దావోస్ వేదికగా తెలంగాణ ప్రభుత్వం ప్రతిష్టాత్మక ‘నెక్స్ట్-జెన్ లైఫ్ సైన్సెస్ పాలసీ 2026–30’ (Next-Gen Life Sciences Policy 2026–30)ని ఆవిష్కరించింది. ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు, మంత్రులు శ్రీ దుద్దిల్ల శ్రీధర్ బాబు గారు, శ్రీ పొంగులేటి శ్రీనివాస రెడ్డి గారితో కలిసి ఈ పాలసీని ప్రపంచానికి పరిచయం చేశారు.
ఫార్మా, వ్యాక్సిన్, బయోటెక్నాలజీ రంగాల్లో ప్రస్తుతం ఉన్న బలమైన స్థానాన్ని మరింత మెరుగుపరుచుకుంటూ, 2030 కల్లా ప్రపంచ స్థాయిలోని టాప్-3 లైఫ్ సైన్సెస్ కేంద్రాలలో ఒకటిగా తెలంగాణను తీర్చిదిద్దడం ఈ పాలసీ లక్ష్యం.
రాష్ట్రంలో ప్రస్తుతం 2,000కు పైగా లైఫ్ సైన్సెస్ కంపెనీలు, 250కి పైగా USFDA ఆమోదిత తయారీ కేంద్రాలు ఉన్నాయి. ప్రపంచ వ్యాక్సిన్ ఉత్పత్తిలో దాదాపు మూడో వంతు వాటా తెలంగాణదే. ఈ నేపథ్యంలో, ‘నెక్స్ట్-జెన్ లైఫ్ సైన్సెస్ పాలసీ 2026–30’ కేవలం ఉత్పత్తుల పరిమాణాలను పెంచుకోవడమే కాకుండా, విలువల ప్రమాణాలు పెంపొందేలా, మరిన్ని ఆవిష్కరణలకు కేంద్రంగా తెలంగాణ నిలిచేలా అంశాలను పాలసీలో పొందుపర్చారు.
ఫార్మాస్యూటికల్స్, వ్యాక్సిన్ల తయారీ, అత్యాధునిక పరిశోధనలు, అధునాతన బయో-మాన్యుఫ్యాక్చరింగ్, బయోలాజిక్స్, బయోసిమిలర్లు, ప్రెసిషన్ మెడిసిన్, పర్సనలైజ్డ్ థెరపీలు, డిజిటల్ హెల్త్, డయాగ్నస్టిక్స్, మెడికల్ ఎలక్ట్రానిక్స్, క్లినికల్ రీసెర్చ్, గ్లోబల్ వాల్యూ & ఇన్నోవేషన్ సెంటర్లు తదితర అంశాలను ఈ పాలసీలో వ్యూహాత్మక రంగాలుగా పేర్కొన్నారు.
లైఫ్ సైన్సెస్ రంగంలో రాబోయే నాలుగేండ్లలో 25 బిలియన్ డాలర్ల పెట్టుబడులను ఆకర్షించి, 5 లక్షల కొత్త ఉద్యోగాలను సృష్టించేలా పాలసీ అంశాలను రూపొందించారు. అలాగే, జీనోమ్ వ్యాలీ విస్తరణ, మెడికల్ డివైసెస్ పార్క్, గ్రీన్ ఫార్మా సిటీ స్థాపన, 10 ఫార్మా విలేజ్ల అభివృద్ధి, బయో-ఇన్నోవేషన్, బయో-మాన్యుఫ్యాక్చరింగ్ క్లస్టర్లు, సెంటర్స్ ఆఫ్ ఎక్సలెన్స్ల ద్వారా అత్యాధునిక మౌలిక సదుపాయాల కల్పనపై దృష్టి సారిస్తారు. అదే సమయంలో, పర్యావరణహిత, జీరో-లిక్విడ్ డిశ్చార్జ్ (ZLD) పారిశ్రామిక పద్ధతుల అమలును పాలసీలో ప్రధానంగా పేర్కొన్నారు.
పరిశ్రమ అవసరాలకు అనుగుణమైన నైపుణ్యాల అభివృద్ధి కార్యక్రమాలకు ప్రాధాన్యత ఇస్తూ, టాస్క్, యంగ్ ఇండియా స్కిల్స్ యూనివర్సిటీ వంటి సంస్థల సహకారంతో నూతనంగా ‘తెలంగాణ స్కూల్ ఆఫ్ లైఫ్ సైన్సెస్’ ఏర్పాటు కానుంది. నిబంధనల సరళీకరణ, TG-iPASS ద్వారా నిర్ణీత కాలపరిమితిలో అనుమతులు, స్టార్టప్లు, MSMEలు, అంతర్జాతీయ పెట్టుబడిదారులకు ప్రత్యేక మద్దతు అందించడం ద్వారా ‘ఈజ్ ఆఫ్ డూయింగ్ బిజినెస్’ ఇంకా సులభతరమవుతుంది.
‘నెక్స్ట్-జెన్ లైఫ్ సైన్సెస్ పాలసీ 2026–30’ అమలు బాధ్యతను పరిశ్రమలు & వాణిజ్య శాఖ, ఐటీ, ఎలక్ట్రానిక్స్ & కమ్యూనికేషన్స్ శాఖలు పర్యవేక్షిస్తాయి. తెలంగాణ లైఫ్ సైన్సెస్ ఫౌండేషన్ (TLSF) నోడల్ ఏజెన్సీగా వ్యవహరిస్తుంది.
A defining moment for Telangana on the global stage, the State unveiled its Next-Gen Life Sciences Policy 2026 – 30 at the World Economic Forum Annual Meeting 2026 in Davos. Hon’ble Chief Minister Shri A. Revanth Reddy, joined by Ministers Shri Duddilla Sridhar Babu and Shri Ponguleti Srinivasa Reddy, presented a forward-looking framework designed to position Telangana among the world’s top three life sciences clusters by 2030, building on its existing strengths in pharmaceuticals, vaccines, and biotechnology.
Building on Telangana’s established strengths – home to over 2,000 life sciences companies, 250+ USFDA-approved manufacturing sites, and accounting for nearly one-third of global vaccine production – the Next-Gen Life Sciences Policy 2026 – 30 focuses on transitioning from volume-led growth to value-driven, innovation-centric development.
Strategic focus areas under the policy include pharmaceutical and vaccine manufacturing, frontier R&D and advanced biomanufacturing, biologics and biosimilars, precision medicine and personalized therapies, digital health, diagnostics and medical electronics, clinical research, and Global Value & Innovation Centers (GVCs/GICs).
The policy sets ambitious targets of attracting USD 25 billion in investments and generating 5 lakh new jobs during the policy period. It emphasizes the creation of state-of-the-art infrastructure through the expansion of Genome Valley, Medical Devices Park, establishment of Green Pharma City, development of 10 Pharma Villages, bio-innovation and bio-manufacturing clusters, and Centers of Excellence, while ensuring sustainability through green and zero-liquid-discharge industrial practices.
A strong thrust is placed on talent development, with industry-aligned skilling programs, continuous learning initiatives, and the establishment of a Telangana School of Life Sciences, supported by institutions such as TASK and Young India Skills University. The policy also focuses on ease of doing business through regulatory streamlining, time-bound approvals via TG-iPASS, and dedicated support for startups, MSMEs, and global investors.
Governance and implementation will be led by the Industries & Commerce Department, Government of Telangana, in coordination with the IT, Electronics & Communications Department, and executed through the Telangana Life Sciences Foundation (TLSF) as the nodal agency, supported by industry, academia, and global partners.
Covering the period 2026 – 30, the policy reaffirms Telangana’s commitment to strengthening its position as a global life sciences and healthcare innovation hub – driving economic growth, job creation, and global health impact from the State.
