బీసీ, ఎస్సీ, ఎస్టీ, మైనారిటీ సంక్షేమ వసతి గృహాలలో అత్యవసర పనులకు రాష్ట్ర ప్రభుత్వం ముఖ్యమంత్రి సహాయ నిధి (CMRF) నుంచి 60 కోట్ల రూపాయలు కేటాయించింది. ఈ నిధులను హాస్టళ్లలో డైట్ ఛార్జీలు, తాత్కాలిక సిబ్బంది జీతాల విడుదల, హాస్టళ్లలో మోటార్ల మరమ్మతులు, ఇతర అత్యవసర పనులకు వినియోగించుకునే వెసులుబాటు కలిగించింది.
హాస్టళ్లకు కేటాయించిన నిధుల చెక్కులను ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు ఆయా శాఖల సీనియర్ అధికారులకు అందజేశారు. బీసీ, ఎస్సీ, ఎస్టీ, మైనారిటీ సంక్షేమ గృహాలు, విద్యా సంస్థలపై ఐసీసీసీలో ముఖ్యమంత్రి గారు ఉన్నతస్థాయి సమీక్ష నిర్వహించారు.
రాష్ట్రంలోని సంక్షేమ హాస్టళ్లపై ప్రత్యేక శ్రద్ధ వహించాలని, హాస్టళ్లలో ఉంటున్న విద్యార్థులు, బోధన, బోధనేతర సిబ్బంది ముఖ గుర్తింపుకు ఏర్పాట్లు చేయాలని ఈ సందర్భంగా ముఖ్యమంత్రి గారు అధికారులను ఆదేశించారు. పూర్తి స్థాయి డేటా, జవాబుదారీతనం ఉండాలని చెప్పారు. ఈ సందర్భంగా అధికారులకు పలు సూచనలు చేశారు.
“విద్యార్థులకు అందించే ఆహారం నాణ్యతను తెలుసుకునేందుకు యాప్ను ఉపయోగించాలి. విద్యార్థులకు సరైన పోషకాలతో కూడిన నాణ్యమైన, పోషకాహారం అందేలా చర్యలు తీసుకోవాలి. దాంతో వారికి లభించే కేలరీలను తెలుసుకోవాలి.
హాస్టల్ విద్యార్థులకు అందించే యూనిఫాంలు, పుస్తకాలు సకాలంలో సక్రమంగా అందేలా సీనియర్ అధికారులు చూసుకోవాలి. హాస్టళ్లలో ఉన్న సౌకర్యాలు, ఇతర వసతులు, వాటి నిర్వహణకు సంబంధించిన పూర్తి సమాచారాన్ని ఎప్పటికప్పుడు డాష్బోర్డ్లో అప్లోడ్ చేయాలి.
హాస్టళ్లలోని విద్యార్థుల ఆరోగ్యంపై ప్రత్యేక శ్రద్ధ వహించాలి. ప్రతి జిల్లాలోని ప్రభుత్వ, ప్రైవేట్ వైద్య కళాశాలలు, కమ్యూనిటీ హెల్త్ సెంటర్లు, ఏరియా ఆసుపత్రులను హాస్టళ్లతో అనుసంధానించాలి. హాస్టళ్లలో వైద్య శిబిరాలు నిర్వహించాలి. అత్యవసర సమయాల్లో వైద్యులు విద్యార్థులకు అందుబాటులో ఉండాలి. జిల్లా కలెక్టర్లు, అదనపు కలెక్టర్లు తరచుగా హాస్టళ్లను సందర్శించి విద్యార్థులకు మెరుగైన సేవలు అందేలా చూడాలి..” అని ముఖ్యమంత్రి గారు స్పష్టమైన ఆదేశాలిచ్చారు.
బీసీ, ఎస్సీ, ఎస్టీ, మైనారిటీ హాస్టళ్లకు స్కాలర్షిప్లు, సిబ్బంది జీతాలు, డైట్ ఛార్జీలు, నిర్మాణ ఖర్చులు, ఇతర ఖర్చులు, బకాయిల చెల్లింపు, హాస్టళ్ల నిర్వహణకు అయ్యే నెలవారీ ఖర్చులు, బకాయిల చెల్లింపుకు అవసరమైన మొత్తానికి సంబంధించి కార్యాచరణ ప్రణాళికను రూపొందించి సమర్పించాలని ముఖ్యమంత్రి గారు ప్రభుత్వ ప్రధాన కార్యదర్శి శ్రీ రామకృష్ణారావు గారు, సంక్షేమ శాఖల ప్రత్యేక ప్రధాన కార్యదర్శి శ్రీ సబ్యసాచి ఘోష్ గారిని ఆదేశించారు.
హాస్టళ్ల కోసం కేంద్ర ప్రాయోజిత పథకాల నుంచి నిధులను సమీకరించాలని, వాటికి సంబంధించి రాష్ట్ర ప్రభుత్వ మ్యాచింగ్ గ్రాంట్ను వెంటనే విడుదల చేయాలని ముఖ్యమంత్రి గారు ఆదేశించారు.
24 గంటలూ ఆన్లైన్లో వైద్యులు అందుబాటులో ఉండేలా హాట్లైన్ ఏర్పాటు చేయాలని, పోటీ పరీక్షలకు సిద్ధం కావడానికి ఎడ్ టెక్ను ఉపయోగించుకోవాలని సూచించారు. హాస్టల్ విద్యార్థులకు అందించే సేవలను సోషల్ మీడియా ద్వారా తెలియజేయాలని, ఉద్దేశపూర్వకంగా చేసే తప్పుడు ప్రచారాన్ని అడ్డుకోవాలని ఈ సందర్భంగా ముఖ్యమంత్రి గారు సూచించారు. వీటన్నింటికీ అవసరమైన యాప్లను రూపొందించాలని ముఖ్యమంత్రి గారు ఆదేశించారు.
సమీక్షకు ముందు సంక్షేమ శాఖల ప్రత్యేక ప్రధాన కార్యదర్శి శ్రీ సబ్యసాచి ఘోష్ గారు హాస్టళ్లలోని పరిస్థితులపై ప్రజెంటేషన్ ఇచ్చారు. సమీక్షలో రాష్ట్ర బీసీ సంక్షేమ శాఖ మంత్రి శ్రీ పొన్నం ప్రభాకర్ గారు, ఎస్సీ, ఎస్టీ, మైనారిటీ సంక్షేమ శాఖ మంత్రి శ్రీ అడ్లూరి లక్ష్మణ్ కుమార్ గారు, ముఖ్యమంత్రి సలహాదారు శ్రీ వేం నరేందర్ రెడ్డి గారు, రాష్ట్ర ప్రభుత్వ సలహాదారు శ్రీ మహ్మద్ అలీ షబ్బీర్ గారితో పాటు ఉన్నతాధికారులు పాల్గొన్నారు.
The State Government has allocated Rs 60 crore from the Chief Minister’s Relief Fund (CMRF) for emergency works in BC, SC, ST, and Minority welfare hostels. These funds will be utilized for diet charges, payment of temporary staff salaries, repair of motors, and other essential works in hostels.
Hon’ble Chief Minister Sri A. Revanth Reddy handed over cheques of the allocated funds to senior officers of the respective departments. He conducted a high-level review meeting on BC, SC, ST, and Minority welfare hostels and educational institutions at the Integrated Command and Control Centre (ICCC).
On this occasion, the Chief Minister instructed officials to pay special attention to welfare hostels across the state and to introduce facial recognition systems for students, teaching, and non-teaching staff. He emphasized the need for comprehensive data management and accountability, while giving several important directions to the departments.
“An app should be used to monitor the quality of food provided to students. Steps must be taken to ensure that they receive nutritious and hygienic meals with proper calorie values,” the Chief Minister said.
He directed senior officials to ensure that uniforms and textbooks are distributed to hostel students on time, and that all details regarding hostel infrastructure, facilities, and maintenance are regularly updated on the dashboard.
The Chief Minister also stressed the need to focus on the health and well-being of hostel students. He instructed officials to link every hostel with government and private medical colleges, community health centres, and area hospitals, and to organize regular medical camps. Doctors should be available for students during emergencies, and district collectors and additional collectors should frequently inspect hostels to ensure quality services for students.
The Chief Minister directed Chief Secretary to Government, Sri Ramakrishna Rao, and Special Chief Secretary for Welfare, Sri Sabyasachi Ghosh, to prepare and submit a detailed action plan covering scholarships, staff salaries, diet charges, construction costs, other expenditures, payment of dues, and monthly maintenance expenses of BC, SC, ST, and Minority hostels.
He instructed officials to mobilize funds from centrally sponsored schemes and ensure that the State Government’s matching grants are released without delay.
The Chief Minister suggested setting up a 24×7 medical hotline to ensure online access to doctors and recommended the use of EdTech tools to help students prepare for competitive exams. He also directed officials to publicize hostel-related services through social media, counter false propaganda, and develop the necessary mobile applications to facilitate these initiatives.
Earlier, Special Chief Secretary for Welfare Departments, Sri Sabyasachi Ghosh, made a presentation on the current status of hostels. The meeting was attended by BC Welfare Minister Sri Ponnam Prabhakar, SC, ST and Minority Welfare Minister Sri Adluri Laxman Kumar, Chief Minister’s Advisor Sri Vem Narender Reddy, State Government Advisor Sri Mohammed Ali Shabbir, and other senior officials.
