Vivek Venkataswamy, and Mohammad Azharuddin, along with advisors Keshava Rao and Hanumantha Rao, other public representatives, Vice-Chancellors of various universities, and government officials.
Speaking on the occasion, the Chief Minister noted, “Global changes are occurring in the field of education. Syllabuses are evolving, AI has arrived, and the National Education Policy has changed. In line with these advancements, we are implementing a new education system in Telangana from Nursery to 12th Grade, aiming for it to be the best in the country.”
He further stated that apart from providing infrastructure, the government has decided to provide nutritious food in schools so that children from poor families face no hardships. Describing government schools as being like a mother’s lap, he announced that these welfare measures would be implemented starting next academic year.
“We view the expenditure on students as an investment for future generations. The leaders of tomorrow must be groomed in government schools, and for that, teachers and lecturers must cooperate. The future of millions of students studying in government schools lies in the hands of their teachers,” he said.
Expressing his ambition for Telangana to lead the country in education, the Chief Minister mentioned that 8.22% of the budget has been allocated to the sector to ensure there is no shortage of funds. He added that while more is needed, the allocation will be increased annually up to 15% in view of other state welfare and development programs.
Recognizing high dropout rates between the 10th grade and Intermediate levels, the government is introducing a continuous education system from Nursery to 12th Grade. This model will first be launched in the Hyderabad Core Urban Area.
To provide better educational opportunities for children of poor families migrating to the Core Urban Area (which has a population of 1.34 crore) for jobs and livelihood, development plans worth 1,700 crore rupees have been prepared. The Chief Minister reiterated that providing quality education to the poor is the government’s primary responsibility.
“The future of the country lies in its classrooms,” he said, adding that plans are ready to deliver quality education. He noted that some teachers have already been sent abroad to study international educational systems. Every year, 500 teachers showing exceptional skill will be selected and sent to countries like Japan, Singapore, and Vietnam for study tours.
The government will appreciate teachers who identify and nurture excellence in students. Those who achieve outstanding results and contribute to the reconstruction of Telangana will be officially honored and felicitated.
The Chief Minister clarified that the reforms in the education sector are not for the sake of teachers or leaders, but for the welfare of children from the poorest families. He expressed his intention to hold dialogues with teacher unions and parents regarding these changes.
“We are spending one thousand crore rupees on providing essential supplies to students starting this academic year. Strict action will be taken if there is any compromise in quality. One pair of uniforms must be provided on the day school opens, with a second pair delivered within a month,” he directed.
Acknowledging that reforms often come with challenges, he emphasized that the core intent is the benefit of underprivileged children. The goal is to provide education from Nursery to 12th Grade that is on par with private institutions.
“The future of 19 lakh students and their families in state government schools is in the hands of teachers. This is not just a job; it is a responsibility and an emotion. Teachers must become partners in the reconstruction of Telangana,” he urged.
During the program, the Chief Minister personally distributed incentive checks of one lakh rupees each to students and teachers who demonstrated exceptional talent and merit in government schools and colleges.
