శ్రీశైలం ఎడమ గట్టు కాలువ (SLBC) టన్నెల్ పనులను ఎట్టి పరిస్థితుల్లోనూ పూర్తి చేయాలని ప్రభుత్వం దృఢ సంకల్పంతో ఉందని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు పునరుద్ఘాటించారు. ఎన్ని అడ్డంకులొచ్చినా తొలగించుకుంటూ ఈ ప్రాజెక్టును పూర్తి చేస్తామని స్పష్టం చేశారు.
ఎస్ఎల్బీసీ టన్నెల్ పనుల కోసం నేషనల్ జియోఫిజికల్ రీసెర్చ్ ఇనిస్టిట్యూట్ (NGRI) శాస్త్రవేత్తల నేతృత్వంలో అచ్చంపేట మండలం మన్నెవారిపల్లి వద్ద ముఖ్యమంత్రి గారి సమక్షంలో హెలికాప్టర్ ద్వారా హెలిబోర్న్ ఏరియల్ ఎలక్ట్రోమ్యాగ్నెటిక్ సర్వే ప్రారంభమైంది.
ఈ సందర్భంగా మంత్రులు ఉత్తమ్ కుమార్ రెడ్డి గారు, కోమటిరెడ్డి వెంకటరెడ్డి గారు, స్థానిక శాసనసభ్యులతో కలిసి ముఖ్యమంత్రి గారు మీడియాతో మాట్లాడారు.
“రెండు దశాబ్దాల కాలంగా పెండింగ్లో ఉన్న ఈ ప్రాజెక్టును మా ప్రభుత్వం అధికారంలోకి వచ్చిన తర్వాత తిరిగి చేపట్టాం. ఆ క్రమంలో ఎదురైన అనుభవాలను దృష్టిలో పెట్టుకుని మిగిలిపోయిన 9.8 కిలోమీటర్ల పనుల కోసం ఎన్జీఆర్ఐ శాస్త్రవేత్తలు, టన్నెల్ నిర్మాణాల్లో అనుభవం కలిగిన ఆర్మీ అధికారుల సేవలను వినియోగించి ముందుకు వెళుతున్నాం.
ఎన్జీఆర్ఐ నేతృత్వంలో నిర్వహిస్తున్న సర్వే వల్ల భూగర్భంలో 800 నుంచి 1000 మీటర్లలోపు ప్రతి 2.5 మీటర్లలో రాయి, నీటి ప్రవాహాలకు సంబంధించిన పరిస్థితి ఎలా ఉందన్నది తెలుస్తుంది. ఈ ప్రాజెక్టు ప్రాంతమంతా టైగర్ రిజర్వ్ ఉంది. పర్యావరణం విషయంలో కూడా చాలా జాగ్రత్తలు తీసుకోవాలి.
గ్రావిటీ ద్వారా 30 టీఎంసీలను 3 లక్షల ఎకరాలకు సాగునీరు, 30 లక్షల మందికి తాగునీరు సరఫరాకు ఉద్దేశించిన ఈ ప్రాజెక్టుకు 1983 లో పునాది పడినప్పటికీ ఆ తర్వాత రెండు దశాబ్దాల పాటు పనులు జరగలేదు. తిరిగి 2004 లో నల్గొండ జిల్లా ప్రజాప్రతినిధుల ఒత్తిడి మేరకు ఆనాటి ముఖ్యమంత్రి వైఎస్ రాజశేఖర్ రెడ్డి గారి హయాంలో ప్రాజెక్టు టన్నెల్-1, టన్నెల్ 2 పనులు ప్రారంభమయ్యాయి.
గ్రావిటీ ద్వారా నీటిని తరలించే ఈ ప్రాజెక్టు 44 కి.మీ టన్నెల్ కోసం ఆనాడు దాదాపు 33 కి.మీ పూర్తి చేయగా, గత ప్రభుత్వ హయాంలో దశాబ్దకాలం ఈ ప్రాజెక్టు పూర్తిగా నిర్లక్ష్యానికి గురైంది. ప్రాజెక్టును ప్రారంభించిన నాడు ప్రపంచంలోనే అత్యంత అధునాతన టన్నెల్ బోర్ మిషన్ ఉపయోగించి ప్రయోగాత్మకంగా పనులు చేపట్టారు.
దేశంలోనే ఇదొక అత్యుత్తమ ప్రాజెక్టు. 44 కి.మీ టన్నెల్ ప్రాజెక్టు ప్రపంచంలోనే మరెక్కడా లేదు. ఈ ప్రాజెక్టు పూర్తయితే తెలంగాణకు మంచి పేరు రావడమే కాకుండా నయా పైసా ఖర్చు లేకుండా గ్రావిటీతో నీటిని సరఫరా చేయొచ్చు. ప్రస్తుతం ఏఎంఆర్ ప్రాజెక్టు ద్వారా తరలిస్తున్న నీటికి కేవలం విద్యుత్ చార్జీల కోసం ఏటా 500 కోట్ల రూపాయలు చెల్లించాల్సి వస్తోంది. గడిచిన పదేండ్లలో కేవలం విద్యుత్ చార్జీలే 5 వేల కోట్లు చెల్లించాం.
ఎస్ఎల్బీసీతో పాటు కృష్ణా నదిపై బీమా, నెట్టంపాడు, కోయిల్సాగర్ లాంటి ప్రాజెక్టులను పూర్తి చేయకపోవడం వల్ల సాధించుకున్న తెలంగాణ లక్ష్యం నెరవేరలేదు. కృష్ణా నదిపై ఏ ఒక్క ప్రాజెక్టును కూడా పూర్తి చేయని కారణంగా మన వాటా మనం వాడుకోలేకపోయాం. నికర జలాల హక్కులు కలిగినప్పటికీ పదేండ్లలో ఏ ఒక్క ప్రాజెక్టు పూర్తి చేయకపోవడంతో తెలంగాణలోని ప్రాజెక్టులపై ఆంధ్రప్రదేశ్ ఇప్పుడు అభ్యంతరం చెబుతోంది.
మా ప్రభుత్వం అధికారంలోకి వచ్చిన తర్వాత ఎస్ఎల్బీసీని పూర్తి చేయాలని సంకల్పంతో ముందుకు వెళ్లినప్పుడు ఊహించని ప్రమాదం సంభవించింది. మాకెంతో బాధ కలిగించింది. ప్రమాదంలో మరణించిన కుటుంబాలను ఆదుకున్నాం. అందుకే అనుభవం, అత్యంత నైపుణ్యం ఉన్న వారిని ఇక్కడికి రప్పించాం. ప్రాజెక్టును పూర్తి చేయడానికి భారత సైన్యం నుంచి కూడా అధికారిని డిప్యుటేషన్పై తెచ్చుకున్నాం.
ఈ క్రమంలో టన్నెల్ పనులను ముందుకు తీసుకెళ్లడానికి భూగర్భంలో ఉన్న పరిస్థితులను అధ్యయనం చేయడానికి ఈ సర్వేను చేపట్టాం. పైగా అదనంగా పైగా ఖర్చు లేకుండా ఆనాడు వేసిన అంచనాలతోనే ఈనాడు పనులు పూర్తి చేయనున్నాం.
నీటి పారుదల ప్రాజెక్టుల విషయంలో ఉమ్మడి మహబూబ్నగర్, నల్గొండ జిల్లాలకు ఇప్పటికే తీవ్ర నష్టం వాటిల్లింది. ఈ ప్రాజెక్టును పూర్తి చేయకపోతే ప్రజలు క్షమించరు. ఇప్పుడు పూర్తి చేసుకోలేకపోతే మరెప్పుడూ పూర్తి చేసుకోలేం. ఎన్ని అడ్డంకులొచ్చినా తొలగించుకుంటూ దీన్ని పూర్తి చేసుకోవలసిన బాధ్యత అందరిపైనా ఉంది. నిధులకు ఎలాంటి ఆటంకం లేదు. గ్రీన్ చానెల్ ద్వారా మంజూరు చేస్తాం.
ప్రాజెక్టు పనులను పూర్తి చేయడానికి మర్లపాడు తండా, కేశీ తాండా, నక్కలగండి తాండా వాసులకు డిసెంబర్ 31 నాటికి ఆర్ అండ్ ఆర్ ప్యాకేజీ చెల్లింపులు పూర్తి చేస్తాం. ఈ ప్రాజెక్టు కింద భూములు కోల్పోతున్న వారికి ఎలాంటి నష్టం లేకుండా ఆదుకునే బాధ్యత ప్రభుత్వానిది..” అని స్పష్టం చేశారు.
Hon’ble Chief Minister Shri A. Revanth Reddy has reaffirmed the government’s firm resolve to complete the Srisailam Left Bank Canal (SLBC) tunnel works. He emphasized that the project will be completed by overcoming all obstacles.
A heliborne aerial electromagnetic survey for the SLBC tunnel works was started at Mannewaripalli in Achampeta mandal under the leadership of scientists from the National Geophysical Research Institute (NGRI), in the presence of the Chief Minister.
On this occasion, the Chief Minister, along with Ministers Uttam Kumar Reddy and Komatireddy Venkata Reddy and local legislators, spoke to the media.
“This project, which has been pending for two decades, was revived after our government came to power. Based on the experiences gained earlier, we are moving forward by utilizing the expertise of NGRI scientists and Army officers experienced in tunnel construction for the remaining 9.8 km of works.
The survey being conducted by NGRI will help identify the geological structure and water flow patterns every 2.5 meters within 800 to 1000 meters below the surface. The entire project area falls within a tiger reserve, and utmost care is being taken to ensure environmental protection.
The project, intended to supply 30 TMC of water through gravity for irrigation to 3 lakh acres and drinking water to 30 lakh people, was first conceived in 1983. However, work did not progress for nearly two decades. It was revived in 2004 during the tenure of the then Chief Minister Y.S. Rajasekhar Reddy following representations from public representatives of Nalgonda district, leading to the commencement of Tunnel-1 and Tunnel-2 works.
Of the total 44 km tunnel, about 33 km was completed earlier. Unfortunately, the project was neglected for a decade under the previous government. When it was first initiated, the world’s most advanced tunnel boring machine was used for experimental operations.
This is one of the most significant projects in the country. There is no tunnel project of 44 km length anywhere else in the world. Once completed, this project will not only bring recognition to Telangana but also enable water supply through gravity without additional expenditure. Currently, Rs. 500 crore per year is being spent on electricity charges for pumping water through the AMR project, amounting to Rs. 5,000 crore over the last ten years.
Telangana’s irrigation potential could not be realized due to the non-completion of projects such as SLBC, Bheema, Nettampadu, and Koilsagar on the Krishna River. Despite having rightful water shares, no major project was completed in the last decade, resulting in Andhra Pradesh now raising objections over Telangana’s projects.
After our government assumed office and decided to complete the SLBC project, an unexpected accident occurred, which caused deep sorrow. The government supported the families of those who lost their lives. To ensure safety and efficiency, experienced experts were brought in, including an officer from the Indian Army on deputation.
This survey has been undertaken to study underground conditions and ensure the smooth continuation of the tunnel works. Moreover, the works will be completed as per the original estimates without any additional cost.
The joint Mahabubnagar and Nalgonda districts have already suffered losses due to delays in irrigation projects. This project must be completed now—if not, it may never happen. It is everyone’s responsibility to overcome all challenges and see it through. There will be no shortage of funds, and the required allocations will be made through the green channel.
The government will complete the R&R package payments to the residents of Marlapadu Thanda, Keshi Thanda, and Nakkalagandi Thanda by December 31. The Chief Minister reiterated that it is the government’s responsibility to ensure that those who lose land under this project are fully supported and do not face any hardship.” the Chief Minister assured.
