మండలాలు, రెవెన్యూ డివిజన్లు, జిల్లాల పునర్వవస్థీకరణపై వస్తున్న డిమాండ్ల నేపథ్యంలో వాటిపై సమగ్ర అధ్యయనం కోసం సుప్రీంకోర్టు లేదా హైకోర్టు రిటైర్డ్ జడ్జీ నేతృత్వంలో ఒక ఉన్నతస్థాయి కమిషన్ను నియమిస్తామని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు ప్రకటించారు. ఈ విషయంతో పాటు సంక్రాంతి పండుగ కానుకగా రాష్ట్ర ప్రభుత్వ ఉద్యోగులకు డీఏ విడుదలకు సంబంధించిన ఫైలుపై సంతకం చేసినట్టు తెలిపారు.
డాక్టర్ బీఆర్ అంబేద్కర్ రాష్ట్ర సచివాలయంలో తెలంగాణ గెజిటెడ్ ఆఫీసర్స్ సెంట్రల్ అసోసియేషన్ రూపొందించిన 2026 డైరీ, క్యాలెండర్ను ముఖ్యమంత్రి గారు ఆవిష్కరించారు.
ఈ సందర్భంగా రాష్ట్ర ప్రజలకు, ప్రభుత్వ ఉద్యోగులందరికీ సంక్రాంతి పండుగ శుభాకాంక్షలు తెలియజేశారు. ఇదే సమయంలో ముఖ్యమంత్రి గారు ఉద్యోగులకు సంబంధించిన పలు అంశాలపై మాట్లాడారు.
“మండలాలు, జిల్లాలు ఇటుఅటుగా మార్చాలని ఇటీవల రకరకాల డిమాండ్లు వస్తున్నాయి. తొందరల్లోనే సుప్రీంకోర్టు లేదా హైకోర్టు రిటైర్డ్ జడ్జి నేతృత్వంలో వివిధ రంగాల నిపుణులు, ఉన్నతాధికారులతో ఒక కమిషన్ను నియమిస్తాం.
ఆ కమిషన్ వివిధ జిల్లాలు, ప్రాంతాల్లో పర్యటించి నియోజకవర్గాల పునర్విభజన ప్రక్రియ తరహాలోనే అధ్యయనం చేసి ప్రజల అభిప్రాయాలను సేకరిస్తుంది. ఆ కమిషన్ నివేదికను అసెంబ్లీ ముందు పెట్టి సమగ్రంగా చర్చించిన తర్వాత రేషనలైజేషన్కు సంబందించి మార్గదర్శకాలను విడుదల చేస్తాం.
ఉద్యోగుల బెనిఫిట్స్కు సంబంధించి 11 వేల కోట్ల రూపాయల బకాయిలున్నాయి. కాంట్రాక్టర్లకు చెల్లించాల్సిన బకాయిలు 40 వేల కోట్ల రూపాయలు. ఇవి కాకుండా సింగరేణి విద్యుత్ సంస్థకు బకాయిలు. మొత్తంగా 1.11 లక్షల కోట్ల రూపాయల బకాయిలున్నాయి. బ్యాంకుల్లో తీసుకున్న రుణాలకు అదనం. అన్నింటినీ లెక్కలు కడితే 8.11 లక్షల కోట్ల అప్పుల భారం మా ప్రభుత్వంపై పడింది.
అందుకే అధికారం చేపట్టిన వెంటనే ఆర్థిక పరిస్థితిపై శాసనసభలో శ్వేతపత్రం పెట్టి చర్చకు పెట్టాం. వీటన్నింటినీ క్రమేపే చెల్లించడానికి నెలకు 30 వేల కోట్లు అవసరముండగా, రాష్ట్రానికి నెలకు 18 వేల నుంచి 18,500 కోట్ల ఆదాయం వస్తుంది.
సగటు మధ్య తరగతి ఉద్యోగి గౌరవంగా, గుంబనంగా అందరిముందు సంతోషంగా ఉన్నట్టు ఏ రకంగా సంసారాన్ని ముందుకు నడిపిస్తున్నారో, ఒక రకంగా అదే తీరుగా ప్రభుత్వం ముందుకు వెళుతోంది. ఒక్కొక్కటికీ సవరించుకుంటూ వస్తున్నాం.
రాష్ట్ర ప్రభుత్వాన్ని నడిపిస్తున్నది లక్షలాది ఉద్యోగులే. ప్రభుత్వానికి సమాజంలో గౌరవం నిలబడిందంటే అందుకు ప్రధాన కారణం ఉద్యోగులే. ప్రభుత్వం అమలు చేస్తున్న సంక్షేమ పథకాలు పేదలకు చేర్చుతున్న సారధులు, వారధులు ఉద్యోగస్తులే.
గత ప్రభుత్వంలో నెల నెలా జీతభత్యాలు ఎప్పుడు పడేవి. ఈ ప్రభుత్వంలో ఎప్పుడొస్తున్నాయని ఒక్కసారి ఆలోచించండి. ఒక్కటొక్కటిగా అన్నీ పరిష్కరిస్తున్నాం. ఉద్యోగులకు చెల్లించాల్సిన డీఏకు సంబంధించిన ఫైలుపై సంతకం చేసి ఇక్కడికి వచ్చా. ఈ డీఏ వల్ల ప్రభుత్వంపై ప్రతి నెలా 225 కోట్ల భారం పడుతుంది.
రిటైర్మెంట్ బెనిఫిట్స్, ఆరోగ్య భద్రత, సంఘం కార్యాలయ నిర్మాణం విషయంలో సానుకూలంగా ఉంటాం. సంఘం కార్యాలయాల నిర్మాణం కోసం మీరు ఎంత చెల్లిస్తే అంత మ్యాచింగ్ గ్రాంటుగా ప్రభుత్వం చెల్లించడానికి సిద్దంగా ఉంది. రాష్ట్ర స్థాయిలో గెజిటెడ్ అధికారుల ఆఫీసు కోసం స్థలం ఇస్తాం.
ఉద్యోగుల సమస్యలపై ఇచ్చిన వినతిపత్రంపై ప్రభుత్వ ప్రధాన కార్యదర్శి గారితో మరోసారి సమావేశం ఏర్పాటు చేయించి పరిశీలిస్తాం.
ప్రతి ప్రభుత్వ ఉద్యోగికి ఆరోగ్య భద్రతకు సంబంధించి 1 కోటి రూపాయల ప్రమాద బీమా సౌకర్యం కల్పించడంపై త్వరలోనే నిర్ణయం తీసుకుంటాం. పదవీ విరమణ బెనిఫిట్స్ ఉద్యోగుల హక్కు. పదవీ విరమణ వయసును 58 నుంచి 61 కు పెంచిన పరిణామాల వల్ల ప్రస్తుతం ప్రతి నెలా దాదాపు వెయ్యి మంది పదవీ విరమణ చేస్తున్నారు. ఉద్యోగుల బెనిఫిట్స్ కోసం ప్రతి నెలా కొంత చెల్లిస్తూ వస్తున్నాం. వచ్చే ఆర్థిక సంవత్సరం నుంచి మరింత పెంచుతాం.
ప్రభుత్వంలో ఉద్యోగులు, పాలకులు వేర్వేరు కాదు. ప్రభుత్వంపై సంపూర్ణ విశ్వాసం ఉంచండి. ఆదాయం పెంచడానికి కొత్తగా పన్నులు ఏమీ పెంచడం లేదు. లొసుగులు ఉన్న చోట సవరించి పన్ను కట్టకుండా తప్పించుకుంటున్న వారిని పట్టుకుంటే ఆదాయం పెరిగి సంక్షేమ పథకాల అమలు చేయడంతో పాటు ఉద్యోగులకు చెల్లించాల్సిన జీతభత్యాలతో పాటు బెనిఫిట్స్ కూడా సమయానికి చెల్లించవచ్చు.
ఈ ప్రభుత్వం మనందరిదీ. ప్రజలిచ్చిన అవకాశం సద్వినియోగం చేసుకుందాం. ఉద్యోగులకు ప్రభుత్వం ఎప్పుడూ సహకారం అందిస్తుంది” అని ముఖ్యమంత్రి గారు ఉద్యోగులకు సంబంధించిన అనేక అంశాలను విడమరిచి చెప్పారు. ఈ కార్యక్రమంలో తెలంగాణ గెజిటెడ్ ఆఫీసర్స్ సెంట్రల్ అసోసియేషన్ కార్యవర్గం, ప్రతినిధులు, ఉద్యోగులు పాల్గొన్నారు.
In light of demands for the reorganization of mandals, revenue divisions, and districts, Hon’ble Chief Minister Sri A. Revanth Reddy announced that a high-level commission, headed by a retired Supreme Court or High Court judge, will be appointed to conduct a comprehensive study on the matter. He also informed that he had signed the file for the release of Dearness Allowance (DA) for state government employees as a Sankranthi festival gift.
The Chief Minister unveiled the 2026 diary and calendar designed by the Telangana Gazetted Officers Central Association at the Dr. B.R. Ambedkar State Secretariat.
On this occasion, he extended Sankranthi festival greetings to the people of Telangana and all government employees and spoke on several issues concerning them.
“Recently, there have been demands to rearrange mandals and districts. Soon, we will appoint a commission headed by a retired Supreme Court or High Court judge, comprising experts from various fields and senior officials.
This commission will tour districts and regions, conduct studies similar to the constituency delimitation process, and collect public opinion. After presenting the commission’s report to the Assembly and holding a comprehensive discussion, guidelines regarding rationalization will be issued.
There are outstanding dues of Rs. 11,000 crore related to employee benefits, Rs. 40,000 crore payable to contractors, along with dues to Singareni and the power company. In total, the outstanding dues amount to Rs. 1.11 lakh crore, in addition to loans from banks. Overall, a debt burden of Rs. 8.11 lakh crore has fallen on the government.
Immediately after assuming power, the government presented a white paper on the financial situation in the Legislative Assembly and initiated discussions. While Rs. 30,000 crore per month is required to gradually pay off all debts, the state currently receives a monthly income of only Rs. 18,000–18,500 crore.
The Chief Minister noted that the government is managing finances step by step, akin to how an average middle-class household manages with dignity.
He emphasized that the state government is run by lakhs of employees, who form the backbone of governance, ensuring that welfare schemes reach the poor effectively.
Reflecting on the past, he said, “Think about when salaries and allowances were paid during the previous government’s tenure and compare with the present. We are resolving issues one by one. I signed the file for Dearness Allowance (DA), which will result in an additional ₹225 crore per month for the government.”
The government will be positive regarding retirement benefits, health security, and construction of association offices. It will provide a matching grant for association office construction, and land will be allotted for the state-level office of gazetted officers.
Another meeting with the Chief Secretary will be arranged to review representations submitted regarding employee issues.
The government is also considering providing accident insurance coverage of ₹1 crore for every government employee. With the increase in retirement age from 58 to 61, around 1,000 people retire each month, and employee benefits are being steadily enhanced.
“Employees and rulers are not separate entities in government. Have complete faith in the government. We are not imposing new taxes; by correcting loopholes and preventing tax evasion, we can increase revenue to implement welfare schemes and pay salaries, allowances, and benefits on time,” he said.
“This government belongs to all of us. Let’s make good use of the opportunity given by the people. The government will always extend its cooperation to employees,” he concluded.
The program was attended by the executive committee, representatives, and employees of the Telangana Gazetted Officers Central Association.
