అవినీతికి పాల్పడుతారని సమాజం ముందు దోషిగా రెవెన్యూ శాఖ మీద పడిన ముద్రను తొలగించుకునే బాధ్యత కొత్తగా నియమితులైన గ్రామ పరిపాలన అధికారులపై ఉందని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారు స్పష్టం చేశారు. పరిపాలన చేయలేరని, అవినీతికి పాల్పడుతారంటూ మీపై జరిగిన ప్రచారం తప్పు.. అని నిరూపించాల్సిన అవసరం ఉందన్నారు. ఎక్కడా ప్రభుత్వానికి చెడ్డ పేరు రాకుండా పని చేయాలని చెప్పారు.
రెవెన్యూ శాఖలో కొత్తగా ఎంపికైన 5,106 మంది గ్రామ పాలనాధికారులు (GPO) లకు హైటెక్స్లో ఏర్పాటు చేసిన ప్రజాపాలనలో కొలువుల పండుగ కార్యక్రమంలో ముఖ్యమంత్రి గారి చేతుల మీదుగా లాంఛనంగా నియామక పత్రాలను అందించారు.
ఈ సందర్భంగా ఉద్యోగాల్లో నియమితులైన జీపీఓలు అందరితో మంత్రి పొంగులేటి శ్రీనివాస రెడ్డి గారు “భూ సంబంధిత విధి నిర్వహణలో పారదర్శకతతో నిబద్ధతతో న్యాయబద్దంగా పని చేస్తానని” ప్రతిజ్ఞ చేయించారు.
అనంతరం ముఖ్యమంత్రి గారు మాట్లాడుతూ, కొత్తగా నియమితులైన మీ పట్ల నాకు సంపూర్ణమైన విశ్వాసం ఉంది. తెలంగాణలో ప్రజాపాలన ప్రభుత్వం అధికారంలోకి రావడంలో భాగస్వాములైన మీరు, ఇప్పుడు ఏ చిన్న తప్పు చేసినా ప్రభుత్వానికి చెడ్డ పేరొస్తుంది. భూభారతిని అమలు చేయడమే కాకుండా సాదా బైనామా సక్రమంగా అమలు చేస్తారని హామీ ఇచ్చాం.
పేదవాడికి న్యాయం జరగాలంటే గ్రామ పాలనాధికారులు అందుబాటులో ఉండాలని, అందుకు గాను 5 వేల పైచిలుకు గ్రామ పాలనాధికారులను నియమించాం. సాదా బైనామాకు సంబంధించి ఎనిమిది, తొమ్మిది లక్షల దరఖాస్తులు వచ్చాయని చెబుతున్నారు. జాగ్రత్తగా పరిష్కరించాలి. ఇది ఉద్యోగం కాదు. మీ ఆత్మగౌరవానికి సంబంధించిన సమస్య. ఇదొక భావోద్వేగం.
తెలంగాణ ఉద్యమంలో ఉపాధ్యాయులు, ఆర్టీసీ, సింగరేణి, రెవెన్యూ సిబ్బంది అత్యంత క్రియాశీలక పాత్ర పోషించారు. తెలంగాణ ఏర్పడిన తర్వాత ప్రజా సమస్యలు పరిష్కారానికి నోచుకోలేదు. పంచాయతీ రాజ్, రెవెన్యూ శాఖల సిబ్బందిని దొంగలుగా, దోషులుగా నిలబెట్టే ప్రయత్నం జరిగింది.
తెలంగాణలో భూములకు సంబంధించి ఎన్నో సమస్యలున్నాయి. ఆ సమస్యలు పరిష్కరించడానికి వీలులేకుండా వీఆర్ఏ, వీఆర్వో, ఎంఆర్వోల నుంచి అధికారాలను తప్పించారు. తద్వారా సమాధానం చెప్పలేక మీరు సమాజంలో దోషులుగా నిలబడే పరిస్థితి కల్పించారు. ఎవరో కొందరు తప్పు చేశారని మొత్తం వ్యవస్థనే రద్దు చేస్తారా.
ఆనాడు ఎవరిని కదిలించినా ఈ ధరణి అనే ఒక భూతం పట్టి పీడించిందని చెప్పారు. అధికారంలోకి రాగానే ధరణిని బంగాళాఖాతంలో విసిరేసి కొత్త చట్టాలను తెచ్చాం. ధరణి అనే మహమ్మారిని అంతం చేయడానికి నిపుణులతో ఒక కమిటీని వేశాం. భూభారతి (BhuBharati 2025) చట్టం చేసి 4 కోట్ల తెలంగాణ ప్రజలకు అంకితం చేశాం.
ధరణి అనే వైరస్ను తప్పించడానికి అనేక రకాల సమాలోచనలు చేశాం. ఎంతమంది సలహాలు, సూచనలు తీసుకున్నాం. రాష్ట్రంలోని 1 లక్షా 56 వేల ఎకరాల భూములకు సంబంధించి రెవెన్యూ రికార్డులను ప్రక్షాళన చేయడమే కాకుండా గతంలో జరిగిన తప్పిదాలను సరిదిద్ది ప్రజలకు అందుబాటులోకి తెచ్చాం.
భూమికి తెలంగాణ ప్రజలకు విడదీయరాని అనుబంధం. భూమిపై జరిగిన ఏ పోరాటమైనా భూమి చుట్టే సాగాయి. నిజాంలను, రజాకార్లను, పెత్తందార్లను దిగంతాలకు తరిమికొట్టి భూమి కోసం, భుక్తి కోసం, విముక్తి కోసం ఎన్నో పోరాటాలు జరిగిన చరిత్ర ఉంది. వీటితో పాటు భూదాన్ ఉద్యమాలు కూడా వచ్చాయి.
ఇందిరాగాంధీ గారిని ఒప్పించి ఆనాడు పీవీ నరసింహారావు గారు ల్యాండ్ సీలింగ్ చట్టం తీసుకొచ్చి 25 లక్షల ఎకరాల భూములను దళితులు, గిరిజనులు, ఆదివాసీలకు పంపిణీ చేశారు. 10 లక్షల ఎకరాల పోడు భూములపై ఆదివాసీలకు పట్టాలను ఇవ్వడం జరిగింది.
తెలంగాణలో మనిషికి భూమితో ఉన్న సంబంధం తల్లికీ బిడ్డకు ఉన్న సంబంధం. తెలంగాణ ఉద్యమం నుంచి మొదలు 2023 నాటి వరకు చరిత్రను పరిశీలిస్తే భూములను చెరబట్టిన వారిని ప్రజలు దిగంతాల వరకు తరిమికొట్టిన చరిత్ర ఉంది…” అని అన్నారు. అనంతరం పలువురికి నియామక పత్రాలను ముఖ్యమంత్రి గారి చేతుల మీదుగా అందించారు.
ఈ కొలువుల పండుగ కార్యక్రమంలో శాసనసభ స్పీకర్ గడ్డం ప్రసాద్ కుమార్ గారు, మంత్రి ధనసరి అనసూయ సీతక్క గారు, ప్రణాళికా సంఘం వైస్ చైర్మన్ చిన్నారెడ్డి గారు, సలహాదారులు వేం నరేందర్ రెడ్డి గారు, షబ్బీర్ అలీ గారు, హర్కర వేణుగోపాల రావు గారు, ఎంపీ సురేష్ కుమార్ షెట్కార్ గారు, పీఏసీ చైర్మన్ ఆరికె పూడి గాంధీ గారితో పాటు పలువురు ఎమ్మెల్సీలు, ఎమ్మెల్యేలు, ఇతర ప్రజా ప్రతినిధులు పాల్గొన్నారు.
Hon’ble Chief Minister Sri A. Revanth Reddy emphasized that the newly appointed Grama Palana Officers (GPOs) are responsible for restoring public trust in the Revenue Department. He said that officers must work diligently to dispel the perception of corruption and inefficiency, ensuring that the government’s reputation remains untarnished.
Appointment letters were formally presented to 5,106 newly appointed GPOs at the Prajapalana Koluvula Panduga program organized at HITEX, Hyderabad. On this occasion, Minister Ponguleti Srinivasa Reddy guided the officers to pledge their commitment to perform land-related duties with fairness, integrity, and transparency.
Addressing the officers, the Chief Minister said, “I have full confidence in each of you. As officers serving the people of Telangana, even minor lapses can affect the government’s credibility. Our commitment is to implement BhuBharati and Sada Bynama programs effectively.” He emphasized that Grama Palana Officers must remain accessible to the public, particularly the poor, noting that over eight to nine lakh applications related to the Sada Bynama program must be resolved carefully. He described this responsibility not merely as a duty, but as a matter of self-respect and public service.
Reflecting on the Telangana movement, the Chief Minister acknowledged the contributions of teachers, RTC, Singareni, and Revenue staff. He noted that after the formation of Telangana, public issues remained unresolved, and attempts were made to tarnish the image of Panchayat Raj and Revenue staff. The Chief Minister elaborated that many powers had been removed from VROs, VRA, and MRO officials, leaving them unable to address land-related problems, which unfairly portrayed them as corrupt. Upon coming to power, the government reformed the system, introduced new laws, and created the BhuBharati 2025 framework to serve the four crore people of Telangana.
Through extensive consultations and expert guidance, the government has cleaned and corrected revenue records related to 1.56 lakh acres of land, ensuring accurate and transparent land management. The Chief Minister also highlighted the historical and cultural connection of Telangana people with land, recalling struggles against the Nizams, Razakars, and feudal lords, as well as movements such as Bhoodan and the Land Ceiling Act, which helped distribute land to Dalits, tribals, and Adivasis.
Finally, the Chief Minister presented appointment letters to the newly appointed GPOs, reaffirming the government’s trust in their ability to serve the public responsibly. Legislative Assembly Speaker Gaddam Prasad Kumar, Ministers Dhanasari Anasuya Seethakka, Planning Commission Vice Chairman Chinna Reddy, advisors Vem Narender Reddy, Shabbir Ali, Harkara Venugopal Rao, MP Suresh Kumar Shetkar, PAC Chairman Arike Pudi Gandhi, along with many MLCs, MLAs, and public representatives, participated in the Koluvula Panduga program.
