తెలంగాణ అంగన్వాడీలు దేశానికి రోల్మోడల్గా నిలిచేలా తీర్చిదిద్దాలని.. ఇందుకు అవసరమైన అన్ని చర్యలు చేపట్టాలని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు అధికారులను ఆదేశించారు. అంగన్వాడీలకు వచ్చే పిల్లలకు పౌష్టికాహారం అందించడంతో పాటు అయిదేళ్ల వరకు వారికి పూర్వ ప్రాథమిక విద్యను అందించి నేరుగా ప్రభుత్వ పాఠశాలలకు వెళ్లేలా చూడాలని సూచించారు.
మహిళాభివృద్ధి, శిశు సంక్షేమ శాఖ, దివ్యాంగులు, వయోవృద్ధులు, ట్రాన్స్జెండర్ల సాధికారిత శాఖలపై మంత్రులు ధనసరి అనసూయ సీతక్క గారు, పొన్నం ప్రభాకర్ గారు, అడ్లూరి లక్ష్మణ్ కుమార్ గారితో పాటు ఉన్నతాధికారులతో జరిగిన సమీక్షా సమావేశంలో ముఖ్యమంత్రి గారు పలు సూచనలు చేశారు.
“అంగన్వాడీలకు నూతన భవనాలు నిర్మించే విషయంలో అధునాతన సాంకేతికతను వినియోగించుకోవాలి. పిల్లల అవసరాలకు తగినట్లు కంటైనర్లతో డిజైన్ చేయించే అంశాన్ని అధ్యయనం చేయాలి.
సోలార్ ప్లేట్లు, బ్యాటరీ బ్యాకప్తో కంటైనర్ అంగన్వాడీ కేంద్రాలను ఏర్పాటు చేస్తే తక్కువ వ్యయం, ఎక్కువ సౌకర్యం ఉంటుంది. ఈ అంశంపై ఇప్పటికే వివిధ ప్రాంతాల్లో ఉన్న కంటైనర్ కేంద్రాలను పరిశీలించి నిర్ణయం తీసుకోవాలి. అంగన్వాడీ కేంద్రాల్లోని ప్రతి పిల్లవానికి పౌష్టికాహారం అందించాలి. ఇందుకు ఎన్జీవోల సేవలు వినియోగించుకోవాలి.
బాలామృతం ప్లస్ను పెద్ద మొత్తంలో ఇచ్చేందుకు ఉన్న అవకాశాలను పరిశీలించాలి. కర్ణాటకలో జొన్న రొట్టెలను వినియోగిస్తున్నందున పౌష్టికాహార నిపుణులతో చర్చించి వాటిని మహిళా సంఘాలతో పిల్లలకు అందించే అంశంపైనా దృష్టి సారించాలి. అంగన్వాడీల్లో పౌష్టికాహారం అందజేత, అంగన్వాడీల పర్యవేక్షణ, నిర్వహణపై వంద రోజుల కార్యాచరణ రూపొందించి అమలు చేయాలి.
గర్భిణులు, బాలింతలు, చిన్నారుల సంక్షేమం విషయంలో అంగన్వాడీలు, ఆశా వర్కర్లు కలిసే పని చేయాలి. అనాథ పిల్లలకు పాలిటెక్నిక్ కళాశాలల్లో ప్రవేశం కల్పిస్తున్నట్టే, ఏటీసీల్లోనూ వాళ్లకు ప్రవేశాలు కల్పించాలి. మన పిల్లలను సింగపూర్లోని నైపుణ్య శిక్షణ కేంద్రాలకు పంపే ఒప్పందం చేసుకున్నాం. అక్కడకు పంపే వారిలో అనాథ పిల్లలకు చోటు కల్పించాలి.
ఔటర్ రింగు రోడ్డు పరిధిలోని బస్తీలు, వలస కార్మికులు ఎక్కువగా ఉండే ప్రాంతాల్లోని పిల్లల కోసం మొబైల్ అంగన్వాడీ కేంద్రాలు ఏర్పాటు చేయాలి. నిర్దేశిత సమయంలో అక్కడి పిల్లలకు ఆయా వాహనాల ద్వారా పౌష్టికాహారం అందేలా చూడాలి. విశ్రాంత ఉద్యోగులు, ఐటీ ఉద్యోగులు ఆయా పిల్లలకు బోధన చేసేందుకు ఆసక్తి చూపితే అందుకు అవసరమైన ఏర్పాట్లు చేయాలి. తెలంగాణ ఫుడ్స్, విజయా డెయిరీ ఉత్పత్తులను అంగన్వాడీలకు అందేలా చూడాలి” అని చెప్పారు.
నిర్లక్ష్యానికి గురవుతున్న తల్లిదండ్రులను లేదా కుటుంబ సభ్యులు పట్టించుకోలేని స్థితిలో ఉన్న వృద్ధులకు ప్రభుత్వం అండగా నిలవాల్సి ఉందని ఈ సందర్భంగా ముఖ్యమంత్రి గారు అభిప్రాయపడ్డారు. ఉద్యోగులైతే వారి వేతనాల నుంచి నేరుగా వారి తల్లిదండ్రులకు ఖాతాలకు 10-15 శాతం జమ అయ్యే అంశాన్ని పరిశీలించాలని, ఈ అంశంలో సమగ్రమైన నివేదిక సమర్పించాలని అధికారులకు సీఎం గారు సూచించారు.
ట్రాన్స్జెండర్లకు ప్రస్తుతం ట్రాఫిక్ విభాగంలో అవకాశం కల్పించామని, వారి సేవలను రవాణా, దేవాదాయ శాఖ, వైద్యారోగ్య శాఖలతో పాటు ఐటీ, ఇతర కంపెనీల సేవల్లో వినియోగించుకునేలా చూడాలని సీఎం గారు ఆదేశించారు.
తెలంగాణ రైజింగ్ 2047 (Telangana Rising 2047) డాక్యుమెంట్లో చిన్నారులు, మహిళలు, దివ్యాంగులు, వయోవృద్దుల సంక్షేమానికి తీసుకోవాల్సిన చర్యలపై విధివిధానాలు రూపొందించాలని అధికారులను ముఖ్యమంత్రి గారు ఆదేశించారు.
ముఖ్యంగా దివ్యాంగుల మధ్య వివాహాలు, వివిథ పథకాల్లో దివ్యాంగులకు ప్రోత్సాహాకాలు కల్పించే విషయంపై అధ్యయం చేసి వచ్చే మంత్రిమండలి సమావేశం నాటికి నివేదిక సమర్పించాలని సీఎం గారు ఆదేశించారు.
Hon’ble Chief Minister Sri A. Revanth Reddy instructed officials to transform Telangana’s Anganwadis into role models for the country. He stressed that children must be given nutritious food and quality pre-primary education up to age five, after which they should join government schools. He held a review meeting with Ministers Seethakka, Ponnam Prabhakar, Adluri Laxman Kumar, and senior officials of the concerned departments.
The CM suggested using advanced technology and setting up container-based Anganwadis with solar panels and battery backup, which are cost-effective and convenient. He directed that child-friendly designs be studied and adopted based on models functioning elsewhere.
He emphasized the need to supply nutritious food through NGOs, increase Balamrutham Plus production, and explore introducing jowar rotis in collaboration with women’s groups. A 100-day action plan is to be implemented for improving nutrition, monitoring, and management of Anganwadis.
He asked Anganwadi and ASHA workers to work together to support pregnant women, lactating mothers, and children. Orphaned children should also be admitted to Advanced Training Centres, and included in overseas training opportunities like those available in Singapore.
The CM proposed mobile Anganwadi centers in slum areas and migrant-dense regions within the ORR, ensuring timely delivery of nutritious food. He encouraged participation of retired and IT employees in child education. Telangana Foods and Vijaya Dairy products should be supplied to Anganwadis.
Expressing concern over the neglect of elderly parents, he asked officials to study a policy where 10–15% of employees’ salaries could be directly credited to their parents’ accounts. A detailed report is to be submitted.
He noted that transgenders, already working in traffic police, should be included in other departments like Transport, Endowments, Medical and Health, IT, and private companies.
The CM directed that the Telangana Rising 2047 vision document include welfare measures for women, children, the elderly, and the disabled. He also ordered a study on incentivizing marriages involving disabled persons and sought a report on welfare schemes for them before the next cabinet meeting.
