The Department is having two (2) Wings namely; Tourism & Culture Wing and Youth Services & Sports Wing. This Department is dealing with all the matters related to Tourism, Cultu​re, Youth Services, Sports, Archaeology & Museums, Telangana State Tourism Development Corporation, NCC, Telangana Sports School, SETWIN, NITHM, Shilaparamam, MPCC, State Art Gallery etc. The Department of Youth Services wa​s established in the year 1972 with an objective to channelize the energies of youth for constructive activities and wean away them from unsocial activities of Telangana.

The Department implements the following Youth Welfare Programmes in accordance with the changing aspirations and needs of the youth:

  • Youth Festivals (Consitutuency, Districts, State & National Youth Festivals)
  • Tribal & Multi-Cultural Youth Festivals
  • National Youth Week Celebrations
  • Youth Exchange programmes
  • National Integration Camps
  • Celebration of National Importance Days including Blood, Eyes & other Organs Donation Camps with the coordination of other Departments/Agencies concerned
  • Formation/Rejuvenation/Recognition of NGOs/Youth Associations/ Youth Clubs in the development of Youth
  • Recommendations for grants under NPYAD Scheme to GOI
  • Recommendations for different Youth Awards to GOI
  • Initial maintenance support to Youth Hostels Constructed by the Government of India
  • Co-ordination in Defence & other Para- Military recruitments.
The Society for Training and Employment Promotion was brought under the control of Youth Services Department in the year 1996. It is going to be re-registered as the Telangana Society for Training and Employment Promotion - TSTEP after approval of De-merger Plan. The Commissioner/Director of the Youth Services Department is the Ex-Officio Managing Director and Principal Secretary/Secretary of the Administrative Department of the Secretariat will be the Ex-Officio Chairman of the TSSTEP. It is implementing the “Rajiv Yuva Shakti”, a Self Employment Scheme. 

The Chief Executive Officers of STEPs & (E.O) District Youth Welfare Officers working in Districts are under the control of this TSSTEP/Department. The District Collectors are Ex-Officio Chairmen of the SsTEP except Hyderabad as no STEP exists in Hyderabad District. The Mandal Parishad Development Officers in rural areas and Municipal Commissioners in urban areas are assisting the CEOs & (E.O) DYWOs in implementation of the programmes. The RYS Programme in Hyderabad District is being implemented by the District Collector through the O/o DYWO only. 

The Rajiv Yuva Shakthi programme was aimed at creating self-employment opportunities to the educated unemployed youth by providing financial assistance in the form of Subsidy from Government not exceeding 50% of unit cost subject to a maximum of Rs.30000/ per unit.  The remaining portion will be provided by bank . The unit cost is Rs.1.00 lakhs . The beneficiaries will   establish viable units under Industry and Service sectors as per local need and demand.
