ఆయుధాలు, హింస ద్వారా ప్రజా సమస్యలకు పరిష్కారం దొరకదని, ప్రజాస్వామిక మార్గంలోనే సమాజంలో మార్పు సాధ్యమవుతుందని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు పునరుద్ఘాటించారు. అజ్ఞాత మావోయిస్టులు ఆయుధాలను విడిచిపెట్టి జనజీవన స్రవంతిలోకి వచ్చి, తెలంగాణ పునర్నిర్మాణంలో భాగస్వాములు కావాలని పిలుపునిచ్చారు. లొంగిపోయే మావోయిస్టులకు ప్రాణరక్షణ కల్పించడంతో పాటు, సాధారణ జీవితం గడిపేందుకు ప్రభుత్వం అన్ని రకాల సాయం అందిస్తుందని భరోసా ఇచ్చారు.
మావోయిస్టులు జనజీవనంలోకి రావాలని రాష్ట్ర ప్రభుత్వం ఇచ్చిన పిలుపునకు స్పందిస్తూ, హైదరాబాద్లోని ఐసీసీసీ (ICCC)లో జరిగిన కార్యక్రమంలో ముఖ్యమంత్రి గారి సమక్షంలో 130 మంది మావోయిస్టులు పోలీసులకు లొంగిపోయారు. వీరిలో ముగ్గురు రాష్ట్ర కమిటీ సభ్యులు, ఒక రీజినల్ కమిటీ సభ్యుడు, పది మంది డివిజనల్ కమిటీ సభ్యులు, 46 మంది ఏరియా కమిటీ సభ్యులు, 70 మంది పార్టీ సభ్యులు ఉన్నారు.
లొంగిపోయిన మావోయిస్టులు తమతో పాటు 124 అత్యాధునిక ఆయుధాలను పోలీసులకు అప్పగించారు. ఒకేసారి ఇంత పెద్ద సంఖ్యలో ఆయుధాలతో లొంగిపోవడం తొలిసారి అని అధికారులు పేర్కొన్నారు.
ఈ సందర్భంగా ముఖ్యమంత్రి గారు మాట్లాడుతూ, జనజీవన స్రవంతిలో కలవాలన్న రాష్ట్ర ప్రభుత్వ పిలుపును విశ్వసించి మావోయిస్టులు ముందుకు రావడం శుభపరిణామమన్నారు. లొంగిపోయిన వారి ప్రాణాలకు ఎలాంటి హాని కలగకుండా, వారికి ఆర్థిక సహాయం, ఇతర వసతులు కల్పిస్తామనే నమ్మకం కలిగించిన పోలీసు ఉన్నతాధికారులను అభినందించారు.
మహాత్మా గాంధీ తన శాంతియుత పోరాటంతో ఒక యుద్ధాన్ని జయించిన స్థాయిలో దేశానికి స్వాతంత్య్రం తెచ్చారని ముఖ్యమంత్రి గారు గుర్తుచేశారు. ఎంత పెద్ద సమస్యకైనా చర్చల ద్వారానే పరిష్కారం సాధ్యమని, నేడు దేశాల మధ్య యుద్ధాలు జరిగినా చివరకు చర్చల ద్వారానే సమస్యలు పరిష్కరించుకోవాల్సిన పరిస్థితి నెలకొన్నదన్నారు.
ఇటీవల లొంగిపోయిన మావోయిస్టు ముఖ్య నేతలు దేవ్ జీ, దామోదర్, రాజిరెడ్డి, చంద్రన్న తదితరులతో సమావేశమైనప్పుడు వారి పునరావాసానికి సంబంధించిన కొన్ని ప్రతిపాదనలు తన ముందుంచారని ముఖ్యమంత్రి గారు తెలిపారు. ఆ ప్రతిపాదనలను కేంద్ర హోం మంత్రి శ్రీ అమిత్ షా గారి దృష్టికి తీసుకెళ్లినట్లు చెప్పారు.
మావోయిస్టుల లొంగుబాటు, పునరావాసం విషయంలో తెలంగాణ ప్రభుత్వం మానవీయ కోణంలో వ్యవహరిస్తుందని ముఖ్యమంత్రి గారు స్పష్టం చేశారు. 2024 జనవరి నుంచి ఇప్పటివరకు తెలంగాణలో 721 మంది మావోయిస్టులు లొంగిపోయారని తెలిపారు.
లొంగిపోయిన వారికి ప్రభుత్వం అన్ని విధాలా అండగా ఉంటుందని హామీ ఇచ్చారు. మెరుగైన ఆర్థిక ప్యాకేజీపై కేంద్ర ప్రభుత్వంతో, అధికారులతో చర్చించి నిర్ణయం తీసుకుంటామని, ఇందిరమ్మ ఇళ్లతో పాటు నాణ్యమైన వైద్య సేవలు అందిస్తామని చెప్పారు.
కేంద్ర ప్రభుత్వం నుంచి వచ్చే సూచనల మేరకు చట్టపరమైన అంశాలను పరిశీలించి, కేసుల ఎత్తివేతపై ఆలోచన చేస్తామని, అవసరమైతే కేసుల పరిశీలనకు ఒక ప్రత్యేక కమిటీని ఏర్పాటు చేస్తామన్నారు.
సమాజంలో హింసకు స్థానం లేదని, ముప్పాళ్ల లక్ష్మణరావు అలియాస్ గణపతితో పాటు అజ్ఞాతంలో ఉన్న మావోయిస్టులు ఆయుధాలు వదిలి లొంగిపోతే వారికి ఆరోగ్యం, ఆర్థిక వెసులుబాటు, నివాస వసతి కల్పించేందుకు ప్రభుత్వం పూర్తి సహకారం అందిస్తుందని ముఖ్యమంత్రి గారు భరోసా ఇచ్చారు. ఈ సందర్భంగా లొంగిపోయిన మావోయిస్టులకు రివార్డు చెక్కులను అందజేశారు.
ముఖ్యమంత్రి గారి సమక్షంలో మావోయిస్టుల లొంగుబాటు సందర్భంగా రాష్ట్ర డీజీపీ శివధర్ రెడ్డి గారు, అదనపు డీజీ (ఇంటలిజెన్స్) విజయ్ కుమార్ గారు, ఎస్ఐబీ ఐజీ సుమతి గారు, ఇతర అధికారులు ఉన్నారు.
Hon’ble Chief Minister Shri A. Revanth Reddy reaffirmed that social challenges and public grievances cannot be resolved through violence or weapons. He emphasized that meaningful change in society is possible only through democratic means and called upon Maoists living in hiding to give up arms, join the mainstream and participate in the reconstruction of Telangana. He assured that the State Government would ensure their safety and extend full support to help them lead a normal life.
Responding to the State Government’s call, 130 Maoists surrendered before the police in the presence of the Chief Minister at a programme held at the Integrated Command and Control Centre (ICCC) in Hyderabad. Those who surrendered included three State Committee members, one Regional Committee member, ten Divisional Committee members, 46 Area Committee members and 70 party members.
The surrendered Maoists handed over 124 modern weapons to the police. Officials stated that this was the largest single-instance surrender of such a large number of weapons in the state.
Addressing the gathering, the Chief Minister described the development as a positive step and said it reflected the confidence Maoists had placed in the State Government’s call to return to the mainstream.
He appreciated the senior police officials, including State DGP Shivdhar Reddy, Additional DG Intelligence Vijay Kumar and SIB IG Sumati, for building confidence among the Maoists by assuring their safety and facilitating financial and other support.
Recalling the legacy of Mahatma Gandhi, the Chief Minister said India achieved independence through a peaceful struggle. He emphasized that even complex issues and conflicts are ultimately resolved through dialogue rather than violence.
The Chief Minister said that during his recent meeting with surrendered Maoist leaders Devji, Damodar, Rajireddy and Chandranna, they had presented certain proposals related to rehabilitation. He stated that these proposals were brought to the attention of Union Home Minister Shri Amit Shah.
The Chief Minister made it clear that the Telangana government would adopt a humanitarian approach towards the surrender and rehabilitation of Maoists. He noted that 721 Maoists have surrendered in Telangana since January 2024.
Assuring full support to those who surrendered, he said the government would discuss with officials and the Central Government on enhancing the financial package. He also stated that quality healthcare services and housing under the Indiramma Housing Scheme would be provided.
He added that legal aspects would be examined in accordance with the guidelines of the Central Government and that eligible cases may be considered for withdrawal. If necessary, a special committee would be constituted to review such cases.
Reiterating that violence has no place in society, the Chief Minister appealed to Maoists still in hiding, including Muppalla Lakshmana Rao alias Ganapathi, to give up arms and surrender. On the occasion, reward cheques were handed over to the surrendered Maoists.
