కేంద్ర ప్రభుత్వం ప్రస్తుతం ప్రతిపాదించిన ప్రొరేటా ప్రకారం నియోజకవర్గాల పెంపు జరిగితే దక్షిణాది రాష్ట్రాలు నష్టపోవడమే కాకుండా ఎస్సీ, ఎస్టీ, మహిళల సీట్ల సంఖ్య తగ్గి ఆ వర్గాలు నష్టపోతాయని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు ఆందోళన వ్యక్తం చేశారు.
అంతిమ లక్ష్యం రాజ్యాధికారం సాధించడమే అన్న డాక్టర్ బీఆర్ అంబేద్కర్ గారి ఆలోచనలకు విఘాతం కలుగుతున్న సందర్భంలో దళితులు, మేధావులు ఈ విషయంపై ఆలోచనలు చేయాలని పిలుపునిచ్చారు.
భారతరత్న డాక్టర్ బీఆర్ అంబేద్కర్ గారి 135 వ జయంతి సందర్భంగా ముఖ్యమంత్రి గారు, మంత్రులు ప్రజాప్రతినిధులతో కలిసి ట్యాంక్బండ్ వద్ద ఆ మహనీయుడి విగ్రహానికి పుష్పాంజలి ఘటించారు. ఈ సందర్భంగా ఏర్పాటు చేసిన కార్యక్రమంలో ప్రసంగించారు.
“పురుషులతో సమానంగా మహిళలకు ఓటు హక్కు కల్పించి సమాజంలో సమాన విలువ, గౌరవం కల్పించిన నాయకుడు అంబేద్కర్ గారు. మహిళా రిజర్వేషన్లతో నియోజకవర్గాల పెంపును ముడిపెట్టి కలగాపులగం చేయాలని ప్రయత్నిస్తున్నారు.
మహిళా రిజర్వేషన్ల ముసుగులో దక్షిణాది రాష్ట్రాలకు అన్యాయం చేసే ప్రయత్నం జరుగుతోంది. జనాభా ప్రాతిపదికన నియోజకవర్గాల పెంపు అని మొదట ప్రస్తావించారు. అభివృద్ధి చెందిన దక్షిణాది రాష్ట్రాలు నష్టపోతాయని అభ్యంతరం వ్యక్తం చేస్తే దామాషా ప్రకారం 50 శాతం పెంచుతామని చెబుతున్నారు.
ఆ ప్రాతిపదిక ఉత్తరాది, దక్షిణాది రాష్ట్రాల మధ్య అంతరాలను పెంచుతుంది. దక్షిణాదిలో సీట్లు తగ్గడమే కాకుండా ఎస్సీ, ఎస్టీ, మహిళలకు రిజర్వుడు సీట్లు తగ్గుతాయి. ఏ లెక్కన దక్షిణాది కోటాను తగ్గిస్తారు” అని ముఖ్యమంత్రి గారు ప్రశ్నించారు.
“మహిళా రిజర్వేషన్ల పెంపుపై మాకు ఎలాంటి అభ్యంతరం లేదు. చెప్పిన మాటపై నిలబడే ప్రభుత్వం మాది. చెప్పిన మాట ప్రకారం ఎస్సీ ఉపకులాల వర్గీకరణ చేసి చూపించిన రాష్ట్రం దేశంలో తెలంగాణ ఒక్కటే. కులగణన చేస్తామని చెప్పాం. చేసి చూపించిన ఏకైక రాష్ట్రం తెలంగాణ.
మంచి పనికి తెలంగాణ ప్రభుత్వం ముందుంటుంది. రాజ్యాధికారమే అంతిమ లక్ష్యమని డాక్టర్ బీఆర్ అంబేద్కర్ గారి చెప్పిన మాటలు ఆచరణలోకి రావాలంటే మన సీట్లను సాధించుకోవాలి. అప్పుడే మన హక్కుల కోసం మాట్లాడగలం. మేధావులు ఆలోచన చేయాలి” అని కోరారు.
దళితులు, గిరిజనులు, మైనారిటీలు, మహిళలకు సమాన అవకాశాలు కల్పించవచ్చని మార్గదర్శకం చేసిన మహానాయకుడు అంబేద్కర్ గారు. విద్య ఒక్కటే అన్ని సమస్యల నుంచి మనల్ని విముక్తి చేస్తుందని, జీవితాల్లో వెలుగులు నింపుతుందని, సమాజంలో సరైన గౌరవం దక్కుతుందని బలంగా విశ్వసించారు. అంబేద్కర్ గారి ఆలోచనే ప్రజాపాలన విధానం.
రక్తం చిందించకుండా శాంతితో యుద్ధాన్ని గెలవొచ్చని మహాత్మగాంధీ గారు ప్రపంచ దేశాలకు చాటిచెబితే, ఆ దేశాన్ని ప్రపంచ దేశాలకు ఆదర్శంగా పరిపాలించవచ్చని నిరూపించిన వారు డాక్టర్ బీఆర్ అంబేద్కర్ గారు. ఈ దేశానికి మహాత్మాగాంధీ, డాక్టర్ బీఆర్ అంబేద్కర్ రెండు కళ్లలాంటి వారు.
భారత రాజ్యాంగంలో అంబేద్కర్ గారు జోడించిన ఆర్టికల్ 3 ద్వారానే తెలంగాణ రాష్ట్ర ఏర్పాటు సాధ్యమైంది. తెలంగాణ ఉద్యమంలో దళిత, గిరిజన, బడుగు, బలహీన వర్గాలే ముందు భాగంలో నిలిచి పోరాటం చేశారు. ఉద్యమం ఉవ్వెత్తున ఎగిసేలా చేసిన గద్దరన్న, మారుమూల పల్లెల్లో జయ జయహే తెలంగాణను మారుమోగించిన అందెశ్రీ గార్లను ఈ సందర్భంగా ముఖ్యమంత్రి గారు స్మరించుకున్నారు.
దళిత, గిరిజన సామాజిక వర్గానికి మంత్రిపదవులు, ఇతర పదవులు, అధికారులకు ప్రాధాన్యత విషయాల్లో గత ప్రభుత్వాలకు, ప్రజాప్రభుత్వం ఇచ్చిన ప్రాధాన్యతను పోల్చుకోవాలని చెప్పారు. ప్రజా ప్రభుత్వంలోనే అత్యధిక ప్రాధాన్యత దక్కిందని అనేక ఉదాహరణలు చెప్పారు.
కులాల మధ్యన విభజన జరుగుతుందని, సమాజంలో మరింతగా అంతరాలు పెరుగుతున్నాయని ఆలోచన చేసి ప్రతి నియోజకవర్గంలో యంగ్ ఇండియా ఇంటిగ్రేటెడ్ స్కూళ్ల నిర్మాణం చేపట్టామన్నారు. దేశానికి భవిష్యత్తును అందించే దళిత, గిరిజన, మైనారిటీ వర్గాల పేదలకు నాణ్యమైన విద్య అందడం లేదని, నాణ్యమైన విద్యను అందించడానికి అంబేద్కర్ గారి ఆలోచనలకు అనుగుణంగా ప్రభుత్వం అన్ని రకాల ప్రయత్నాలు చేస్తోందన్నారు.
“రాష్ట్రంలో ఇచ్చిన 4.5 లక్షల ఇందిరమ్మ ఇండ్లలో అత్యధికంగా దళితులకు ఇచ్చాం. 67 వేల ప్రభుత్వ ఉద్యోగాలు నియమిస్తే అందులో 87 శాతం ఎస్సీ, ఎస్టీ మైనారిటీలకు ఉద్యోగాలొచ్చాయి. సివిల్ సర్వీసెస్ లో ప్రోత్సహించాలని రాజీవ్ గాంధీ అభయహస్తం కింద ఆర్థిక సహాయం అందిస్తున్నాం.
ఒకవైపు అప్పులు, తప్పులను సవరిస్తూనే రాష్ట్రంలో పరిపాలనను చక్కబెడుతూ ముందుకు వెళ్లే ప్రయత్నం చేస్తున్నాం. అన్ని వర్గాలకు సంక్షేమం, అభివృద్ధి అందించాలన్న మంచి లక్ష్యంతో ప్రభుత్వం ముందుకు వెళుతోంది. ఈ ప్రభుత్వం మనది. ప్రజల కోసం అందిస్తున్న ప్రజాపాలనను కాపాడుకోవలసిన బాధ్యత అందరిపై ఉంది” అని ముఖ్యమంత్రి గారు కోరారు.
ఈ కార్యక్రమంలో మంత్రులు పొన్నం ప్రభాకర్ గారు, ధనసరి అనసూయ సీతక్క గారు, అడ్లూరి లక్ష్మణ్ కుమార్ గారితో పాటు ఎమ్మెల్సీలు, ఎమ్మెల్యేలు, అధికారులు పాల్గొన్నారు.
Expressing grave concern over the proposed pro-rata delimitation of constituencies, Hon’ble Chief Minister Sri A. Revanth Reddy warned that such a move would not only marginalize South Indian states but also drastically reduce the legislative representation of SC, ST, and women communities.
This shift, the Chief Minister noted, directly undermines Dr. B.R. Ambedkar’s vision of political empowerment for the oppressed. He called upon intellectuals and Dalit leaders to scrutinize these proposals, which threaten to weaken the constitutional rights of marginalized groups.
These observations were shared at Tank Bund, where the Chief Minister, joined by his cabinet colleagues and public representatives, offered floral tributes to the statue of Dr. B.R. Ambedkar on his 135th birth anniversary.
The Chief Minister reminded the gathering that Dr. Ambedkar was the transformative force who secured equal voting rights for women. He cautioned that current attempts to weave women’s reservations into the expansion of constituencies are an exercise in creating strategic confusion.
Under the guise of promoting women’s representation, a systemic effort is underway to disadvantage the South. While population was the initial metric, the center is now suggesting a 50% proportional increase—a move the Chief Minister argued is designed to bypass the legitimate objections of progressive southern states.
Such a framework would inevitably deepen the divide between the North and South. The Chief Minister pointedly questioned the logic behind any plan that results in a net loss of reserved seats for SCs, STs, and women in the southern region.
Emphasizing Telangana’s role as a pioneer in social justice, the Chief Minister highlighted that his administration is the first in the country to implement SC sub-caste categorization and conduct a comprehensive caste census, proving its commitment to its word.
For the marginalized to truly hold political power as envisioned by Dr. Ambedkar, the state must protect its share of legislative seats. Without this numerical strength, the Chief Minister argued, the ability to fight for regional and community rights would be severely compromised.
The philosophy of ‘Praja Palana’ (People’s Governance) is a direct reflection of Ambedkar’s ideals, focusing on education and equal opportunity as the primary vehicles for liberating Dalits, Tribals, and Minorities from social inequality.
Highlighting the foundational pillars of the country, the Chief Minister described Mahatma Gandhi and Dr. Ambedkar as the “two eyes” of India—one showing the world the power of peaceful struggle, and the other providing the blueprint for an ideal democracy.
The Chief Minister credited Article 3 of the Constitution, authored by Dr. Ambedkar, for the very creation of Telangana. He also honored the spirit of the statehood movement, specifically mentioning the cultural impact of icons like Gaddar and Andesri.
In a comparison of governance styles, the Chief Minister noted that the current “People’s Government” has accorded significantly higher priority to Dalit and Tribal leaders in ministerial and administrative roles than any previous government.
To dismantle social barriers, the government is establishing ‘Young India Integrated Schools’ in every constituency. This initiative aims to fulfill Dr. Ambedkar’s dream of providing elite-level education to the most underprivileged children in society.
The Chief Minister cited recent milestones as proof of this commitment: a majority of the 4.5 lakh Indiramma houses have been given to Dalits, and 87% of the 67,000 recent government job recruits belong to SC, ST, and Minority communities.
While steering the state through financial recovery and rectifying past administrative failures, the government remains steadfast in its pursuit of inclusive growth. The Chief Minister concluded by urging the public to safeguard this governance, which belongs to them.
The commemorative event was attended by Ministers Ponnam Prabhakar and Dhanasari Anasuya (Seethakka), along with MLA Adluri Laxman Kumar and other prominent dignitaries.
