సోషల్ మీడియాలో ద్వారా బాలలపై జరుగుతున్న లైంగిక దాడుల విషయంలో ఎలాంటి జాలి చూపకుండా దోషుల పట్ల కఠినంగా వ్యవహరించాల్సిన అవసరం ఉందని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు అభిప్రాయపడ్డారు. అందుకు అవసరమైన చర్యలు తీసుకోవడానికి తెలంగాణ ప్రభుత్వం సిద్ధంగా ఉందని చెప్పారు.
డాక్టర్ మర్రి చెన్నారెడ్డి మానవ వనరుల అభివృద్ధి కేంద్రంలో “నిస్సహాయకులకు అండగా – లైంగిక దాడికి గురైన పిల్లల రక్షణ మరియు హక్కులు” అన్న అంశంపై రాష్ట్ర స్థాయి సదస్సులో సుప్రీంకోర్టు న్యాయమూర్తి జస్టిస్ సూర్యకాంత్ గారు, తెలంగాణ హైకోర్టు ప్రధాన న్యాయమూర్తి జస్టిస్ సుజయ్ పాల్ గారితో కలిసి ముఖ్యమంత్రి గారు పాల్గొన్నారు.
ఈ సదస్సులో ముఖ్యమంత్రి గారు మాట్లాడుతూ… “పిల్లలపై జరుగుతున్న హేయమైన నేరాలను నియంత్రించడమే కాకుండా బాధితులకు చట్టపరంగా, నైతిక పరంగా మాత్రమే కాకుండా అన్ని రకాలుగా రక్షణ కల్పించాల్సిన అవసరం ఉంది.
బాలికలు, మహిళలకు రక్షణ కల్పించడంలో తెలంగాణ ప్రభుత్వం అత్యంత ప్రాధాన్యతనిస్తుంది. వారి రక్షణ కోసం తెలంగాణలో భరోసా ప్రాజెక్టును చేపట్టాం. భరోసా ప్రాజెక్టు కింద ప్రస్తుతం 29 కేంద్రాలు పనిచేస్తున్నాయి.
ఈ కేంద్రాల ద్వారా బాధితులకు పోలీసు సహకారమే కాకుండా న్యాయపరమైన, వైద్యపరమైన సహాయం అందించడంతో పాటు సానుకూల వాతావరణంలో వారికి అవసరమైన కౌన్సెలింగ్ వంటి సేవలను అందిస్తున్నాయి.
హైదరాబాద్ కేంద్రంగా పనిచేస్తున్న భరోసా కేంద్రం ద్వారా చైల్డ్ ఫ్రెండ్లీ కోర్టులను ప్రారంభించిన మొదటి రాష్ట్రంగా తెలంగాణ ఉంది. ఈ కోర్టుల ద్వారా కేసులను సత్వరం పరిష్కరించడమే కాకుండా పిల్లలకు సంపూర్ణ రక్షణ, వారిలో విశ్వాసం కల్పించడం, భవిష్యత్తులో వారి అభివృద్ధికి అవసరమైన చర్యలు తీసుకోవాలన్న లక్ష్యంతో వీటిని ప్రారంభించాం.
పోక్సో చట్టం (POCSO Act), జువెనైల్ చట్టాల (Juvenile Justice Act) ఆచరణలో ఎదురవుతున్న సమస్యలను అధిగమించాలి. ఆ చట్టాలు బాధితులకు ఎలాంటి వేదన కలిగించకుండా, వారి భవిష్యత్తుకు రక్షణగా సంపూర్ణ సహాయకారిగా ఉండాలి. న్యాయం కేవలం కోర్టుల్లోనే లభించాలనే కాకుండా, ఈ ప్రక్రియలో ప్రతి దశలోనూ వారికి అవసరమైన అండదండలు లభించాలి. పోలీస్ స్టేషన్, బాలల సంక్షేమ కేంద్రాలతో పాటు అన్ని దశల్లోనూ బాధితులకు న్యాయం దక్కాలి, రక్షణ కల్పించాలి.
న్యాయం దక్కడం అంటే కేవలం దోషులకు శిక్షలు విధించడం వరకే సరిపోదు. బాధితుల భవిష్యత్తుకు భరోసా కల్పించాలి. వారికి అవసరమైన రక్షణ, సమాజంలో తగిన గౌరవం కల్పించేలా చర్యలు ఉండాలి. వారి బాల్యాన్ని తిరిగి పొందేలా చర్యలు ఉండాలి.
అత్యంత హేయమైన ఇలాంటి నేరాలను నియంత్రించడంలో న్యాయమూర్తులు, పోలీసు అధికారులు, బాలల సంక్షేమ కమిటీలు, పౌర సమాజంలోని ఇతర భాగస్వామ్య సభ్యులందరం కలిసికట్టుగా ముందుకు సాగుదాం.
జరిగిన అన్యాయంపై తమ గొంతు వినిపించలేని వారికి అండగా నిలవాలన్న ఇతివృత్తంతో ఈ సదస్సును నిర్వహించడం ఎంతో అవసరం. అందుకు న్యాయ వ్యవస్థ సభ్యులు, పోలీసు అధికారులు, మహిళా శిశు సంక్షేమ శాఖ అధికారులు, పౌర సమాజానికి అభినందనలు…” అని అన్నారు.
ఈ ప్రారంభ సదస్సులో యునిసెఫ్ ప్రతినిధి సింథియా మెకాఫ్రే గారు, డీజీపీ జితేందర్ గారు, తెలంగాణ రాష్ట్ర లీగల్ సర్వీసెస్ అథారిటీ అధికారులు, పోలీసు అధికారులు, మహిళా శిశు సంక్షేమ శాఖ అధికారులతో పాటు పౌర సమాజంలోని భాగస్వామ్య పక్షాల ప్రతినిధులు హాజరయ్యారు.
Hon’ble Chief Minister Sri A. Revanth Reddy stated that strict action must be taken against those involved in sexual assaults on children through social media, without showing any mercy. He affirmed that the Telangana government is fully prepared to take all necessary steps in this regard.
The Chief Minister participated in a state-level conference titled “Supporting the Helpless – Protection and Rights of Children Victims of Sexual Assault” held at Dr. Marri Chenna Reddy Human Resource Development Center, alongside Supreme Court Judge Justice Suryakant and Telangana High Court Chief Justice Justice Sujay Pal.
Speaking at the event, the Chief Minister emphasized the need to not only control heinous crimes against children but also to ensure victims receive protection legally, morally, and in every possible way. He said the Telangana government prioritizes the safety of girls and women, and as part of this commitment, has initiated the Bharosa project. Currently, 29 Bharosa centers are operational, offering police support, legal and medical assistance, and counseling services in a positive and supportive environment.
He noted that Telangana is the first state to establish child-friendly courts through the Hyderabad-based Bharosa center, aimed at speedy resolution of cases, ensuring complete protection for children, restoring their confidence, and supporting their future development.
The Chief Minister stressed the need to overcome challenges in implementing the POCSO Act and Juvenile Justice Act, ensuring these laws serve as supportive mechanisms for victims without causing them further distress. He said justice should not be confined to courtrooms alone, and that victims must be supported and protected at every stage — from police stations to child welfare centers.
Justice, he asserted, is not just about punishing the guilty but also about ensuring a secure and respectful future for the victims, helping them reclaim their childhood and dignity. He called on judges, police officers, child welfare committees, and all stakeholders in civil society to work collectively to curb such inhumane crimes.
Highlighting the importance of giving a voice to those unable to speak up against injustice, the Chief Minister appreciated the judiciary, police, women and child welfare departments, and civil society representatives for organizing the conference.
UNICEF Representative Cynthia McCaffrey, DGP Jitender, officials from the Telangana State Legal Services Authority, police, the Department of Women and Child Welfare, and civil society partners attended the inaugural session.
