స్థానిక సంస్థలు, విద్య, ఉద్యోగాల్లో బీసీలకు 42 శాతం రిజర్వేషన్లకు సంబంధించి శాసనసభ ఆమోదించిన రెండు బిల్లులకు వెంటనే ఆమోదం తెలపాలని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు కేంద్ర ప్రభుత్వాన్ని కోరారు. అలాగే, స్థానిక సంస్థల్లో రిజర్వేషన్లు 50 శాతం దాటొద్దని పరిమితి విధిస్తూ చేసిన చట్టాన్ని సవరిస్తూ జారీ చేసిన ఆర్డినెన్స్ కు కూడా ఆమోదముద్ర వేయాలని విజ్ఞప్తి చేశారు.
బీసీలకు 42 శాతం రిజర్వేషన్లు కల్పిస్తూ చేసిన బిల్లులను ఆమోదించాలన్న అంశంపై ఢిల్లీ జంతర్ మంతర్ వద్ద నిర్వహించిన పోరుబాట ధర్నా కార్యక్రమంలో ముఖ్యమంత్రి గారు పాల్గొని ప్రసంగించారు. ఈ ధర్నాలో పార్లమెంట్ లో ప్రతిపక్ష ఇండియా కూటమికి చెందిన పలువురు పార్లమెంట్ సభ్యులు పాల్గొని ఓబీసీలకు 42 శాతం రిజర్వేషన్లు కల్పించాలన్న తెలంగాణ సంకల్పానికి మద్దతును ప్రకటించారు.
ఉదయం నుంచి సాయంత్రం వరకు జరిగిన ఈ పోరుబాట కార్యక్రమంలో ముఖ్యమంత్రి గారు మాట్లాడుతూ, 4 కోట్ల తెలంగాణ ప్రజల ఆకాంక్షకు అనుగుణంగా శాసనసభలో విద్య, ఉద్యోగ, స్థానిక సంస్థల ఎన్నికల్లో బీసీలకు 42 శాతం రిజర్వేషన్లకు ఆమోదముద్ర వేయాలని డిమాండ్ చేశారు.
“రాబోవు రోజుల్లో దేశవ్యాప్తంగా చేపట్టే జనగణనలో కులగణన తెలంగాణ నమూనా దేశానికి ఆదర్శంగా, రోల్ మాడల్ గా నిలుస్తుంది. ఫిబ్రవరి 4, 2024 రోజున ప్రారంభించి సరిగ్గా ఏడాది కాలంలో 4 ఫిబ్రవరి 2025 నాటికి సర్వే పూర్తి చేసి రిజర్వేషన్లు కల్పిస్తూ పరిష్కార మార్గం చూపించాం.
ఆ రిజర్వేషన్లను సాధించుకోవడానికే సడక్ నుంచి సంసద్ వరకు వచ్చాం. యావత్ దేశం ఇప్పుడు తెలంగాణ వైపు చూస్తోంది. వందేళ్లలో ఇలాంటి ప్రక్రియ చేపట్టలేదు. రాష్ట్రాలను పాలించిన దాదాపు మూడు వందల మంది ముఖ్యమంత్రులు ఎవరూ చేయలేని సాహసం తెలంగాణ మంత్రిమండలి విజయవంతంగా పూర్తి చేసింది.
తెలంగాణ శాసనసభ చేసిన బిల్లులు, రిజర్వేషన్లపై 50 శాతం పరిమితిని తొలగిస్తూ జారీ చేసిన ఆర్డినెన్స్ గవర్నర్ ద్వారా రాష్ట్రపతి గారికి చేరి నాలుగు నెలలైనా ఆమోదముద్ర పడలేదు. ఆ నేపథ్యంలోనే చలో ఢిల్లీ కార్యక్రమం చేపట్టాం.
తెలంగాణ ప్రభుత్వం సంకల్పించిన బీసీ రిజర్వేషన్లకు వివిధ రాష్ట్రాలకు చెందిన ఎంతో మంది పార్లమెంట్ సభ్యులు మద్దతుగా నిలబడ్డారు. జంతర్ మంతర్ ధర్నాతో బీసీలకు 42 శాతం రిజర్వేషన్లు దక్కుతాయని నాకు సంపూర్ణ విశ్వాసం ఉంది. మా డిమాండ్ ను ఆమోదించాలి. రిజర్వేషన్లు సాధించే వరకు నిద్రపోం.
ఈ రిజర్వేషన్ల కోసం ఢిల్లీలో నినదించిన విషయాలను తెలంగాణ గ్రామ గ్రామాన చేరవేయాలి. ఒక గొప్ప లక్ష్యంతో ఢిల్లీ వేదికగా పోరాటం సాగిస్తున్నాం. రాష్ట్రపతి గారు మా బిల్లులను వెంటనే ఆమోదించండి..” అని విజ్ఞప్తి చేశారు.
ఈ ధర్నా కార్యక్రమంలో డీఎంకే, సమాజ్ వాది, ఎన్సీపీ, శివసేన, సీపీఎం తదితర పార్టీలకు చెందిన పార్లమెంట్ సభ్యులు పాల్గొని తెలంగాణ సంకల్పించిన 42 శాతం బీసీ రిజర్వేషన్లకు మద్దతును ప్రకటించారు.

Hon’ble Chief Minister Shri A. Revanth Reddy has urged the Central Government to immediately approve the two bills passed by the Telangana Legislative Assembly that provide 42% reservation for Backward Classes (BCs) in local bodies, education, and employment. He also appealed for the swift approval of the ordinance that seeks to amend the law capping reservations at 50% in local bodies.
The Chief Minister participated in the Porubata Dharna held at Jantar Mantar in New Delhi, organized to demand approval of the 42% BC reservation bills. Addressing the gathering, he emphasized Telangana’s resolve to ensure social justice. Several Members of Parliament from the INDIA alliance extended their support to the initiative, acknowledging Telangana’s commitment to OBC empowerment.
Speaking at the day-long dharna, the Chief Minister asserted that the 42% reservation in education, employment, and local body elections reflects the aspirations of four crore people of Telangana and has been democratically approved by the Legislative Assembly.
“In the upcoming nationwide census, Telangana’s model of caste census will stand as a benchmark and role model for the entire country. We began the survey on February 4, 2024, and successfully completed it by February 4, 2025, within a year — providing a clear pathway to ensure equitable reservations,” the Chief Minister said.
He added, “We have come from Sadak to Sansad (from the streets to the Parliament) with a singular goal: to secure rightful reservations for BCs. The entire country is now looking towards Telangana. In the last 100 years, no state government has initiated such a process. What nearly 300 Chief Ministers across India could not achieve, Telangana has made possible through determined and democratic governance.”
Despite being sent to the President through the Governor over four months ago, the two bills passed by the Assembly and the ordinance removing the 50% reservation cap are still pending approval. It is in this context that the Chalo Delhi protest was undertaken.
MPs from various states extended their full support to Telangana’s demand for 42% BC reservation. “I am fully confident that the dharna at Jantar Mantar will lead to justice. Our demand is legitimate and urgent — and we will not rest until it is fulfilled,” the Chief Minister declared.
He called on the people of Telangana to carry the spirit of the movement from Delhi to every village. “This is not just a protest; it is a mission for justice. I appeal to the Hon’ble President to immediately approve the bills,” he concluded.
The dharna witnessed wide participation from MPs belonging to DMK, Samajwadi Party, NCP, Shiv Sena, CPM, and others who publicly declared their support for Telangana’s stand on BC reservations.
Deputy Chief Minister Mallu Bhatti Vikramarka, along with Ministers Uttam Kumar Reddy, Damodar Rajanarsimha, Duddilla Sridhar Babu, Tummala Nageswara Rao, Jupally Krishna Rao, Konda Surekha, Komatireddy Venkat Reddy, Ponnam Prabhakar, Ponguleti Srinivasa Reddy, Vivek Venkataswamy, Adluri Lakshman, Vakiti Srihari, several advisors, Members of Parliament, MLAs, MLCs, public representatives, and leaders from BC associations participated in large numbers.
