రాష్ట్రంలో అర్హులైన పేదవారందరికీ సంక్షేమ పథకాలు చేర్చాలన్న లక్ష్యంతో ప్రజా పాలన – ప్రగతి ప్రణాళిక కార్యక్రమాన్ని చేపట్టినందున, ఉద్యోగులంతా ఈ 99 రోజుల కార్యాచరణను ఒక దీక్షలా చేస్తే పేదలందరికీ ప్రత్యక్షంగా, పరోక్షంగా మేలు చేసిన వారవుతారని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు అన్నారు. దళితులు, గిరిజనులు, ఆదివాసీలు, వెనుకబడిన బలహీన వర్గాల సంక్షేమం కోసం చిత్తశుద్ధితో మేలు చేయడానికే ప్రభుత్వం ఈ ప్రణాళికతో ముందుకు వెళుతోంది.
“ప్రభుత్వ ఉద్యోగులు బాధ్యతతో వ్యవహరిస్తే చివరి పేదవాడి వరకు సంక్షేమ ఫలాలు అందించడంలో న్యాయం జరుగుతుంది. ఈ ప్రగతి ప్రణాళికలో ఏ ఒక్క రోజూ నిర్లక్ష్యంగా ఉండకండి. ఒక్క రోజు నిర్లక్ష్యం 10 దళిత కుటుంబాలకు న్యాయం జరగకుండా పోవచ్చు. ప్రభుత్వానికి కళ్లు, చెవులు, బ్రాండ్ అంబాసిడర్లు ప్రభుత్వ ఉద్యోగులే” అని అన్నారు.
ఎస్సీ ఉప కులాల వర్గీకరణకు చట్టబద్ధత కల్పించిన నేపథ్యంలో, మాదిగ ఉద్యోగుల కో-ఆర్డినేషన్ కమిటీ ఆధ్వర్యంలో శిల్పకళా వేదికలో ముఖ్యమంత్రి గారికి అభినందన సభ నిర్వహించారు. ఎంతో అభిమానంతో ఈ సభను ఏర్పాటు చేసినందుకు ముఖ్యమంత్రి గారు సంతోషం వ్యక్తం చేశారు.
దళితుల హక్కులను కాపాడటానికి, వాటిని చట్టబద్ధం చేసి రక్షణ కల్పించడానికి ప్రభుత్వం ఎప్పుడూ సిద్ధంగా ఉంటుంది. వచ్చే అంబేద్కర్ జయంతికి మాదిగల ఆత్మగౌరవ భవన్ నిర్మాణానికి అవసరమైన నిధులను మంజూరు చేస్తాం. భవిష్యత్తులో మాదిగలకు ఏం కావాలో చేయడానికి సిద్ధంగా ఉన్నాం. చట్టబద్ధమైన హక్కులను కాపాడుకోవడం మీ బాధ్యత. అప్రమత్తంగా ఉండాలి.
ఎన్నో దశాబ్దాలకు పైగా ఎస్సీ ఉప కులాల వర్గీకరణ అంశం నలిగింది. వర్గీకరణ సాధించాలన్న తపనతో పోరాటంలో కొంత మంది తమ ప్రాణాలను కోల్పోయారు. 20 ఏళ్ల నుంచి ఈ సమస్యను ప్రత్యక్షంగా చూశాను. ప్రతి సందర్భంలోనూ నా చేతన మేరకు సహాయం చేశాను. చిక్కుముడులు, కమిషన్లు, చర్చలు జరిగాయి. అసెంబ్లీలో వాయిదా తీర్మానం ఇచ్చినప్పుడు మమ్మల్ని బయటకు గెంటివేశారు.
వర్గీకరణ అంశంలో నేను మిత్రధర్మాన్ని నిర్వర్తించాను. మాదిగలకు అండగా నిలబడ్డాను. ఇందులో న్యాయం ఉంది. బలహీనులు కాబట్టే అండగా నిలబడ్డాను. రాజకీయ ఒత్తిడులు ఎదురైనప్పటికీ మాదిగలకు అండగా నిలిచాను. నా ప్రయత్నంలో మంత్రివర్గ సహచరులు, అధికారులు సమయస్ఫూర్తిని చూపించి అండగా నిలిచారు.
సుప్రీంకోర్టు ఆదేశాల అనంతరం దేశంలో ఎస్సీ వర్గీకరణను అమలు చేసిన మొట్టమొదటి రాష్ట్రం మనదే. వర్గీకరణ అన్ని సమస్యలకు పరిష్కారం చూపకపోవచ్చు.
ప్రమోషన్లు, ఉన్నత విద్య, భూములు, లిడ్ క్యాప్ భూములను కాపాడడం వంటి సమస్యలను పరిష్కరించడం పెద్ద అంశం కాదు. సమస్యలను పరిష్కరిస్తున్న సమయంలో వెనకనుంచి జరిగే దాడులను మీరు ఆపాలి. మీ జాతి అండగా నిలవాలి.
ప్రతి నెల వెయ్యి మంది ప్రభుత్వ ఉద్యోగులు పదవీ విరమణ చేస్తున్నారు. నెలకు వెయ్యి కోట్లు రిటైర్మెంట్ బెనిఫిట్స్ ఇవ్వాల్సి వస్తోంది. ఆర్థిక వెసులుబాటు పరిమితంగా ఉంది. సమన్వయం చేసుకుంటూ ప్రభుత్వాన్ని నడిపిస్తున్నాం. ఆర్థిక వ్యవస్థను మెరుగుపరిచే బాధ్యత ప్రభుత్వ ఉద్యోగులది. అక్రమాలను అరికట్టి ఖజానాకు నిధులు తీసుకురాగలిగితే పదిమందికి సహాయం అందుతుంది.
దళిత జాతి ముందుకు నడవాలంటే విద్య అవసరం. విద్య ఒక్కటే అందరి జీవితాల్లో మార్పు తీసుకొస్తుంది. అందుకే విద్యా శాఖను ప్రక్షాళన చేస్తున్నాం. మీలో చైతన్యం నింపడానికి నాణ్యమైన విద్య కోసం ప్రణాళికలు రూపొందిస్తున్నాం” అని ముఖ్యమంత్రి గారు తెలిపారు.
ఈ అభినందన సభలో మంత్రులు దామోదర రాజనర్సింహ గారు, అడ్లూరి లక్ష్మణ్ కుమార్ గారితో పాటు పలువురు ప్రజాప్రతినిధులు, ఉద్యోగ సంఘాల ప్రతినిధులు, ఉద్యోగులు పాల్గొన్నారు.
Hon’ble Chief Minister Shri A. Revanth Reddy said that the 99-day Praja Paalana – Pragati Pranalika program, launched with the aim of delivering welfare schemes to all eligible poor in the state, should be implemented with full dedication by government employees. Treating this initiative as a deeksha (mission), employees can ensure that the benefits reach the poorest sections directly and indirectly, including Dalits, tribals, adivasis, and other backward and weaker sections.
“If government employees act responsibly, welfare benefits will reach the last eligible person. There should be no negligence even for a single day. A single day of oversight could deny justice to 10 Dalit families. Government employees are the eyes, ears, and brand ambassadors of public administration,” he said.
In the wake of the legal recognition of SC sub-caste classification, a congratulatory meeting was organized for the Chief Minister at Shilpa Kala Vedika under the Madiga Employees’ Coordination Committee. The Chief Minister appreciated the dedication and effort of those who organized the event.
He stated that the government is always committed to protecting the rights of Dalits, ensuring legal safeguards, and providing necessary support. The required funds will be sanctioned for the construction of the Madiga Atma Gaurav Bhavan ahead of the upcoming Ambedkar Jayanti. The government is prepared to address future needs of the Madiga community, and it is everyone’s responsibility to safeguard these legal rights vigilantly.
Highlighting the history of SC sub-caste classification, he said that the issue had remained unresolved for decades, and some people lost their lives in the struggle. “I have witnessed this issue firsthand for 20 years and have assisted wherever possible. There were complications, commissions, and discussions. Even during adjournment resolutions in the Assembly, we faced challenges,” he recalled.
“On the issue of classification, I acted as a true ally to the community. I supported the Madigas, especially the weaker sections. Despite political pressures, I stood by them. My ministerial colleagues and officials also provided timely support,” he added.
Telangana is the first state in the country to implement SC classification following the Supreme Court’s orders. The Chief Minister noted that classification alone may not solve all problems, but it is an important step toward social justice.
He further said that addressing issues such as promotions, higher education, land ownership, and protecting lidcap lands requires attention. While solving these, it is important to prevent attacks from behind, and the community must remain united.
“Every month, a thousand government employees retire, and retirement benefits worth a thousand crores have to be disbursed. Financial flexibility is limited. Through coordination, the government is running its operations efficiently. Government employees play a key role in improving the economy. Preventing irregularities and bringing funds to the treasury will allow help to reach more people,” he said.
Emphasizing the importance of education, the Chief Minister said, “Education is vital for the Dalit community to progress. Education alone can bring meaningful change in people’s lives. That is why the education department is being reformed, and plans are being prepared for quality education to instill awareness and skills among students.”
The congratulatory meeting was attended by Ministers Damodar Rajanarsimha and Adluri Laxman Kumar, along with several public representatives, labor union representatives, and government employees.
