The main function of the Finance Department is management of State Finances. The Department is headed by the Principal Finance Secretary and he is assisted by the following Officers.

The above Officers are further assisted by the Sections.
The work at the gross root level in Finance Department is being carried out in Sections. The details of various sections of the Finance Department and the Subjects dealt by them are given below.
ESTABLISHMENT SECTIONS
These sections deal with establishment and service matters of the officers and staff of the Finance Department and the Head of Department under its administrative control. Whereas OP I and OP II Sections deal with the establishment matters of the Finance Department, Admn I and Admn II Sections deal with the establishment matters of the Officers and staff of the Heads of Departments under the control of Finance Department.
EXPENDITURE BUDGET SECTIONS (INCLUDING PLAN FINANCE, WAYS AND MEANS)
Budget branch deals with preparation of Annual Financial Statement (Budget) and the Supplementary Estimates and their presentation to the Legislative Assembly. It also deals with the administration of Contingency Fund of the State, Ways and Means Control, Public Debt, and Government Loans to various Institutions and Guarantees. It also deals with representations of Budget Estimates and releases of funds.
FINANCE COMMISSION
This branch prepares memorandum to be made to the successive Finance Commission on behalf of the State Government in matters relating to devolution of Central Taxes.
PUBLIC ACCOUNTS COMMITTEE
Deals with matters relating to the statutory reports of the Comptroller and Auditor General of India and also with the audit objections and the financial and other irregularities pointed out in the reports of the comptroller and Auditor General of India and their Communication to all Departments. Collects necessary information and places it before the Public Accounts Committee. It also deals with regulation of excess grants by obtaining the vote of the Legislative Assembly.
WORKS PROJECTS
The Finance (W & P) Department is an Advisory Department to the I & CAD Department and other Departments. The Director of Works Accounts is the Head of Department under this Department
PROJECT MONITORING UNIT (PMU)
Monitoring the performance of all on going Externally Aided Projects every month, Project Implementing Agencies (PIAs) of all on going and Pipeline Externally Aided Projects (EAPs) and Watching Additional Central Assistance (ACA) received from Controller of Aid Accounts and Audit (CAA & A) and pursuing the same with CAA & A.
PUBLIC AND PRIVATE PARTNERSHIP (PPP CELL)
The PPP Cell is an advisory department which renders the technical and Financial Advise on all the Public and Private Partnership projects referred to Finance Department. It also conducts the training programme on PPP Projects.
RESOURSE MOBILIZATION AND EXPENDITURE CONTROL (RMEC)
This wing formulates strategy for mobilization of additional resources and monitors the collection of State Tax and Non-Tax Revenues. It evolves methods for rationalization of expenditure and elimination of unnecessary, unproductive and wasteful expenditure.
SURPLUS MAN POWER CELL (SMPC)
Deals with identification of the surplus staff and their redeployment in needy Departments. This also deals with the requirement of staff in various departments for their creation and upgradation.
RULES BRANCH
This branch deals with rules relating to financial propriety and procedure and accounting of State transactions relating to both receipts and expenditure. It also deals with rules relating to pay and allowances, pensions, fundamental rules and various loans and advances to Government.
This Department is responsible for codification of various rules relating to the above subjects and also advises other Departments in interpretation of any of the above said rules.
At the field level Finance Department functions through the Director of Treasuries and Accounts, Director of State Audit, Director of Insurance, Commissioner of Small Savings and Pay and Accounts Officer, Hyderabad.
INSITUTIONAL FINANCE
The main functions of ‘Institutional Finance’ are to coordinate with Banks to ensure Bank credit to the needy, envisaged in various Government schemes.
DIRECTORATE OF TREASURIES AND ACCOUNTS
The Directorate of Treasuries and Accounts is mainly concerned with the administration of Treasuries and Accounts Branches and other units and it also initiates action in regard to the amendments to the Rules in the Treasury, Financial and Accounts Codes wherever required and also exercises Treasury Control over expenditure with reference to the budget provision of all departments and the maintenance of GPF of the Class. IV Employees and CPS of all Employees appointed on or after 2004.
DIRECTORATE STATE AUDIT DEPARTMENT
The main function of this Department is to conduct the audit on the Accounts of Local Bodies Viz., Endowment Institution and Zilla Grandhalaya Samsthas, Societies, Aided Institutions, Corporations and other Autonomous Institutions and Authorization of Pensionary benefits to Class-IV and other Low paid Government Employees.
TELANGANA GOVERNMENT LIFE INSURANCE DEPARTMENT
Telangana Government Life Insurance Department is implementing T.G.L.I Scheme and Telangana State Employees Group Insurance Scheme to the State Government employees as a social welfare measure on mandatory basis. Subscriptions collected from the employees under both schemes are invested in the public account of the State Government and earns interest on the fund balances at the rate allowed on General Provident Fund.
PAY & ACCOUNTS OFFICE, HYDERABAD
Deals with the pre-check and payment is on the same lines, as was in vogue in Accountant General’s Office. The transactions are of always the high order and the Government’s financial interest is well served by the system of cent-per-cent pre-check and payment.
DIRECTORATE OF WORKS ACCOUNTS
The Directorate of works Accounts conducting the pre-check and arrange work payments of all the Department and Corporations in addition to the total expenditure of Irrigation & Command Area Development Department.
