రోడ్డు భద్రతను అత్యంత ప్రాధాన్యత కలిగిన అంశంగా గుర్తించి ప్రమాదాల నివారణకు అవసరమైన చర్యలు తీసుకోవలసిన అవసరం ఉందని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు చెప్పారు. ట్రాఫిక్ సమస్యను నియంత్రించడానికి ఆధునిక సాంకేతిక పరిజ్ఞానం వినియోగించుకోవాలని సూచించారు.
రాష్ట్ర పోలీస్ శాఖ ఆధ్వర్యంలో హైదరాబాద్ యూసుఫ్గూడలోని కోట్ల విజయభాస్కర్ రెడ్డి ఇండోర్ స్టేడియంలో అరైవ్ అలైవ్ ( Arrive Alive) రోడ్డు భద్రత అవగాహన కార్యక్రమంలో ముఖ్యమంత్రి గారు పాల్గొని ప్రసంగించారు. ట్రాఫిక్ నియంత్రణ విషయంలో ఇకనుంచి కఠిన చర్యలు తీసుకోవాలని ముఖ్యమంత్రి గారు చెప్పారు.
రోడ్డు భద్రతపై విద్యార్థుల్లో అవగాహన కల్పించడం, సిగ్నల్ వ్యవస్థను బలోపేతం చేసుకోవడం, రవాణా వ్యవస్థను పూర్తిగా ప్రక్షాళన చేయాలని ముఖ్యమంత్రి గారు నొక్కి చెప్పారు. రోడ్డు ప్రమాదాల నివారణను ప్రధాన ఎజెండాగా విధివిధానాలతో నూతన చట్టం తీసుకురావలసిన అవసరం ఉందని చెప్పారు.
“ఒకప్పుడు శాంతి భద్రతలు ప్రధాన సమస్యగా ఉండేది. ఇప్పుడు ట్రాఫిక్ నియంత్రణ అతిపెద్ద సవాలుగా మారింది. ఇప్పుడు అత్యంత ప్రాధాన్యతగా పరిగణించాల్సిన అవసరం ఉంది. రోడ్డు భద్రత కోసం డీజీ, అదనపు డీజీ స్థాయి అధికారి పర్యవేక్షణలో ప్రత్యేక చర్యలు చేపట్టాలి.
ట్రాఫిక్ నియంత్రణ కోసం గూగుల్ తో అవగాహన ఒప్పందం చేసుకున్నాం. సీసీ కెమెరాలను కమాండ్ కంట్రోల్ సెంటర్తో అనుసంధానం చేసుకోవడమే కాకుండా ఆధునిక సాంకేతిక వ్యవస్థను ఉపయోగించుకుని మరింత బలోపేతం చేయాల్సిన అవసరం ఉంది.
దేశంలో ప్రతి నిమిషానికి ఒక రోడ్డు ప్రమాదం. ప్రతి 3 నిమిషాలకు ఒక ప్రాణాన్ని కోల్పోవడం దురదృష్ణకరం. రోడ్డు ప్రమాదాల నివారణకు విద్యార్థి దశలోనే ఒక అవగాహన కల్పించాలని కేంద్ర రాష్ట్ర ప్రభుత్వాలు భావిస్తున్నాయి. డ్రైవింగ్ చేసేప్పుడు మనం తప్పు చేయకపోయినా, ఎదుటివారి తప్పిదాల వల్ల ప్రాణాలు కోల్పోతున్నారు. రోడ్డు ప్రమాదాలను ట్రాఫిక్ నిబంధనలు పాటించకుండా చేసిన హత్యలుగా భావించాలి.
సైబర్ క్రైమ్ పెరిగిన నేపథ్యంలో నియంత్రించడానికి ప్రత్యేక వ్యవస్థను ఏర్పాటు చేసుకున్నట్టు, తీవ్రవాదాన్ని అణిచివేయడానికి కౌంటర్ ఇంటెలిజెన్స్, ఆక్టోపస్ లాంటి సంస్థలను, టెర్రరిస్టు, మిలిటెంట్ కార్యక్రమాలను నియంత్రించడానికి గ్రేహౌండ్స్ వ్యవస్థలను ప్రారంభించి దేశానికి ఆదర్శంగా నిలిచాం.
మాదకద్రవ్యాలను నియంత్రించడానికి ఈగల్ ఫోర్స్ను ఏర్పాటు చేసుకున్నాం. అలాగే చెరువులు, కుంటల కబ్జాలను నివారించడానికి హైడ్రాను ఏర్పాటు చేసుకున్నాం. అదే తరహాలో ఇప్పుడు ట్రాఫిక్ నియంత్రణకు ప్రత్యేక వ్యవస్థను ఏర్పాటు చేసుకోవాలి.
మైనర్లు వాహనాలు నడపడం, డ్రంకెన్ డ్రైవ్ చేసేవారిని నియంత్రించాలి. ఉల్లంఘనలపై చలాన్లు వేస్తున్నారు. మళ్లీ వాటిని కట్టడానికి ఆఫర్లు ఇస్తున్నారు. వారి బ్యాంక్ అకౌంట్లతో వాహనాలను అనుసంధానం చేయండి. చలాన్ పడిన వెంటనే వారి బ్యాంక్ ఖాతా నుంచి అటోమేటిక్గా డబ్బులు కట్ అయ్యేలా బ్యాంకులతో సమన్వయం చేసుకునే ప్రణాళికలు చేయండి.
పిల్లలకు వాహనాలు ఇచ్చి ప్రమాదాలకు కారణమవుతున్న తల్లిదండ్రులపైన కేసులు నమోదు చేయాలి. ఇలాంటి వాటిని నివారించడానికి చిన్నతనం నుంచి అవగాహన కల్పించాలి” అని ముఖ్యమంత్రి గారు అన్నారు.
రోడ్డు భద్రతపై ఒక అహగాహన కార్యక్రమాన్ని ఏర్పాటు చేసి, రోడ్డు ప్రమాదాల నివారణకు ప్రణాళికను రూపొందించడాన్ని ఈ సందర్భంగా ముఖ్యమంత్రి గారు పోలీసు శాఖను అభినందించారు.
ఈ కార్యక్రమంలో మంత్రి పొన్నం ప్రభాకర్ గారు, పలువురు ప్రజా ప్రతినిధులు, హోం శాఖ ముఖ్య కార్యదర్శి సీవీ ఆనంద్ గారు, డీజీపీ శివధర్ రెడ్డి గారు, హైదరాబాద్ పోలీస్ కమిషనర్ సజ్జనార్ గారితో పాటు పలువురు ఉన్నతాధికారులు పాల్గొన్నారు.
Hon’ble Chief Minister Sri A. Revanth Reddy emphasized that road safety must be recognized as a top priority and that all necessary measures should be taken to prevent accidents. He suggested utilizing modern technology to address traffic problems and improve overall road management.
The Chief Minister participated in and addressed the ‘Arrive Alive’ road safety awareness program organized by the State Police Department at the Kotla Vijayabhaskar Reddy Indoor Stadium in Yousufguda, Hyderabad. He stated that strict measures would be implemented for traffic control and highlighted the need to create awareness among students, strengthen the traffic signal system, and completely overhaul the transportation system. He also mentioned the requirement of a new law with policies and procedures that make road accident prevention a primary agenda.
“Earlier, law and order was the main challenge. Today, traffic control has become the biggest issue and must be given top priority under the supervision of DG and Additional DG-level officers,” the Chief Minister said. He added that the government has signed a Memorandum of Understanding with Google for traffic management. CCTV cameras will be linked to the Command and Control Center, and the system will be further strengthened using modern technology.
The Chief Minister noted that a road accident occurs every minute in the country, and a life is lost every three minutes. Awareness must be created from a young age to prevent accidents, as even careful drivers can lose lives due to the mistakes of others. He stressed that road accidents caused by not following traffic rules should be considered serious offenses.
He cited the government’s special systems for public safety, including Counter Intelligence and Octopus for terrorism control, Greyhounds for militant activities, Eagle Force for narcotics control, and Hydraa to prevent encroachment of lakes and ponds. In a similar manner, he said a dedicated system is required for traffic control. Minors driving vehicles and those under the influence of alcohol must be strictly monitored. Challans should be linked to bank accounts for automatic deduction, and parents allowing unsafe driving should also be held accountable.
The Chief Minister commended the police department for organizing the awareness program and formulating plans to prevent road accidents. Minister Ponnam Prabhakar, several public representatives, Home Department Principal Secretary CV Anand, DGP Shivadhar Reddy, Hyderabad Police Commissioner Sajjanar, and other senior officials participated in the program.
