Hon’ble Chief Minister A. Revanth Reddy directed officials to prepare for talks with the Maharashtra government on the Thummidihatti Barrage. The Chief Minister stated that Maharashtra Chief Minister Sri Devendra Fadnavis had recently indicated that he would invite Telangana for discussions after October 23.
The Chief Minister, Deputy Chief Minister Mallu Bhatti Vikramarka, Ministers N. Uttam Kumar Reddy, Duddilla Sridhar Babu and Jupally Krishna Rao, MP Vem Narender Reddy, and senior Irrigation Department officials reviewed the Thummidihatti Barrage, Dindi and Achampet lift irrigation projects.
Engineers presented details of water availability and transfer potential at barrage heights of 152 metres and 150 metres, including the quantity that could be conveyed to Ellampalli. They clarified that no villages in Maharashtra would face submergence. Around 2,300 acres would be submerged at 152 metres, compared with less than 1,000 acres at 150 metres.
The Chief Minister directed officials to assess the submergence impact in Maharashtra and plan the barrage to bring in the maximum possible water. He said the project aims to irrigate 2 lakh acres in the forested and tribal regions of the highly backward undivided Adilabad district. He called for constructive negotiations with Maharashtra to benefit communities that have fought for years under the slogan “Jal, Jangal, Jameen” and directed officials to expedite the project.
Once the barrage height is finalised, officials must prioritise route designs and land acquisition for conveying water from Thummidihatti to Ellampalli. Noting that Maharashtra had earlier agreed to a height of 148 metres, the Chief Minister said this would not yield the expected quantity of water. He directed officials to prepare comprehensive technical reports on water availability, submergence and other relevant aspects to secure Maharashtra’s agreement to a 152-metre barrage.
Officials were instructed to immediately submit details of recent Central Water Commission meetings in Delhi, the issues discussed and all reports sought. Ministers were asked to effectively present Telangana’s water requirements during negotiations with Maharashtra.
The Chief Minister directed officials to arrange 0.5 TMC of water from Edula Reservoir for the Dindi project and 0.1 TMC for the Achampet Lift Irrigation Scheme. The additional 0.6 TMC required for both projects must be sourced from Srisailam. Officials were asked to plan a dedicated system to lift this additional water from Srisailam and Narlapur to Edula Reservoir.
The Irrigation Department must assess pump and pumphouse locations, check the capacity of existing canals and tunnels, identify any upgrades required, and prepare suitable designs. The Chief Minister clarified that Palamuru’s water requirements and allocations must remain unaffected, directing officials to supply water to Dindi and Achampet without compromising the Palamuru project.
The meeting also discussed concerns and representations from Mahabubnagar and Nalgonda district representatives on whether Dindi should receive water from Narlapur or Edula. Officials presented comparative cost estimates, along with the advantages and disadvantages of both options. Ministers supported the Chief Minister’s proposal to secure additional water for Dindi and Achampet while safeguarding Palamuru’s water allocations.
