పాఠశాలలు మొదలు విశ్వవిద్యాలయాల వరకు ప్రతి విద్యా సంస్థలోనూ మెరుగైన విద్యా బోధన, బోధనలో నాణ్యతా ప్రమాణాలు మరింతగా పెంచాలని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు ఆదేశించారు. పాఠశాలలు, కళాశాలలు, ప్రొఫెషనల్ కాలేజీల్లో విద్యార్థులు, బోధన సిబ్బందికి ఫేషియల్ రికగ్నేషన్ తప్పనిసరి చేయాలని చెప్పారు. ముఖ గుర్తింపుతో హాజరు శాతం మెరుగుపడటంతో పాటు లోటుపాట్లను అరికట్టవచ్చని అన్నారు.
ఐసీసీసీ (ICCC)లో ముఖ్యమంత్రి గారు విద్యా శాఖలపై సమీక్షించారు. విద్యా శాఖ పరిధిలో అదనపు గదులు, వంట గదులు, మూత్రశాలలు, మరుగుదొడ్లు, ప్రహారీల నిర్మాణం వివిధ విభాగాలు చేపట్టడం సరికాదని అభిప్రాయపడ్డారు. ఈ నిర్మాణాల నాణ్యత ప్రమాణాలు, నిర్మాణ పర్యవేక్షణ, నిధుల మంజూరు, జవాబుదారీతనానికి గానూ ఒకే విభాగం కింద ఉండాలన్నారు.
యంగ్ ఇండియా ఇంటిగ్రేటెడ్ రెసిడెన్షియల్ స్కూళ్ల నిర్మాణాన్ని పర్యవేక్షిస్తున్న విద్యా, సంక్షేమ వసతుల అభివృద్ధి సంస్థ (EWIDC) కిందనే రాష్ట్రంలోని అన్ని విద్యా సంస్థల నిర్మాణాలు కొనసాగాలని ఆదేశించారు. ఈ సంస్థకు అవసరమైన ఇంజినీరింగ్, ఇతర సిబ్బందిని ఇతర విభాగాల నుంచి వెంటనే డిప్యూటేషన్పై తీసుకోవాలని సూచించారు. ఈ సమీక్ష సందర్భంగా ముఖ్యమంత్రి గారు అధికారులకు పలు సూచనలు చేశారు.
మధ్యాహ్న భోజన బిల్లుల చెల్లింపును గ్రీన్ ఛానల్లో చేపట్టాలి. ఈ విషయంలో ఎలాంటి అలసత్వం చూపొద్దు.
తెలంగాణలోని మహిళా కళాశాలలు, బాలికల పాఠశాలల్లో మూత్రశాలలు, మరుగుదొడ్లు, ప్రహరీల నిర్మాణాన్ని వేగవంతం చేయాలి.
కంటైనర్ కిచెన్లకు ప్రాధాన్యమివ్వాలి. వాటిపై సోలార్ ప్యానెళ్లతో అవసరమైన విద్యుత్ వినియోగించుకోవచ్చు.
ప్రతి పాఠశాలలో క్రీడలకు ప్రాధాన్యం ఇవ్వాలి. అవసరమైతే కాంట్రాక్ట్ పద్ధతిన వ్యాయామ ఉపాధ్యాయులను నియమించే అంశాన్ని పరిశీలించాలి.
అమ్మ ఆదర్శ పాఠశాలల కింద పాఠశాలల్లో పారిశుద్ధ్య పనులకు సంబంధించిన బిల్లులు తక్షణమే విడుదల చేయాలి.
సంక్షేమ గురుకుల పాఠశాలల్లోని బాలికలకు వివిధ అంశాలపై కౌన్సెలింగ్ ఇచ్చేందుకు మహిళా కౌన్సెలర్లను నియమించాలి.
విద్యా రంగంపై పెడుతున్న ఖర్చును తాము ఖర్చుగా కాకుండా పెట్టుబడిగా చూస్తున్నామని ముఖ్యమంత్రి గారు తెలిపారు. యంగ్ ఇండియా ఇంటెగ్రేటెడ్ రెసిడెన్షియల్స్ స్కూళ్లతో పాటు విద్యా రంగం అభివృద్ధికి తీసుకునే రుణాలను ఎఫ్ఆర్బీఎం పరిమితిలో లేకుండా చూడాలని ఉప ముఖ్యమంత్రి మల్లు భట్టి విక్రమార్క గారు కేంద్ర ఆర్థిక శాఖ మంత్రి నిర్మలా సీతారామన్ గారికి విజ్ఞప్తి చేశారని తెలిపారు.
ప్రభుత్వ విద్యా సంస్థల్లో చదువుతున్న వారిలో 90 శాతానికి పైగా బీసీ, ఎస్సీ, ఎస్టీ, మైనారిటీలే ఉన్నారని, ఈ విషయాన్ని నిర్ధారించేందుకు గత పదేళ్లలో ప్రభుత్వ విద్యా సంస్థల్లో చదివిన వారి వివరాలపై నివేదిక రూపొందించాలని ముఖ్యమంత్రి గారు ఆదేశించారు.
ఈ సమావేశంలో ముఖ్యమంత్రి సలహాదారు వేం నరేందర్ రెడ్డి గారు, ముఖ్యమంత్రి ప్రత్యేక కార్యదర్శి అజిత్ రెడ్డి గారు, ముఖ్యమంత్రి ఓఎస్డీ వేములు శ్రీనివాసులు గారు, విద్యా శాఖ ముఖ్య కార్యదర్శి యోగితా రాణా గారు, ఉన్నత విద్యా మండలి ఛైర్మన్ ప్రొఫెసర్ బాలకిష్టారెడ్డి గారు, సాంకేతిక విద్యా శాఖ కమిషనర్ శ్రీదేవసేన గారు, పాఠశాల విద్యా శాఖ సంచాలకుడు నవీన్ నికోలస్ గారితో పాటు ఇతర అధికారులు పాల్గొన్నారు.
Hon’ble Chief Minister Shri A. Revanth Reddy directed officials to further enhance the quality of education and teaching standards across all institutions, from schools to universities. He emphasized that facial recognition should be made mandatory for students and teaching staff in schools, colleges, and professional institutions, as it will strengthen attendance monitoring and prevent shortcomings.
Reviewing the Education Department at the ICCC, the Chief Minister stated that it is not appropriate for multiple departments to handle construction works such as classrooms, kitchens, bathrooms, toilets, and guardhouses that fall under the purview of the Education Department. He made it clear that quality standards, construction supervision, funding sanctions, and accountability must rest with a single department.
He instructed that the construction of all educational institutions in the state should continue under the Education and Welfare Infrastructure Development Corporation (EWIDC), which is already supervising the Young India Integrated Residential Schools. He suggested that the necessary engineering and other staff for the Corporation should be taken on deputation from other departments without delay.
During the review, the Chief Minister issued several directions to officials:
Mid-day meal bills should be cleared through the green channel without delay.
Construction of urinals, toilets, and guardhouses in women’s colleges and girls’ schools should be expedited.
Priority should be given to container kitchens with provisions for solar panel-based electricity.
Sports should be promoted in every school, and, if required, physical education teachers may be appointed on a contract basis.
Sanitation bills under the Amma Adarsha Pathashala scheme should be released immediately.
Women counselors should be appointed in welfare Gurukul schools to guide and counsel girl students.
The Chief Minister reiterated that expenditure on education should be treated as an investment, not an expense. He noted that Deputy Chief Minister Mallu Bhatti Vikramarka has appealed to Union Finance Minister Nirmala Sitharaman to ensure that loans taken for educational development, including for the Young India Integrated Residential Schools, are exempted from FRBM limits.
The Chief Minister also instructed officials to prepare a report on students who studied in government educational institutions over the past ten years, highlighting that more than 90 percent of these students belong to BC, SC, ST, and minority communities.
Advisor to the Chief Minister Vem Narender Reddy, Special Secretary to the Chief Minister Ajith Reddy, OSD to the Chief Minister Vemulu Srinivasulu, Principal Secretary (Education) Yogita Rana, Chairman of the Higher Education Board Prof. Balakishta Reddy, Commissioner of Technical Education Sridevasena, Director of School Education Naveen Nicholas, and other senior officials participated in the review meeting.
