హైదరాబాద్ మహా నగరంలో భారీ వర్షాలు కురిసినా తట్టుకునేందుకు వీలుగా వ్యవస్థలన్నింటినీ ప్రక్షాళన చేయాలని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు ఆదేశించారు. వరద నీటి ప్రవాహనికి ఉన్న అడ్డంకులను అధిగమించటంతో పాటు భవిష్యత్తు తరాలకు ఉపయోగపడే అభివృద్ధికి వీలుగా పనులు చేపట్టాలని చెప్పారు.
వర్షాలతో నగరం అతలాకుతలం కాకుండా ఉండేందుకు, జనజీవనం అస్తవ్యస్తం కాకుండా ఉండాలంటే.. అత్యవసరంగానే శాశ్వత అభివృద్ధి పనులు చేపట్టాల్సిన అవసరముందని వివరించారు. తాగునీరు, వరద నీరు, డ్రైనేజీలు, ట్రాఫిక్ వ్యవస్థలను మరో వందేళ్ల భవిష్యత్తు అవసరాలను అంచనా వేసుకొని కొత్త ప్రణాళిక సిద్ధం చేయాలని ఆదేశించారు.
హైదరాబాద్లో ఇటీవలి వర్షాలు, తలెత్తిన ఇబ్బందులు, అధిగమించేందుకు అనుసరించాల్సిన తక్షణ చర్యలపై అధికారులతో అత్యవసర సమావేశంలో సమీక్షించారు. నగరంలో నిన్న రాత్రి అత్యధికంగా 15 సెంటీమీటర్ల వర్షం కురవగా, ట్రాఫిక్ స్తంభించటంతో పాటు లోతట్టు ప్రాంతాల్లో వరద నీటితో ముంపు పరిస్థితులు ఉత్పన్నమయ్యాయి.
తక్కువ వ్యవధిలో ఎక్కువ వర్షం పడటంతో జనజీవనం అస్తవ్యస్తమవుతోంది. సాధారణంగా మూడు నాలుగు నెలల్లో కురిసే వర్షపాతం మొత్తం ఒకే రోజున కుమ్మరించటంతో నగరం అతలాకుతలమవుతోందని సమావేశంలో చర్చకు వచ్చింది. వాతావరణ మార్పులే అందుకు ప్రధాన కారణమని, అందుకు తగినట్లుగా నగరంలో అన్ని వ్యవస్థలను ఆధునీకరించాల్సిన అవసరముందని ముఖ్యమంత్రి గారు ఈ సందర్భంగా పలు అంశాలపై అధికారులకు ఆదేశాలిచ్చారు.
హైదరాబాద్లో ఇప్పుడున్న రోడ్లు, డ్రైనేజీలు 5 సెంటీమీటర్ల వర్షం పడితే తట్టుకునే పరిస్థితి లేదు. ఒక్కోసారి 20 సెంటీమీటర్ల వర్షం నమోదవుతోంది. జూన్ నుంచి ఇప్పటివరకు జీహెచ్ఎంసీ పరిధిలో సాధారణంతో పోలిస్తే 16 శాతం వర్షపాతం ఎక్కువగా నమోదైంది. అందుకే వాతావరణ మార్పులు, భారీ వర్షాలతో తలెత్తే ఈ విపత్కర పరిస్థితులను అధిగమించేందుకు విపత్తుల నివారణ నిర్వహణ ప్రణాళిక సమర్థవంతంగా అనుసరించాలి.
ఎంత వర్షం పడినా గ్రేటర్ హైదరాబాద్ సిటీలో వర్షపు నీటి నిల్వ ఉండకుండా, వరద నీటితో ముంపు గురవకుండా, లోతట్టు ప్రాంతాల ప్రజలు కూడా సురక్షితంగా ఉండేలా అత్యంత పకడ్బందీ విధానాన్ని అమలు చేయాలి. అందుకు వీలుగా రూపొందిస్తున్న మూసీ పునరుజ్జీవన ప్రాజెక్టును వెంటనే చేపట్టాలి.
హైదరాబాద్లో 55 కిలోమీటర్ల పొడవునా మూసీని పునరుద్ధరించటం ద్వారా పరివాహక ప్రాంతంతో పాటు నగరంలో ఉన్న అన్ని ప్రాంతాలు, కాలనీలన్నీ సురక్షితంగా ఉండటంతో పాటు లోతట్టు ప్రాంతాలు వరద ముంపునకు గురి కాకుండా ఉంటాయి.
ఔటర్ రింగ్ రోడ్డు లోపల ఉన్న కోర్ అర్బన్ రీజియన్లోని వరదనీటి సమస్యకు శాశ్వత పరిష్కారం దిశగా నగరంలోని అన్ని వైపుల నుంచి వరద నీరు మూసీకి చేరేలా ప్రణాళికలు సిద్ధం చేయాలి.
నగరంలో ఉన్న హుస్సేన్సాగర్, దుర్గం చెరువు, మీర్ అలం చెరువులతో పాటు ప్రతీ చెరువు, కుంటలను నాలాల ద్వారా మూసీకి అనుసంధానం చేయాలి. చెరువుల పునరుద్ధరణ, నాలాలను వెడల్పు ప్రక్రియను వీలైనంత త్వరగా పూర్తి చేయాలి.
కలుషితమైన నీటితో మూసీ పరివాహక ప్రాంతంలో రైతులు పంటలు పండిస్తున్నారని, ప్రజలు అనారోగ్యం బారిన పడుతున్నారని, ఇకపై అలాంటి పరిస్థితి తలెత్తకుండా మూసీలో నిరంతరం శుద్ధి చేసిన నీటి ప్రవాహం ఉండేలా శాశ్వత ప్రణాళికలు ఉండాలి.
భవిష్యత్లో వందేళ్ల పాటు మహానగరంలో వరద నీటి సమస్య పునరావృతం కాకుండా ఉండాలంటే మూసీ పునరుజ్జీవనం అవసరం. మూసీ పునరుజ్జీవన ప్రాజెక్టును వరద నీటి నిర్వహణకు వీలుగా డిజైన్ చేసి ఆ దిశగా పనులు చేపట్టాలి.
హైదరాబాద్ నగరంలో ట్రాఫిక్ సమస్యను పరిష్కరించేందుకు ప్రత్యేక ప్రణాళికలు రూపొందించాలని ముఖ్యమంత్రి గారు అధికారులను ఆదేశించారు. వర్షాలు, వరదల సమయంలో ట్రాఫిక్ సమస్య తీవ్రత మరింత పెరుగుతుండటంతో శాశ్వత పరిష్కారం చూపేలా చర్యలు తీసుకోవాలన్నారు.
ముఖ్యంగా పాతనగరంలో ఈ సమస్యను పరిష్కరించేందుకు పెడిస్ట్రియల్ జోన్ను ఏర్పాటు చేసి పార్కింగ్ సమస్యకు చెక్ పెట్టాలని సూచించారు. చార్మినార్, సాలార్ జంగ్ మ్యూజియం, హైకోర్టు, ఉస్మానియా ఆసుపత్రి ప్రాంతాల్లో మల్టీ లెవెల్ పార్కింగ్ జోన్లను ఏర్పాటు చేసేందుకు కార్యాచరణ సిద్ధం చేయాలని ఆదేశించారు.
ఈ సమావేశంలో సీఎం సలహాదారు వేం నరేందర్ రెడ్డి గారితో పాటు మున్సిపల్ వ్యవహారాలు, పట్టణాభివృద్ధి శాఖ ఉన్నతాధికారులు, హెచ్ఎండీఏ, ఎంఆర్డీసీఎల్ ఉన్నతాధికారులు, రంగారెడ్డి జిల్లా కలెక్టర్ తదితరులు పాల్గొన్నారు.
Following an emergency review of recent heavy rainfall, Hon’ble Chief Minister Shri A. Revanth Reddy has directed officials to undertake a comprehensive overhaul of Hyderabad’s urban systems. He emphasized that all developmental efforts must be long-term, sustainable, and designed to address the challenges of climate change for future generations.
The Chief Minister has called for a new master plan that considers the city’s needs for the next 100 years. This plan will focus on critical areas, including drinking water, floodwater, drainage, and traffic systems. The directive comes after a single night saw a maximum of 15 centimeters of rainfall, causing severe traffic gridlock and widespread flooding in low-lying areas. According to the review, the city received three to four months’ worth of typical rainfall in just one day, a phenomenon attributed to climate change.
The Chief Minister noted that the city’s current infrastructure is ill-equipped to handle modern rainfall levels, with existing roads and drainage systems struggling with even 5 centimeters of rain. With rainfall occasionally touching 20 centimeters, he stressed the urgent need for an effective disaster prevention and management strategy. Since June, the Greater Hyderabad Municipal Corporation (GHMC) limits have already recorded 16% more rainfall than average.
A key component of the new plan is the immediate initiation of the Musi River Rejuvenation Project. The 55-kilometer revitalization project is seen as crucial for safeguarding catchment areas and residential colonies, particularly in flood-prone zones.
A comprehensive floodwater diversion plan will be created to ensure that runoff from all parts of the city—especially within the Outer Ring Road—is effectively channeled into the Musi River. Additionally, existing water bodies like Hussain Sagar, Durgam Cheruvu, and Mir Alam Tank, along with all other tanks and ponds, must be interconnected to the Musi via canals. The revival of these water bodies and the widening of stormwater drains will be fast-tracked.
To address health and agricultural hazards caused by polluted water, the Chief Minister stressed the importance of ensuring a consistent flow of treated water in the river. This will prevent contamination of agricultural lands and protect public health.
Recognizing that rainfall exacerbates the city’s growing traffic problems, the Chief Minister also directed officials to prepare a special plan for traffic management. This long-term solution includes specific proposals for the Old City to ease congestion and parking issues.
He proposed the establishment of pedestrian-only zones and ordered the creation of action plans to develop multi-level parking zones in key heritage and institutional areas. These locations include Charminar, the Salar Jung Museum, the High Court, and Osmania Hospital.
The meeting was attended by CM Advisor Shri Vem Narender Reddy and a host of senior officials from the Municipal Administration and Urban Development Department, HMDA, MRDCL, the Ranga Reddy District Collector, and other administrators.
