సమాజంలో దివ్యాంగులు ఆత్మగౌరవంతో నిలబడే విధంగా సహాయ సహకారాలు అందించడంలో ప్రభుత్వం మానవీయ కోణంలో పనిచేస్తుందని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు చెప్పారు. దివ్యాంగులు కుటుంబానికి భారమవుతున్నామని ఆత్మన్యూనతతో ఆందోళన చెందవద్దని, ప్రభుత్వం అన్ని విధాలుగా సహాయం అందిస్తుందని భరోసా ఇచ్చారు.
జ్యోతిరావు ఫూలే ప్రజాభవన్లో నిర్వహించిన కార్యక్రమంలో ముఖ్యమంత్రి గారు దివ్యాంగులకు సహాయ ఉపకరణాలను పంపిణీ చేశారు. ఈ కార్యక్రమంలో ఉప ముఖ్యమంత్రి మల్లు భట్టి విక్రమార్క గారు, మంత్రులు దామోదర రాజనర్సింహ గారు, ధనసరి అనసూయ సీతక్క గారు, అడ్లూరి లక్ష్మణ్ కుమార్ గారితో పాటు ప్రజాప్రతినిధులు, అధికారులు పాల్గొన్నారు.
ఇదే సందర్భంగా బాల భరోసా (Bala Bharosa) కార్యక్రమాన్ని ప్రారంభించారు. అలాగే ప్రణామ్ (Pranaam) పేరుతో వయోవృద్ధుల కోసం డే-కేర్ సెంటర్లను విర్చువల్గా ముఖ్యమంత్రి గారు ఆవిష్కరించారు. గతంలో ఎప్పుడూ లేని విధంగా ప్రభుత్వం రూ. 50 కోట్లు కేటాయించి అవసరమైన ఉపకరణాలను అందించి దివ్యాంగుల్లో ఆత్మవిశ్వాసం కల్పించడానికి ప్రయత్నిస్తుందని చెప్పారు.
“పోటీ ప్రపంచంలో తాము వెనకబడ్డామన్న ఆలోచన రాకుండా అన్ని రంగాల్లో దివ్యాంగులకు అవకాశం కల్పిస్తున్నాం. విద్య, ఉద్యోగాల్లో దివ్యాంగులకు అవసరమైన రిజర్వేషన్లు కల్పించడమే కాకుండా దివ్యాంగులు దివ్యాంగులను పెళ్లి చేసుకుంటే వారికి ఆర్థికంగా 2 లక్షల రూపాయల ఆర్థిక సహాయం అందించాలని నిర్ణయించాం.
దివ్యాంగులు క్రీడల్లో రాణించే విధంగా అన్ని విధాలుగా ప్రోత్సాహం అందిస్తున్నాం. ప్యారా ఒలింపిక్స్లో రాణించిన అమ్మాయికి ఉద్యోగం ఇచ్చాం. దివ్యాంగులు ఆత్మస్థయిర్యం కోల్పోకుండా ప్రభుత్వం కల్పిస్తున్న పథకాలను అందిపుచ్చుకోవాలి.
దివ్యాంగులకు సూదిని జైపాల్ రెడ్డి గారు స్ఫూర్తిగా నిలుస్తారు. ఏ రోజూ వైకల్యం అన్న ఆలోచన కూడా రానివ్వలేదు. దేశంలోనే ఒక మేధావిగా, ఉత్తమ పార్లమెంటేరియన్గా ఎదిగిన గొప్ప నాయకుడు. వారిని స్ఫూర్తిగా తీసుకోవాలి.
ట్రాన్స్జెండర్ల విషయంలో కూడా సమాజం వివక్ష చూపించడం, కుటుంబ నిర్లక్ష్యానికి గురయ్యే వారికి వివిధ శాఖల్లో ప్రభుత్వం ఉద్యోగం కల్పించడమే కాకుండా ఇందిరమ్మ ఇండ్లను కేటాయిస్తోంది. వారికి సమాజంలో సముచిత గౌరవం ఇవ్వడానికి, వారి హక్కుల గురించి వారే మాట్లాడే విధంగా మున్సిపల్ కార్పొరేషన్లలో కో-ఆప్షన్ సభ్యులుగా ఒక ట్రాన్స్జెండర్ను నామినేట్ చేయాలని సూచన చేశారు.
మైనారిటీలకు వివిధ జిల్లా పరిషత్లలో మున్సిపాలిటీల్లో కో-ఆప్షన్ తీసుకున్నట్టే ట్రాన్స్జెండర్లకు కూడా ప్రాతినిథ్యం ఇవ్వగలిగితే ప్రభుత్వం తమ పట్ల మానవత్వంతో చూస్తుందని, అండగా నిలుస్తుందన్న విశ్వాసం వారికి కలుగుతుందని, కో-ఆప్షన్ సభ్యులుగా నామినేట్ చేసే అంశంపై మంత్రివర్గ సమావేశంలో ఒక నిర్ణయం తీసుకుంటే బాగుంటుందని ఆలోచన.
వృద్ధ తల్లిదండ్రులు వారి రక్తాన్ని చమటగా మార్చి పిల్లలకు ఆస్తులు, విద్యను అందిస్తే, వయసు మీద పడినప్పుడు తల్లిదండ్రులను నిర్లక్ష్యం చేస్తున్నారు. దేశంలోనే మొట్టమొదటి సారిగా వయోవృద్ధుల సంక్షేమం కోసం ప్రభుత్వమే ఒక కుటుంబ పెద్దగా మారి ప్రణామ్ పేరుతో డే-కేర్ సెంటర్లను ప్రారంభిస్తోంది.
ప్రభుత్వ ఉద్యోగం చేస్తున్న వారు ఎవరైనా తమ తల్లిదండ్రులను నిర్లక్ష్యం చేస్తే, దానిపై ఫిర్యాదు అందితే ఉద్యోగస్తుల జీతాల్లోంచి 10 నుంచి 15 శాతం మేరకు కోత విధించి ఆ మొత్తాన్ని తల్లిదండ్రుల ఖాతాల్లో జమ చేసే విధంగా చట్టంలో మార్పు తేవలసిన అవసరం ఉంది.
తెలంగాణలో పేదలకు వంద శాతం వైద్య సహాయం అందించాల్సిన అవసరం ఉంది. వచ్చే బడ్జెట్ సమావేశాల్లో సమగ్రమైన హెల్త్ పాలసీ తీసుకొస్తాం. తెలంగాణ సమాజం సామాజిక న్యాయం, సమాన అవకాశాలను కోరుకుంటోందిం. అందులో భాగంగానే వందేళ్లుగా జరగని కుల గణనను విజయవంతంగా పూర్తి చేశాం. ఎన్నో ఏళ్లుగా పెండింగ్లో ఉన్న ఎస్సీ వర్గీకరణను పూర్తి చేశాం.
దేశంలో 2026 లో చేపడుతున్న జనభా లెక్కల్లో తెలంగాణ మాడల్ను ప్రమాణికంగా తీసుకుని కులగణన చేపడుతోందని చెబుతూ ఆ విషయాన్ని తెలంగాణ గర్వంగా చెప్పుకోగలదు.
రెండేళ్లలో సమస్యలన్నీ పరిష్కారమయ్యాయని చెప్పను. కానీ ఉన్న సమస్యలను పరిష్కరించడానికి ప్రభుత్వం ప్రణాళికలు రచిస్తుంది. ఇంకా చేయాల్సింది చాలా ఉంది. ప్రణాళికా బద్ధంగా తెలంగాణ ఆర్థికంగా అభివృద్ధి చెందిన రాష్ట్రంగా, పేద ప్రజలకు అండగా నిలిచే తొలి రాష్ట్రంగా తీర్చిదిద్దాలన్నదే మా సంకల్పం..” అని ముఖ్యమంత్రి గారు వివరించారు.
దివ్యాంగుల సహకార సంస్థ ఆధ్వర్యంలో ఏర్పాటు చేసిన ఈ కార్యక్రమంలో దివ్యాంగులకు ముఖ్యమంత్రి గారి చేతుల మీదుగా రెట్రోఫిట్టెడ్ మోటరైజ్డ్ వాహనాలు, బ్యాటరీతో నడిచే త్రిచక్ర వాహనాలు, బ్యాటరీ వీల్ చైర్లు, ల్యాప్టాప్లు, వినికిడి యంత్రాలు, మొబైల్ ఫోన్లు, ఇతర పరికరాలను పంపిణీ చేశారు.
Hon’ble Chief Minister Sri A. Revanth Reddy emphasized that the Telangana government is committed to a humane approach in supporting persons with disabilities, enabling them to live with dignity and self-respect. He assured that they should not feel anxious or perceive themselves as a burden, as the government is determined to provide assistance in every possible way.
At a program held at Jyotirao Phule Praja Bhavan, the Chief Minister distributed retrofitted motorized vehicles, battery-operated tricycles, battery wheelchairs, laptops, hearing aids, mobile phones, and other assistive devices to persons with disabilities. Deputy Chief Minister Mallu Bhatti Vikramarka, Ministers Damodara Rajanarasimha, Danasari Anasuya Seethakka, and Adluri Lakshman Kumar, along with public representatives and officials, participated in the event.
On this occasion, the Bala Bharosa program for persons with disabilities was launched, and the Chief Minister also virtually inaugurated day-care centers for the elderly under the Pranaam initiative. For the first time, the government has allocated ₹50 crore to provide necessary equipment and instill confidence in persons with disabilities. Opportunities are being created in all fields so that no one feels left behind in a competitive world. Along with reservations in education and employment, financial assistance of ₹2 lakh will be provided to couples where both partners are persons with disabilities.
The government is also providing encouragement in sports, giving jobs to achievers like a Paralympic medalist. The Chief Minister urged persons with disabilities to maintain self-confidence and make full use of the government schemes available. Shri S. Jaipal Reddy, who achieved national prominence despite his disability, was highlighted as an inspiration, proving that determination and perseverance can overcome challenges.
The transgender community, who often face discrimination and neglect, is being supported through jobs in various departments and allocation of Indiramma houses. The Chief Minister proposed nominating a transgender person as a co-opted member in Municipal Corporations to ensure representation, boost confidence, and empower them to speak for their rights.
The government is also taking steps to support the elderly. Many parents, despite their sacrifices, are neglected by children in old age. For the first time in the country, Telangana is acting as the “head of the family” for elderly welfare through the Pranaam program. A proposal has been made to amend the law so that if a government employee neglects their parents, 10–15% of their salary could be deposited into the parents’ accounts.
On healthcare, the Chief Minister emphasized the need to provide 100% medical assistance to the poor and announced plans to introduce a comprehensive health policy in the upcoming budget session. Telangana has successfully completed the caste census and SC categorization, which had been pending for decades, and is now being recognized nationally as a model for the 2026 census.
While acknowledging that challenges remain, the Chief Minister reaffirmed that the government is actively formulating plans to address existing issues and systematically develop Telangana into an economically advanced state that stands by its citizens, ensuring social justice and equal opportunities for all.
